STATEMENT OF WORK
FOR
VRF SYSTEM &
BUILDING AUTOMATION SYSTEM FOR BLDG. 5953
AT
JOINT BASE MDL, Fort Dix, NEW JERSEY
1. DESCRIPTION OF SERVICES:
1.1. The contractor shall provide all labor, materials, tools and equipment to install VRF equipment at the Doughboy Gym B5953. The building currently has no cooling system and has a heating only forced air system. The scope of this project will be to install cooling in the exercise and admin space of the building and install building automation controls.
2. TECHNICAL REQUIREMENTS:
2.1. Outdoor Unit - Install one 12 TON outdoor inverter
driven non-hyper heating condensing unit. The outdoor unit shall be installed on a new 6’x4’ 4” concrete pad with a rack 18 inches from the ground. See Drawing M-1 for location.
2.2. Indoor units – Install twelve indoor units according
to Mechanical drawing M-1. The two units in the racquet ball courts shall be ducted into the courts with a sheet metal adapter with two 8” outputs with a free return in the space between the two courts. The contractor is responsible for all unistrut mounting hardware and finish work.
2.2.1. Contractor shall provide and install all
refrigerant piping. Diameters shall be in accordance with output of the design tool software. All line sets shall be insulated flexible ACR cooper with pressed or flared fittings. Exposed line sets shall be covered in line hide.
2.2.2. Provide and install PVC condensate piping for all
indoor units. It is anticipated all condensate will drain in the janitor’s closet in the center of the building or an approved alternate drain.
2.2.3. Provide and install low voltage communication
16AWG shielded wire between all indoor and outdoor units and main controller.
2.2.4. Install main controller touch panel in main
office Room 101. All temperature set points shall be set from the main controller. Program display to show room names and numbers.
2.3. Electrical – Install electrical circuits’ according to
the electrical drawing E-1. The contractor shall provide all necessary electrical equipment to provide a functional VRF system. The contractor shall remove existing abandoned disconnects for A/C units on plywood and install the new sub panel in that location.
2.3.1. Install disconnect switches for all indoor units.
The indoor units’ circuit shall be 3-pole 20 amps 208 volt. The circuit shall have a phase protection device.
2.3.2. Provide one 3-pole fusible NEMA 3R disconnect
switch for the outdoor unit. The circuit shall be 208V 3-pole 60Amps. The circuit shall have a phase protection device.
2.3.3. All wires shall be copper and in gray PVC
schedule 40 conduits. The contractor shall provide supports and brackets as needed.
2.4. Controls – Provide and install building automation
control solution and connect to base wide mechanical network. Provide function and controls for:
-Boiler -VRF system -3 air handlers (input and output temperature and humidity).
-pumps on/off -rooftop exhausters on/off -pressure differential -outdoor temperature & humidity.
2.4.1. Install JACE 8000 frontend running on Niagara 4.4
or later. The JACE should be the same manufacture of the VRF system.
2.4.2. Unrestricted interoperability license and a
Niagara Compatability Statement (NiCS) that follows the Tridium Open NiCS Specification.
2.4.3. License each devise to JB MDL
2.4.4. Be fully programmable using the Niagara Framework
Engineering Tool and support the following:
2.4.5. Standard Graphics – contractor to program from
the building level to individual equipment.
2.4.6. Scheduling – contractor to provide global and
individual scheduling.
2.4.7. Alarm Generation and routing – contractor to
provide high and low temperature and humidity alarm, boiler alarm and chiller alarm. Alarm will be routed to the JBMDL N4 Supervisor.
2.4.8. Trending using Niagara History service and
Niagara Trend log objects – contractor to provide trending for each device.
2.4.9. Integration of field control networks using the
Niagara Framework Engineering Tool.
2.4.10. Contractor to provide all connection from all the
controller added under this contract.
2.4.11. 10/100 Mbps Ethernet port
2.4.12. One port compatible with the field control system
to be integrated.
2.4.13. Embedded operating system.
2.4.14. provide access to field control network data and supervisory functions via web interface and support a minimum of 16 simultaneous users.
2.4.15. Create 4 level of user permission, government
will provide user name. Set up a default password that will push user to change at first log on.
Level 1: View only access to graphical user interface
Level 2: Permission Level 1 plus acknowledge alarm.
Level 3: Permission Level 2 plus override points and set-up alarms, schedule and demand limiting.
Level 4: Admin Level
2.4.16. Provide Graphical displays consisting of Air
Handler, Fan coil Units, Boiler, pumps, etc.
2.4.17. System graphic displays of building systems and
points must be hierarchical displays using a building-to-equipment point-and-click navigation scheme which allows navigation from a building-wide display to the individual units. (Government will provide as-built drawing)
2.4.18. Provide and install Cat-5/6 network cable from
JACE to the facility network switch, set up 1 port with government provided IP address. Second port will be set up with default IP address for service access.
2.4.19. Contractor to coordinate with government to send
JACE station to the main supervisor. IP address, user name and password will be provided on site after the JACE for each building is completed and accepted.
2.4.20. The contractor shall prepare draft as-built
drawings consisting of Points Schedule drawings for the entire HVAC system. Provide As-Built Drawings which include details of all hardware components installed under this contract. In addition to the details shown in the design drawings, the as-built drawing must include:
2.4.21. IP addresses and Ethernet MAC addresses as
applicable for each piece of Control Hardware.
2.5. Mixing Valves – Replace eight existing mixing valves
in showers. Also, provide and install new shower trim kit and shower head. The mixing valves should be replaced while the lockers are removed for wall cavity access.
2.6. Replace lockers – Remove old lockers and replace with
standard metal 18” single tier full length lockers in gray color. 30 lockers per room for a total of 60.
2.7. Circulation pump – Install a circulation pump on the
existing hot water heater and shower mixing valves for rapid hot water usage.
2.8. Submittals – Please provide information on the
following equipment:
2.8.1. Design tool output of VRF system
2.8.2. Controls flow chart
2.8.3. Lockers
2.8.4. Mixing valves
3. Site Visit: A site visit of the facility will be scheduled and contractor attendance is highly recommended.
4. SPECIAL REQUIREMENTS: The work site shall remain clean and clutter free since this area is an active employment site.
All dumpsters or other containers for trash and debris shall be located in areas designated by the building manager and shall be subject to removal and /or relocation at the building manager’s request. These requirements shall not impact the performance period.

The Contractor Manager or an alternate shall be available within sixty (60) minutes notice during normal duty hours, 7:00am to 3:30pm, to meet with Government personnel to discuss any problems encountered at the work site. Contractor will supply Government Quality Assurance Personnel (QAP) with phone number for contacting purposes.
6. BASE ENTRY: The contractor shall obtain the necessary passes and /or identification for entry into Joint Base McGuire Dix Lakehurst for all employees prior to commencement of work.
The Government reserves the right to refuse to issue an entrance pass to any employee for any reason deemed valid by the Government. The contractor shall be required to provide the Security Forces with vehicle registration(s), proof(s) of insurance, driver license(s), and a picture ID(s) to obtain a pass for entry onto the base. The Pass and Registration building is located at the McGuire Welcome Center, 3021 McGuire Blvd. JB-MDL, McGuire, N.J.
7. SECURITY FORCE AND FIRE PROTECTION:
USE 911 TO REPORT ALL EMERGENCIES (POLICE, FIRE, and EMS)

8. PERFORMANCE PERIOD: All work shall be completed within 90 business days in addition to material lead time after award/NTP.
8.1. INSPECTION/ACCEPTANCE OF PROJECT COMPLETION: A final
inspection shall be scheduled upon completion of all work.
Contact the Quality Assurance Evaluator two (2) days prior to completion for a site visit.
