B5953 HVAC Upgrade

Questions + Answers

1. QUESTION: Will the building be occupied while this work is being done? Will phasing be necessary?

ANSWER: No

2. QUESTION: Please provide information on the heating capacity and voltage of the two existing main air handlers in the basketball court area, so we can size the equipment properly.

ANSWER: Removed from scope

3. QUESTION: Please confirm the height of the gym floor and from the workout area floor to the underside of the roof.

ANSWER: Please see drawings

4. QUESTION: Currently there are wood planks on either side of MAU-1 and MAU-2 in the basketball court area. Will these remain? Or will a permanent steel grating need to be installed?

5. QUESTION: Are the CO2 monitors mentioned in the SOW only to work with the make-up air units 1, 2, & 3? Are the CO2 monitors to be located in the return air ductwork?

ANSWER: Yes

6. QUESTION: The SOW calls for a preheat coil and a reheat coil. Please confirm the intent of the design is to have both preheat and reheat water coils.

7. QUESTION: If we are to provide both preheat and reheat coils, may we propose a hot gas reheat coil in lieu of a hot water reheat coil?

8. QUESTION: Please provide information on the existing rooftop exhausters, as we would like to re-use the existing curbs to avoid any roofing issues.

9. QUESTION: Are there ductwork layouts for the locker rooms (men’s and women’s) and the lobby bathrooms? Are there ventilation requirements for these areas? What is the size of the existing fans (ie CFMs, voltage, horsepower)? Removed from scope

ANSWER:

10. QUESTION: What are the minimum and maximum ventilation requirements for all the rooms in B5953

11. QUESTION: Will MAU-3 only be used for ventilation? Is there current return air ductwork for MAU-3? If so, please provide size/layout.

12. QUESTION: Please provide a copy of the floor plan drawing referenced during the site visit.

ANSWER: See Drawing M-1

13. QUESTION: Regarding MAU-3, located in the mechanical room, are we to re-use the existing ductwork? If so, please specify the insulation requirement.

14. QUESTION: Please provide information on the VRF system to be installed in the administration and exercise areas (eg tonnage/sizes, individual unit capacities, height requirements for mounting, etc).

ANSWER: See Drawing M-1. All sizing and layout shall be changed upon approval by engineering.

15. QUESTION: Regarding Option 1, please provide information on the existing mixing valves and any requirements for the new mixing valves.

ANSWER: The valves are to be replaced with like and kind. The valves are a standard brass shower mixing valve.

16. QUESTION: Regarding Option 2, please provide specifications for lockers.

ANSWER: The lockers shall be 18” wide single tier standard metal lockers.

17. QUESTION: Regarding Option 3, the SOW states that, “high voltage electrical supply shall be provided by others;” please confirm we are to provide light fixtures under this contract, and if so, please provide specifications for the light fixtures required.

ANSWER: The contractor is responsible for all electrical in the scope of this project. See updated SOW.

18. QUESTION: What is the voltage on the units 2.1 and 2.2. Also what is the basis of design units?

ANSWER: The voltage of the VRF system is 208 Volts 3 phase 60 amp circuit per manufactures recommendation.

19. QUESTION: What is the voltage and GPM for the new boiler pumps?

20. QUESTION: What size piping is running over to new gym units?

21. QUESTION: Will we need to provide temporary heating?

22. QUESTION: Will there be any asbestos work for demo of existing piping?

23. QUESTION: Do contractors need to use a NJ licensed HVAC contractor to execute the work? Not all states require this license; particularly on Federal projects.

24. QUESTION: Will the area of work for the seed project be cleared of gym equipment/obstructions by the contractor or customer?\ ANSWER: Some gym equipment could be in the way but will be removed by the customer.

25. QUESTION: Is there asbestos/lead abatement requirement? Report?

ANSWER: No demo is expected in the scope of this project. None of the existing equipment will be effected in the scope of this project.

26. QUESTION: Is there a reference drawing for the existing steam boiler system?

27. QUESTION: What is the limit of demolition?

ANSWER: No demo is expected in the scope of this project.

28. QUESTION: Is there a similar project completed for reference?

ANSWER: There are several building on JBMDL that have VRF system installed. See B5317 as an example.

29. QUESTION: The following sections are missing from the website in the solicitation, please provide:

a. Division 2 – Existing Conditions

i. 028213 – Asbestos Hazard Control Activities

ii. 028216 – Engineering Control of Asbestos Containing Materials

iii. 028313.0020 – Lead in Construction

b. Division 3 – Concrete

i. 032000 – Concrete Reinforcing

c. Division 23 – Heating, Ventilating, and Air Conditioning

i. 238202.0010 – Unitary Heating & Gas Cooling Equipment ANSWER: Requested Divisions are included in the Whole Building Design Guide.

30. QUESTION: Regarding the RFI cutoff (10 days prior to RFP closing date), is that 10 business days or 10 calendar days?

ANSWER: Amendment 01 – updated to read business days

31. QUESTION: The instructions for submission (Section L) describe formatting and number of copies to be submitted as if hard copies are required. However, the Past Performance instructions call for data entry through the PPI Tool software, which is electronic. Can the Government confirm whether it requires both printed and electronic copies of all three proposal volumes?

ANSWER: Amendment 01 - Section L has been edited to remove the requirement to submit a CD-ROM. Companies input their past performance using the EZ-Source (PPI Tool) and email the administrator the resultant information that the PPI Tool generates.

This information will constitute Volume 2 of the offer. Also, all documents related to the offer will be submitted via email except for the bonds. If bonds are applicable, scanned copies of the bonds can be submitted by email so we will have them before the hard copies are received by email.

32. QUESTION: The FBO page for the solicitation does not appear to have a link to the PPI Tool software. Will the Government provide a valid link to download the PPI Tool?

ANSWER: Amendment 01 – the link for the tool has been uploaded to FedBizOpps

33. QUESTION: For submission of Past Performance Information, should bidders submit PP information in a separate volume (ie Word Document) in addition to the electronic PPI Tool submission?

ANSWER: Amendment 01 - Only the product that is created by the PPI Tool is required to complete Past Performance Volume 2. Section L was revised to reflect this.

34. QUESTION: Per Section M paragraph M-4 ON/OFF Ramp Instructions it states that the Government intends to maintain a pool of 3 paving contractors. Is this the intent to give contracts to a paving contractor or is this project open to bidding? Please advise.

ANSWER: Amendment 01 – section M has been updated to remove “paving”.

35. QUESTION: Instruction to Offerors Section L 1.11 mentions section J attachments 13-25 and in section J there is only attachments 1-9 please advise. ANSWER: Amendment 02 – Section L has been updated to read Attachments 1-9.

36. QUESTION: Section 'K'- Far provision 52.204-8 is not included, which is required to submit as per L-2.2.1.3 (SECTION L).

ANSWER: The required reps and certs can be found under each contractor listing in SAM (System for Award Management). You can disregard this submission requirement.

37. QUESTION: As per SF 1442 Original + 1 copy required. As per section 'L' only one original required. Please clarify how many copies required.

ANSWER: One electronic copy is required.

38. QUESTION: Section B- Supplies or Services and Prices/Cost starts on page 4 of 41 of the Solicitation. Is the Bidder required to complete this form as part of the initial price proposal for the Seed Project? If so, what information are we to provide?

ANSWER: Leave Section B blank. The price that will be filled in on the base year and the options (Section B) will be a set maximum by the Government when the awards are made.

You are only required to fill out seed project bid schedule attachment for price proposal (attachment J-2).
