MEMORANDUM FOR RECORD

SUBJECT: Justification for Brand Name Restriction - Avigilon Surveillance System, CTK Requirement, Dover AFB

1. Purpose: This memorandum documents the justification for restricting competition to Avigilon brand surveillance system for the CTK requirement at Dover Air Force Base (AFB).

This requirement is being solicited under solicitation number FA449725Q0030.

2. Background: The 436th Aircraft Maintenance Squadron (436 AMXS) at Dover AFB requires a video surveillance system to enhance security and asset monitoring in the CTK warehouse located in Building 794. The existing video surveillance infrastructure at Dover AFB currently utilizes Avigilon Control Center (ACC) video management system. The 436th Communications Squadron (436 COMM) is the approving authority for all surveillance systems on Dover AFB.

3. Requirement: The specific requirement is for the procurement, installation, and maintenance of a comprehensive video surveillance system for the CTK warehouse in Building 794. This system must prioritize security and asset monitoring and meet or exceed defined performance standards, including complete coverage, high-resolution imaging, and adequate storage capacity.

The system will require all maintenance/repairs under warranty for one year, with ongoing maintenance and training to ensure effective system operation.

4. Justification for Brand Name Restriction:

a. Exclusive Installation-Wide Approval: The 436th Communications Squadron (436 COMM) has designated the Avigilon surveillance system as the only brand name approved for installation-wide use at Dover AFB. This designation is based on standardization efforts, security requirements, technical evaluations, interoperability, and cybersecurity requirements. This means that no other brand of surveillance system is authorized for use on the Dover AFB network.

b. Compatibility: The Avigilon surveillance system is required to ensure seamless compatibility with the existing Avigilon Control Center (ACC) video management system currently in use at Dover AFB. Integrating a non-Avigilon camera system would require a complete overhaul of the existing ACC system, resulting in significant costs and disruption to current security operations.

This is further complicated by the fact that only Avigilon is approved for use on the network.

5. Impact if Requirement is Not Met: Failure to procure the Avigilon surveillance system would significantly hinder the 436 AMXS's ability to ensure the security and proper monitoring of assets within the CTK warehouse and would violate installation security standards as determined by 436 COMM.

6. Cost Considerations: Given that Avigilon is the only approved brand, the cost of considering alternative systems is irrelevant, as they cannot be authorized for use on the Dover AFB network.

7. Recommendation: Based on the above justification, it is recommended that competition be restricted to Avigilon brand surveillance system for this requirement.
