Statement of Work (SOW) – v.2, 11 July 2025
CTK Video Surveillance System Installation and Camera Install
1.0 Introduction
1.1 Mission: The Aircraft Maintenance Squadron (AMXS) Consolidated Tool Kits (CTK) Center is responsible for storing, tracking, and monitoring assets valued at approximately $36 million. CTK serves as the central hub for all maintenance activities on eighteen (18) C-5 and thirteen (13) C-17 aircraft, processing approximately 12,000 transactions monthly. This video surveillance system (VSS) will enhance the safety and security of personnel, assets, and operations within the CTK warehouse located in Building 794 on Dover Air Force Base
(DAFB).
1.2 Background: This standalone video surveillance system (VSS) will enhance security through real-time monitoring and provide evidence in cases of misuse, theft, or loss of tools and equipment. The VSS will provide a robust and reliable security solution, enhancing the safety and security of personnel, assets, and operations.
1.3 Scope of Work: This requirement encompasses the procurement, installation, configuration, and maintenance of a comprehensive video surveillance system for the CTK warehouse in Building 794. The system will be utilized by CTK leadership for monitoring assets and personnel. The contractor will provide installation services, training for CTK leadership on system operation, and ongoing maintenance and support. All systems shall be operationally checked upon installation to ensure proper functionality. No conduit is currently on location housing existing equipment. The contractor must provide all conduit required for installation.
2.0 System Performance Requirements
2.1 The Contractor shall provide a comprehensive video surveillance system (VSS) for the CTK warehouse in Building 794. The proposed system must meet or exceed the following performance requirements:
2.1.1 **Camera Coverage: ** The system shall provide complete and continuous video coverage of the areas specified in Section 4.2 (below), with no blind spots.
2.1.2 **Image Quality: ** Cameras shall provide high-resolution video with sufficient detail for identification of personnel and assets, even in varying lighting conditions. Minimum resolution shall be 1080p (1920x1080 pixels).
2.1.3 **Low-Light Performance: ** Cameras shall provide clear and usable video in low-light conditions, either through integrated infrared (IR) illumination or other low-light enhancement technologies. Cameras with IR illumination must have a minimum IR range of 50 feet. Cameras utilizing other low-light technologies must provide equivalent or better performance.
2.1.4 **Storage Capacity: ** The system shall provide a minimum of 3 months of video storage, based on 24/7 recording at 1080p resolution and 15 frames per second.
2.1.5 **Remote Monitoring: ** The system shall provide remote monitoring capabilities, enabling the viewing of live and recorded video feeds from two (2) workstations located within Building 794. Each workstation must support dual monitors with a minimum resolution of 1920x1080 per monitor. For the purposes of this SOW, remote monitoring is defined as access from within Building 794 only (e.g., back office). Remote access from external locations to Building 794 is explicitly excluded
2.1.6 **System Uptime: ** The system shall maintain a minimum uptime of 99%.
2.1.7 **Integration: ** The system shall be a fully integrated solution, with all components working seamlessly together.
2.2 Contractors may propose systems utilizing Avigilon equipment or equivalent. Attachment 1 provides a list of Avigilon equipment that the Government has identified as a baseline for meeting these performance requirements. Contractors proposing equivalent systems should use this list as a guide to understand the type and quantity of equipment needed to achieve the required performance.
