STATEMENT OF WORK
FOR
HVAC MODIFICATION, UPGRADE AND
BUILDING AUTOMATION SYSTEM FOR BLDG. 5953
AT
JOINT BASE MDL, Fort Dix, NEW JERSEY
1. DESCRIPTION OF SERVICES:
1.1. The contractor shall provide all labor, materials, tools and equipment to upgrade HVAC equipment at the Doughboy Gym B5953. The gym currently has no cooling system. The heating system is comprised of a new 2 year old steam boiler providing steam to two dedicated makeup air units in the indoor basketball court with various indoor fan coil units and convectors. The admin and exercise areas are conditioned by a forced air system with the air handler in the mechanical room.
The scope of this project will be to:
- convert the steam boiler to a hot water boiler system with new pumps, replace all the steam piping, and install a new coil in MAU#1
- Replace the two main air handlers in the basketball court with new high velocity DX variable air volume air handlers.
The MAU’s are not intended to be 100% dedicated outside air and will predominantly cycle return air.
- Install a complete ductless VRF system in the Admin and exercise area.
- Replace building exhaust system.
- Install building automation controls and add building to base wide mechanical control network.
- Bid Option: lockers, mechanical room lighting, and shower mixing valves.
– High voltage electrical supply shall be provided by others.
2. TECHNICAL REQUIREMENTS:
2.1. Court Area MAU’s - Replace the two main air handlers
in the indoor court with a multi-section modular air handling system. The MAU’s shall reuse existing mounts with unistrut bracing where necessary. Protect the court floor with plywood during install. The contractor shall provide their own hoisting. Paint bare sheet metal sections to match color. The following shall be section requirements:
2.1.1. Provide and install a mixing box section. The
mixing box shall be attached to the existing fresh air louver using a custom sheet metal reducer adapter. The return air side shall be facing down with a return grill and air filter box. The mixing box requires two electronically actuated mixing dampers
2.1.2. Provide and install a preheat coil section. This
section shall be feed from the central boiler.
2.1.3. Provide and install A DX coil. The coil shall be
24 ton with 2 interlaced circuits and 2 LEV kits. The DX coil will be supplied by newly installed outdoor DX condensing units.
2.1.4. Provide and install a re-heat coil section. This
section shall be supplied by the central boiler.
2.1.5. Provide and install a fan section. The fan
section shall be equipped with a variable frequency drive with a max speed of 5000 cfm.
2.1.6. Provide and install a supply diffuser section.
The contractor shall reuse the existing diffuser.
2.2. Outdoor Units - Install three outdoor inverter driven
non-hyper heating condensing units systems. All three systems shall be installed on a new 4” concrete pad with a rack 18 inches from the ground. Twinning kits and connections at the outdoor units shall be brazed with a nitrogen purge. See following for system details:
2.2.1. System 1 shall serve MAU#2 in the court area. The
system shall be 24 tons in capacity with two twinned together 12 ton outdoor units.
2.2.2. System 2 shall serve MAU#1 in the court area. The
system shall be 24 tons in capacity with two twinned together 12 ton outdoor units.
2.2.3. System 3 shall serve the indoor units in the
admin and exercise area. The system shall be 12 ton in capacity single system two fan.
2.2.4. All high voltage electrical supply shall be
provided by others.
2.3. Indoor units – Install indoor units according to
Mechanical drawing M-1
2.3.1. Contractor shall provide and install all
refrigerant piping. Diameters shall be in accordance with output design of the design tool software. All line sets shall be insulated flexible ACR cooper with pressed or flared fittings. Exposed line sets shall be covered in line hide.
2.3.2. Provide and install condensate piping for all
indoor units. It is anticipated all condensate will drain in the janitor’s closet in the center of the building or an approved alternate drain.
2.3.3. Provide and install low voltage communication
16AWG shielded wire between all indoor and outdoor units and main controller.
2.3.4. Install main controller touch panel AG200 in main
office.
2.3.5. All high voltage electrical supply to indoor
units shall be provided by others.
2.4. Convert Steam Boiler – Convert the existing steam
boiler to operate as a hot water boiler.
2.4.1. Provide and install pumps with VFD
2.4.2. Provide and install hot water coil to MAU#1 in
the mechanical room.
2.4.3. Replace all steam lines with new hot water lines.
The new lines shall serve all three MAU’s only. All existing fan coils and convectors in the court area shall be removed. Paint walls with color matching paint where required.
2.5. Rooftop exhausters – Provide and install three rooftop
exhausters:
2.5.1. Replace both large rooftop exhausters in the
court area with a variable speed exhauster with maximum of 2500CFM each.
2.5.2. Replace one rooftop exhauster for locker rooms
with like and kind
2.5.3. Replace lobby bathrooms exhauster with like and
kind.
2.6. Controls – Provide and install building automation
control solution and connect to base wide mechanical network. Provide controls for Boiler, 3 air handlers, pumps, ductless VRF system, exhausters, CO2 monitor, pressure differential, and outdoor temperature & humidity.
2.6.1. Install JACE 8000 frontend running on Niagara 4.4
or later.
2.6.2. Unrestricted interoperability license and a
Niagara Compatability Statement (NiCS) that follows the Tridium Open NiCS Specification.
2.6.3. License each devise to JB MDL
2.6.4. Be fully programmable using the Niagara Framework
Engineering Tool and support the following:
2.6.5. Standard Graphics – contractor to program from
the building level to individual equipment.
2.6.6. Scheduling – contractor to provide global and
individual scheduling.
2.6.7. Alarm Generation and routing – contractor to
provide high and low temperature and humidity alarm, boiler alarm and chiller alarm. Alarm will be routed to the JBMDL N4 Supervisor.
2.6.8. Trending using Niagara History service and
Niagara Trend log objects – contractor to provide trending for each device.
2.6.9. Integration of field control networks using the
Niagara Framework Engineering Tool.
2.6.10. Contractor to provide all connection from all the
controller added under this contract.
2.6.11. 10/100 Mbps Ethernet port
2.6.12. One port compatible with the field control system
to be integrated.
2.6.13. Embedded operating system.
2.6.14. provide access to field control network data and supervisory functions via web interface and support a minimum of 16 simultaneous users.
2.6.15. Create 4 level of user permission, government
will provide user name. Set up a default password that will push user to change at first log on.
Level 1: View only access to graphical user interface
Level 2: Permission Level 1 plus acknowledge alarm.
Level 3: Permission Level 2 plus override points and set-up alarms, schedule and demand limiting.
Level 4: Admin Level
2.6.16. Provide Graphical displays consisting of Air
Handler, Fan coil Units, Boiler, pumps, etc.
2.6.17. System graphic displays of building systems and
points must be hierarchical displays using a building-to-equipment point-and-click navigation scheme which allows navigation from a building-wide display to the individual units. (Government will provide as-built drawing)
2.6.18. Provide and install Cat-5/6 network cable from
JACE to the facility network switch, set up 1 port with government provided IP address. Second port will be set up with default IP address for service access.
2.6.19. Contractor to coordinate with government to send
JACE station to the main supervisor. IP address, user name and password will be provided on site after the JACE for each building is completed and accepted.
2.6.20. The contractor shall prepare draft as-built
drawings consisting of Points Schedule drawings for the entire HVAC system. Provide As-Built Drawings which include details of all hardware components installed under this contract. In addition to the details shown in the design drawings, the as-built drawing must include:
2.6.21. IP addresses and Ethernet MAC addresses as
applicable for each piece of Control Hardware.
3. Site Visit: A site visit of the facility will be scheduled and contractor attendance is highly recommended.
4. SPECIAL REQUIREMENTS: The work site shall remain clean and clutter free since this area is an active employment site.
All dumpsters or other containers for trash and debris shall be located in areas designated by the building manager and shall be subject to removal and /or relocation at the building manager’s request. These requirements shall not impact the performance period.

The Contractor Manager or an alternate shall be available within sixty (60) minutes notice during normal duty hours, 7:00am to 3:30pm, to meet with Government personnel to discuss any problems encountered at the work site. Contractor will supply Government Quality Assurance Personnel (QAP) with phone number for contacting purposes.
6. BASE ENTRY: The contractor shall obtain the necessary passes and /or identification for entry into Joint Base McGuire Dix Lakehurst for all employees prior to commencement of work.
The Government reserves the right to refuse to issue an entrance pass to any employee for any reason deemed valid by the Government. The contractor shall be required to provide the Security Forces with vehicle registration(s), proof(s) of insurance, driver license(s), and a picture ID(s) to obtain a pass for entry onto the base. The Pass and Registration building is located at the McGuire Welcome Center, 3021 McGuire Blvd. JB-MDL, McGuire, N.J.
7. SECURITY FORCE AND FIRE PROTECTION:
USE 911 TO REPORT ALL EMERGENCIES (POLICE, FIRE, and EMS)

8. PERFORMANCE PERIOD: All work shall be completed within 90 business days in addition to material lead time after award/NTP.
8.1. INSPECTION/ACCEPTANCE OF PROJECT COMPLETION: A final
inspection shall be scheduled upon completion of all work.
Contact the Quality Assurance Evaluator two (2) days prior to completion for a site visit.
