About this file

This document is a Questions and Answers (Q&A) file for the FY 25 Airfield Preventative Maintenance federal contract opportunity. The Q&A provides clarifications on three specific technical aspects of the project: (1) crack sealing, which involves routing and sealing bituminous asphalt pavements on runways, taxiways, aprons, and shoulders using ASTM D 3405 hot applied joint sealant, (2) confirmation that existing asphalt will be removed full-depth before new bituminous concrete pavement is installed, and (3) verification that the preformed elastomeric joint seal is specifically for sealing cracks between concrete slabs on the airfield.

The contract, solicitation number FA449725R0012, is issued by the Department of the Air Force Air Mobility Command and encompasses a comprehensive airfield maintenance project valued between $250,000 and $500,000. The scope of work includes crack sealing 30,000 linear feet of asphalt pavement, installing 4,146 linear feet of preformed elastomeric joint seal, repairing manhole structures, excavating as needed, repairing concrete spalls, paving with 2 inches of FAA Mix, and reseeding disturbed areas.

Text version

Q1: Is the crack fill for the parking lot, or for the airstrip?

Answer: This Is Airfield preventative maintenance. Crack sealing is in bituminous asphalt pavements to include runways, taxiways, aprons, and shoulders. It involves routing and sealing with hot applied joint sealant conforming to the following:

ASTM D 3405 Joint Sealants, Hot Applied, for Concrete and Asphalt Pavements

Q2: Is there already a base for paving new asphalt?

Answer: Yes. Not all project line items are listed in the Statement of Work which includes a general description of the work. If you check the bid schedule, you will notice a more detailed list. The detailed line-item list includes one for “Remove Existing Asphalt, Full Depth”. This line item is to be used with the paving line item to remove defective asphalt and then replace with the “Bituminous Concrete Pavement” line item.

Q3: For the caulking/elastomeric joint seal, is this for asphalt or concrete?

Answer: The line item is “Preformed Elastomeric Joint Seal” and is the airfield sealing material to seal the cracks between concrete slabs
