About this file

This is a Questions and Answers document from the 436th Contracting Squadron at Dover Air Force Base regarding solicitation FA449725Q0013 for HVAC Insulation Service (BPA), dated March 6, 2025.

The document addresses eight contractor questions about the solicitation, clarifying that: labor costs should be included in unit pricing; no floor plans or drawings are needed for bidding; contractors must handle their own debris removal off-base; Appendices A & B only need completion for hazardous materials used; hot water storage tanks require top and bottom heads; and a converter refers to a heat exchanger that is being phased out. The proposal deadline has been extended to March 7, 2025 at 10:00 AM EST. The bid schedule requires pricing for pipe per foot, domestic hot water tank, converter, valves, unions, elbows, duct wrap, duct board, fiberglass w/FSK, tank wrap, and mastics. The government directs contractors to use the provided bid schedule which specifies sizes, materials, and items to be insulated to ensure consistent bidding.

DEPARTMENT OF THE AIR FORCE

436TH CONTRACTING SQUADRON (AMC)

DOVER AIR FORCE BASE, DELAWARE

6 March 2025

MEMORANDUM FOR ALL OFFERORS

FROM: 436 CONS/PKA

639 Atlantic St

Dover AFB, DE 19902

SUBJECT: FA449725Q0013, Dover HVAC Insulation Service (BPA), Solicitation Questions and Answers

1. We do not see an insulation rate listed on the Prevailing Rate Schedule?

Government Response: Wage Determination #2015-4217, Rev. 29, 23 Dec 2024 uploaded with solicitation

2. What exactly is a converter?

Government Response: The converter is referring to a heat exchanger. This is not a common component of the systems that are currently on the base. Some of the older systems have these but they are being phased out under other renovation projects. Please provide a price based on a heat exchanger.

3. We see that no debris shall be placed in DAF dumpsters. Should we be supplying our own trash container?

Government Response: It is up to the contractor to determine how they remove the debris generated from the performance and work processes of this contract and as long as it is in compliance with Federal and State of Delaware disposal requirements. The material waste generated from the performance of this contract cannot be disposed of on Dover AFB.

4. Appendix A & B will to be complete once awarded work?

Government Response: These two documents will only need to be filled out for any hazardous material or products that will be used in the performance of this contract.

5. Will the Hot Water Storge Tanks require top & bottom heads?

Government Response: YES

Executing Excellence!

6. Could you kindly provide us with a brief extension regarding the submission deadline of this opportunity. Granting an extension would allow us to conduct a more comprehensive evaluation and prepare a proposal that is both precise and competitively priced.

Government Response: Proposal Due Date has changed to 7 March 2025, 1000 AM, EST

7. We also need to request any drawings or footages of the mechanical systems in questions, so that we can get a good grasp of what is needed and give an accurate estimation for this requirement.

Government Response: No floor plans or drawings are needed to submit the bids. Please use the bid schedule drafted by the government when submitting bids. This bid schedule is broken down so the contractors know what sizes, material, and items to be insulated so all contractors are bidding on the same things.

8. The Bid Schedule is asking for pricing on the following: Pipe per Foot, Domestic hot water tank, Converter, Valves, Unions, Elbows, Duct Wrap, Duct Board, Fiberglass w/FSK, Tank wrap

& Mastics.

Can you please tell me if the pricing that we submit on this schedule should include Labor or can we add a line ITEM for Labor. I didn’t see that question on the Q&A amendment.

Government Response: Please include labor in your prices.
