Aviation Simulation Training RFQ- FA448424Q0002 Questions

1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services? This is a new contract as such there is no incumbent

2. Paragraph 1 identifies a "partial tradeoff" selection, and states the evaluation allows for tradeoffs between Past Performance and Price where "the Contracting Officer determines that the past performance of the higher priced offer outweighs the price difference" and the offeror's proposal "represents the best value to the Government." Paragraph 3 states "an award will be made to the lowest priced technically acceptable." It also identifies the relative importance in descending order as Factors 1 (Technical Submission) and 2 (Past performance) being considered significantly more important than Factor 3 (Price)."Confirm this is a Best Value source selection and update the evaluation factors to clarify. This contract will be evaluated based on best value where the technical submission and past performance are considered more important than price.

3. Confirm offerors are only required to provide electronic copies of the Original and Copy 1 of 1. An electronic copy is the preference of the government

4. Please confirm the correct NAICS Code for this contract is 611512 and clarify the discussion regarding NAICS 541519 in the instructions to offerors. 611512- Flight training is the correct NAICS for this requirement.

5. Confirm offerors are only required to submit proof of customer satisfaction and/or corrective actions taken for the relevant references provided in the Past Performance volume. As stated in the solicitation as applicable, Provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed product for relevant past efforts/contracts (similar in scope and magnitude of effort and complexities this solicitation requires). In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc.

6. Confirm whether recency is three or five years. For the purposes of this solicitation, recency is a three year period

7. Confirm this is a standalone, single-award contract and is not a TOPR released underneath an IDIQ/MATOC. If so, please revise the evaluation criteria. This a single award contract

8. Will the Government consider a one-week extension? At this point, we will not be extending the solicitation period as this notice has been out for a 30 day time period.

9. Confirm offerors must provide certification at the time of proposal submission. If yes, also confirm offerors may provide the certification within their Technical proposal as non-counted appendices. Certification is to be submitted as a part of the technical proposal.

10. Shall the contractor submit pricing (per CLINs) and past performance narratives as separate documents, or include as part of the 10-page Technical? CLIN pricing can be submitted on the solicitation, past performance is a separate submission outside of the technical submission.

11. If the CLIN pricing proposal page(s) is/are to be included with the Technical Proposal, must it be included in the overall 10-page count? See question 10

12. Does the government require specific margin settings and font size for this solicitation? No

13. For purposes of this contract, will the government define the role of the Contract SB, and that of a vendor (as opposed to a sub-contractor) to satisfy both the specific technical requirements specified in the PWS and workshare percentiles as defined by the FAR? This a Total Small Business Set-aside with no further set-asides to specific business concerns. Small Business Contracting Plan is not required.

14. PWS Section 1.3.1 states "Vendor needs to be able to conduct approximately 20 training events with no more than 45 events per year to meet recurrent training requirements." Please clarify the definition of Quantity for each Item in the CLIN structure and the defintion of "training event" in the PWS. For example, if it is traning periods, are the training periods for 1 student or a crew of 2 and is a specified amount of time required by the Government for each training period? Training Event should be defined as one qualifying/certifying simulator iteration. Each qualification/certification event should support 1 student. Edited text could be “ Vendor needs to be able to conduct approximately 20 Certification/Qualification events, with no more then 45 events per year, to meet recurrent training requirements. Each training event will support the certification/qualification of one student

15. Is the 621st willing (in extremis) to consider alternate training solutions to include live-fly training if simulator slots are not available in the timeframe requested? No, live-fly events will not meet the requirement for simulator slots. These training events should be covering EP and other T,T,Ps that are not feasible or safe to live-fly for training.

16. Is the expectation that training slots will commence within 30 days of request or that the scheduling will occur within 30 days of request? The goal is to have up to 30 days prior to training event to adjust the schedule. Normal scheduling operations will be anywhere from 180-90 days prior to training event, but we need the flexibility to adjust up to 30 days prior to the training event happening
