Contractor Questions #2 Continued

All answers are designated by “a.”

Please be aware that a new Pricing Table will also be posted as “Attachment 1 – Pricing Table

(1) Revised” and that all amendments to the solicitation must be signed and returned with your proposals. These questions were submitted 8 August 2013, the government did not accommodate any additional questions, and these questions were left off the Responses to

Contractor Questions #2 attachment.

1. IAW PWS para.13.2.3.1 Dial Central Office (DCO) Switch table; Reference Miscellaneous Equipment. Please provide additional voicemail system details.

Callware server is identified in the PWS.

a. Is this a Callegra Voicemail system?

a. Yes

b. Size capacity/memory/mailboxes/used/equipped for?

a. This is unquantifiable; please review Appendix 13.1 and 13.2, for workload estimates.

c. Software release?

a. 6.14a- JITC

2. IAW PWS para 1.3.4.4 Remote Monitoring (Response to NCC). Contractor will do remote monitoring. Can you advise if this included receiving Major and Critical switch alarms or if the alarms are being monitored by local Comm unit in CFP?

a. Heat sensor / Critical switch alarm auto-dials Telecomm. Local alarms not monitored by local Comm unit in CFP.

3. IAW PWS 1.3.11 Rough Order Magnitude (ROM)/Estimates/Technical Solutions. Will ROMs and technical solutions be accomplished on T&M basis or are they considered part of project management overhead?

a. T&M is not included in this contract.

4. IAW Solicitation FA4497-13-R-0002, Proposal Preparation Instructions, para F. Will the Government consider a smaller font for graphics and tables?

The contractor recommends Times New Roman font size 10 for tables; and, no smaller than Ariel Narrow font size 8 (or easily readable) for graphics.

a. Please strictly adhere to the solicitation on font requirements.

5. IAW PWS 1.4.1.6 Work orders subject to the Davis Bacon Act. The COR is authorized to place work orders directly with the contractor for all CLINs/PIDs. The Contractor shall identify work orders where the DBA applies on the face of the work order (see paragraph 1.4.1.4 above). Work orders using CLINs X002-X007 MAY be subject to DBA dependent upon work effort to be performed. Will it be the contractors call to use labor IAW DBA or SCA as long as labor categories align?

a. Davis Bacon Act is determined by contractor/their site manager.

6. IAW PWS, contractor is required to provide cost for labor and material for items listed in Attachment 1, pricing table. This table list all requires line items, but limited support material, i.e. bench stock. Is it the Governments intent that all required support items for repairs, installation and maintenance be covered under contractor's overhead? IS there an accounting method for such items to include work order residue?

a. Contractor will be paid per PIDs, if contractor has work order residue or extra supplies that is included in their overhead. 436 CS may buy supplies from the contractor, and will become

GFE.

7. IAW Attachment 1 pricing table, several types of fiber optic cable is required. Can government provide further specification of fiber as to OM or OS ratings"

a. Please reference the Equipment and Installation Performance Specification for Operations and Maintenance Services of the Base Telecommunications System, EIPS -2 and EIPS – 3 specify where you can find Federal Specifications and Standards and National Standards.

Also, note the Telecommunications Industry Association standards.
