About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity for FY 25 Airfield Preventative Maintenance at a Department of the Air Force Air Mobility Command facility. The Q&A addresses key clarifications about the project scope, including confirmation that no line striping is required, details about manhole structure repairs, and submission requirements. Key scope elements include crack sealing 30,000 linear feet of asphalt pavement, installing 4,146 linear feet of preformed elastomeric joint seal, repairing manhole structures/covers, excavation support, concrete spall repair, paving with FAA Mix, and reseeding disturbed areas.

The Q&A provides specific guidance for contractors, such as correcting the preformed elastomeric joint seal quantity from 4,116 to 4,146 linear feet, clarifying that sealed offers should be delivered via email, and noting that proof of bonding is not required until after award. The project is valued between $250,000 and $500,000, with a comprehensive maintenance scope focused on airfield infrastructure restoration and preservation. Contractors must submit a Bid Schedule with their proposal and complete the specified maintenance tasks according to the Statement of Work dated 3 August 2024.

Please see Q&A below:

Question:

Is the manhole cover area asphalt or concrete?

How bad is the current damage? Does it require Surface-only or deep structural repairs?

Are there any photos/images of the damaged areas?

Answer:

Manhole structures are concrete structures rated for aircraft loads. The contractor’s responsibility for their repair would be anything from installing a completely new manhole structure (provided by the Government), repairing surrounding soil sink holes to repairing less serious cracks or replacing manhole covers (aircraft rated).

Question:

1. In the Scope of Work document, paragraph 1.5 - Description of Work it lists the following:

A. Crack seal 30,000 LF of asphalt pavement

B. Provide and install 4146 LF preformed elastomeric joint seal

C. Repair defective manhole structures/covers

D. Excavate, as necessary, to support other repair tasks.

E. Repair 1000 SF-IN of concrete spalls

F. Pave with 2 inches of FAA Mix using up to 5 Tons FAA Mix (PG 76-22 binder).

G. Reseed areas disturbed by earthwork excavation.

However, in Part II, 1. Table of Submittals, it lists Cut sheet and MSDS safety of material data of line striping paint.

Will line striping be required for this project, and if so, in what quantity, materials (acrylic, thermoplastic) and layout? (I assume mention of line striping is from another project, but want to check to be sure)

Answer: No line striping is required as part of this project. Delete requirement in Table of Submittals to provide MSDS safety sheets.

Question: 2. Is the Bid Schedule required with the proposal or is simply filling out Section B

- Supplies or Services & Prices or Costs and the SF 1442 acceptable.

Answer: The Bid Schedule is required. Change quantity in the Bid Schedule for preformed elastomeric joint seal from 4116 LF to 4146 LF

Question: For the referenced project, on the Solicitation, O er & Award form (Standard Form 1442) under section 13.a it is stated that sealed o ers are due at the place specified in Item 8, however Item 8 is blank. Where are the sealed o ers to be delivered?

Answer: Email delivery

Question: Also, under section 13.b it is stated that an o er guarantee is required. Please clarify what format to be used for this o er guarantee.

Answers: Proof of bonding NOT required until after award.
