Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
BASIS FOR AWARD
Evaluation - Commercial Services
1. This competitive acquisition will be conducted in accordance with FAR Subpart 13. Award shall be made to a single contractor. Selection shall be made on a "Partial Tradeoff" basis.Award will be made to the Offeror providing the combination most advantageous to the Government based upon an integrated assessment of the evaluation factors as defined in this solicitation. This selection approach allows for tradeoffs between the past performance, and price/cost factors. Award will be made to the Offeror who gives the Government the greatest confidence that they will best meet or exceed the requirements and provide affordability. This may result in an award to an Offeror with a higher rated past performance and a higher priced proposal, where the decision is consistent with the evaluation factors and the Contracting Officer determines that the past performance of the higher-priced offer outweighs the price difference. While the entire evaluation team strives for maximum objectivity; the selection process is subjective by nature and professional judgment is implicit throughout the tradeoff process. Ultimately, the Task Order will be awarded to the Offeror whose proposal, based upon the evaluation criteria, represents the best value to the Government.
2. The Government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. 3. Award shall be made to a single contractor. Award will be made to the contractor that represents the best value to the government responsible offeror that meets the requirements of the PWS and this solicitation.
The following evaluation factors will be used to evaluate each proposal. The relative importance of each factor is as follows: Technical submission, Past Performance, and Price are listed in descending order of their importance with Factors 1(Technical Submission) and 2 (Past performance) being considered significantly more important than Factor 3 (Price)
Factor 1- TECHNICAL SUBMISSION (See Sections two and three of the PWS)
The Government will evaluate offers to determine if the offer meets requirements of the PWS to determine technical acceptability. Offers determined to be unacceptable will not be further evaluated.
Adjectival Rating Description Acceptable The offer meets the requirements of the solicitation Unacceptable The offer does not meet requirements of the solicitation
Factor 2- PAST PERFORMANCE
Factor 2 - Past Performance
The Past Performance evaluation results in an integrated assessment of the Offerors probability of meeting the PWS requirements and the assignment of an overall rating (Table 2) based on consideration of the Offeror's recent, relevant and quality past performance based on the Offeror's submittals (Project Summaries and PPQs) and other information.
The Government will use the following definitions/ratings in Table 2 when making an overall Performance Confidence Assessment (PCA).
Table 2. Performance Confidence Assessments Rating Method
Adject ival R ating
Description
Substa ntial C onfide nce
Based on the Offeror's recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.
Satisfa ctory Confid ence
Based on the Offeror's recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.
Neutra l Confi dence
No recent/relevant performance record is available or the Offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The Offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limite d Conf idence
Based on the Offeror's recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.
No Co nfiden ce
Based on the Offeror's recent/relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.
Relevancy Ratings: The Government will use the following relevancy definitions/ratings when assessing relevant past performance:
Table 3. Relevancy Ratings
Adjectival Rating
Description
Very Relevant
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
The criteria is met when the Offeror:
- Demonstrates recent, relevant and quality past performance.
Below are the definitions and evaluation process that the government will utilize:
Definitions
The following three (3) definitions will be utilized for the PCA determination:
(a) Recency Assessment
An assessment of the past performance information contained in the Offeror's submittals will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed within the past three (3) years from the date of issuance of this solicitation. For contracts that are actively being performed, performance must be a minimum of 80% complete as of the date of solicitation for this Task Order. Past performance information that fails this condition will not be evaluated.
(b) Relevancy Assessment
An assessment of the recent past performance information will be made to determine its relevancy. This information will be evaluated to determine how closely the services performed under those contracts relate to the requirements of this requirement and assigned a rating (Table 4).Consideration will be given to the effort, or portion of the effort, being proposed by the Offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated.
(c) Performance Quality Assessment
After the determination of recency and relevancy, the Government will assess the performance quality (how well the contractor performed on the contracts). The Government will review all past performance information collected and determine the quality of the Offeror's performance, general trends, and usefulness of the information and incorporate these into the performance confidence assessment. A separate quality assessment rating is not required; rather, the past performance confidence assessment rating is based on the Offeror's overall record of recency, relevancy, and quality of performance.
Evaluation Process
This factor is assessed with an overall performance confidence assessment (PCA) rating (Table 2) which is based on an integrated assessment of the Offerors recent, relevant and quality past performance.
The resulting performance confidence assessment rating is determined at the factor level and represents an overall evaluation of contractor performance. Offerors without a record of recent, relevant and quality past performance or for whom information on past performance is so sparse that no meaningful confidence assessment rating can be reasonably assigned will not be evaluated favorably or unfavorably on past performance and, as a result, will receive an "Neutral Confidence" rating for the Past Performance factor.
More relevant past performance record may receive a higher confidence rating and be considered more favorably than a less relevant record of favorable performance. A strong record of relevant past performance will be considered more advantageous to the Government than a "Neutral Confidence" rating.
Factor 3- PRICE
3. Proposals shall include prices for each line item listed and should include a total price, in order that proposals may be properly evaluated.
Offers shall also include the completed SF 1449 and any amendments.
4. The Government will evaluate offers for award purposes by adding the total price for all Contract Line Item Numbers (CLIN) and the Option to Extend Services based on 6 months (50%) of the years' total price for the total evaluated price. In the event there is a difference between a unit price and the total CLIN amount, the unit price will be held as the intended price multiplied by the number of units. If the offeror shows only the total amount but fails to submit a unit price, the total CLIN amount divided by the quantity will be held as the intended price. Evaluation of options shall not obligate the Government to exercise the option(s).
5. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six-month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.
6. Unbalanced pricing exists when, despite an acceptable total evaluated price, one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
7. The Past Performance Information Retrieval System and Federal Awardee Performance & Integrity Information Systems as well any other Government-sponsored information available may be utilized to help make a responsibility determination in accordance with FAR Subpart 9.104.
8. Failure to provide the requested information may deem the proposal Unacceptable and may not be eligible for award.
**** SOLICITATION AMMENDMENTS MUST BE ACKNOWLEDGED IN WRITING OR THE PROPOSAL/QUOTE MAY BE CONSIDERED NON RESPONSIVE. IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK FBO FOR AMMENDMENTS ISSUED AGAINST
