Solicitation FA448423R0010 Questions and Answers

1) Who is the current incumbent?

Answer - Incumbent contractor is SC Jones Services, Inc.

2) What is the current contract #, and the total dollar amount of the base year and each Option?

Answer - Previous contract number is FA4484-19-D-0002.

3) The semi-improved grounds on block 19 and 20 of McGuire AFB are not currently maintained at semi-improved standards. Will the contractor be expected to bring those areas up to standard or will it be brought up to standard before the new contract?

Answer - Area is currently maintained at semi-improved standards.

4) Much of the Lakehurst perimeter fence is not currently maintained, will the contractor be expected to bring those areas up to standard or will it be brought up to standard before the new contract?

Answer - Perimeter fence shall be maintained to its current standard.

5) Half of the beds are not being maintained and the shrubs are overgrown, will the contractor be expected to bring those areas up to standard or will it be brought up to standard before the new contract?

Answer - Yes, contractor is required to bring them to standard.

6) Can you share photos of the event fence?

7) Is there a limit to how many times the event fence can be ordered?

Answer - See PWS Appendix A item number 17.

8) The verbiage of 1.7.6 leaves the timeframe of services very ambiguous. Can you give any information to clarify this so the contractors can provide a competitive price.

Answer – Time frames for open house are usually planned every two years. Other misc events such as carnivals are undetermined and will be coordinated with the contractor at that time the event is planned.

9) NAVAIR buildings 587, 588, 594 and 744 are not currently maintained. Will the contractor be expected to bring those areas up to standard or will it be brought up to standard before the new contract?

Answer - Yes, contractor is required to bring them to standard.

10) Lakehurst O&M buildings 79 and 582 are not currently being maintained will the contractor be expected to bring those areas up to standard or will it be brought up to standard before the new contract?

Answer - Yes, contractor is required to bring them to standard.

11) Since the Lakehurst airfield is not currently being mowed until August of each year, but in this solicitation the contractor will now be require to maintain airfield standards all year, will there be any special condition the contractor will be expected to adhere to?

Answer - See PWS section 1.3 and TE-4.

12) It appears the required level of snow response equipment has doubled from the current contract, Is this correct?

Answer - See PWS Appendix L

13) PWS 1.7.6. Special Event Fencing. Is the government going to provide this fence? Or is it a contractor provided item with set up and maintenance?

Answer - Contractor provided.

14) Is the Offeror required to fill in CLINS 0001 to 4023AA on the SF1449 for pricing or just complete the summary on page 2, along with the Excel A18 and A19 Pricing Schedules?

Answer - Only the completion of the Excel A18 and A19 is required. Any other areas of the solicitation are optional but may be verified for accuracy.

15) Were any modifications made during the incumbent’s contract period based on changes in the PWS? If so, what were the changes in the PWS that justified the modifications?

Answer - Yes, Changes in mission requirements.

16) Will the Government provide an area for equipment and supplies storage at the Lakehurst location?

Answer - See PWS section 3.1.2.

17) In the new pricing schedule published in Amend 0001 the snow work (CLINS 0016AA and 0016BA) listed in A18 appears to have changed from Firm Fixed to being issued as a Task Order. These TOs would need to be issued prior to the start of an event in order for the contractor to start work. What happens if the actual accumulation of the event is greater or lesser than the initial TO? Will the TO be adjusted to accommodate the actual weather event?

Answer - TO can be issued verbally, text message, or e-mail and can be adjusted to meet the mission requirement. Work will be completed to funding limits.

18) PWS 1.1.5 – 1.1.6.1 As per Appendix A-5, A8, A9, and Appendix A there are significantly more areas and acreage than listed in Sections 1.1.5 – 1.1.6.1. Why are these areas specifically listed in this portion of the PWS when they are currently listed in the other appendix, and is the acreage for this location included in the acreage listed in the Improved Grounds in Appendix A?

Answer - This is the estimated workload based upon historical data. The quantities are estimates only and do not represent or guarantee the exact quantities or workload to be performed under any resultant contract.

19) A18 Pricing Sheet CLINS 0002AA- 0002BB – Are we to price only these specific locations and not what is listed in Appendixes A, A5, A8, and A9 for the improved grounds?

Answer - See PWS Appendix A for estimated workload.

20) PWS 1.1.8 - Will the contractor be able to dispose of fall foliage on base, if so where?

Answer - See PWS section 4.26.

21) PWS 1.6.4 – Augmented Snow/ Ice Removal - Considering the pricing structure issued in Amend 0001, where is the contractor to include this in our pricing? Also, if the estimated hours are over the estimated amount can this cost be recovered?

Answer - Work will be completed to funding limits. Pricing for Augmented Snow/Ice Removal will be inputted on CLIN0018AA through 0018CB on the pricing schedule.

22) PWS 1.6.4 Historically how often and how many hours has this requirement been utilized?

Answer - Historical data is not available, however, last two years had a total of 7 snow events that required varied level of service.

23) PWS 1.6.4 Appendix L lists in general terms the equipment needed. This equipment is very expensive to purchase and if rented will need to be rented for the season to be able to be responsive. Can the government list specifically the qty and type of equipment required by the contractor for each location?

Answer - See PWS Appendix L.

24) PWS 1.6.2 - Has the sidewalk requirement for NAVAIR and OSS in this section historically been issued as a Task Order? If so, what was the number of task orders by year and accumulation amounts?

Answer - TO can be issued verbally, text message, or e-mail and can be adjusted to meet the mission requirement. Work will be completed to funding limits. Historical data is not available, however, last two years had a total of 7 snow events that required varied level of service.

25) PWS 1.6.2 What is the historical snow accumulation for this area?

Answer - Research snow totals at National Oceanic and Atmospheric Administration

(NOAA).

26) Appendix A – This appendix lists the total square footage of “Vegetative and Inert Beds and Related Areas”, of this square footage how many square feet of these beds are to be mulched?

Answer - See PWS Appendix F.

27) PWS 1.6.5 Is the contractor responsible for providing the material for the snow fence?

Answer - Snow fence, posts, and zip ties are government provided.

28) Historically how many LFT how snow fence has been installed?

Answer - See PWS Appendix A, MCGUIRE & EC (O&M) Item number 15.

29) PWS 1.7.6, This section refers to Appendix A for the workload data, in referring to Appendix A we are not seeing this data. Can this data be posted?

Answer - See Appendix A, MCGUIRE & EC (O&M) Item number 17.

30) PWS 3.1.2 - To clarify the contractor cannot use approved storage tanks for fuel. Is the contractor allowed to use fuel tanks on their trucks? Or is the fuel storage areas in another designated area?

Answer - See PWS section 4.38.

31) PWS 1.3.5 It appears that there is no requirement for crack and crevice weed in hard surfaces in the improved areas, is this accurate? If not can the workload data of sq ft be published?

Answer - See PWS Appendix A item numbers 5.

32) Provision 52.209-7 - Information Regarding Responsibility Matters: The document contains a clause about whether the offeror has been the subject of federal or state-level proceedings that resulted in certain dispositions. Do we need to respond to this in the Proposal Business section?

Answer – Yes, if applicable.

33) What is the expected frequency and specific areas that require aeration?

Answer - See PWS section 1.1.4 and Appendix A item numbers 5.

34) Equipment and materials: The document mentions that any hazardous material or chemical used must be approved by the COR. What's the process for this approval, and is there a list of already approved materials that could be provided?

Answer - See PWS section 1.1.7.

35) Performance evaluation: What metrics will be used to measure the quality of the services provided? Are there any specific performance standards or benchmarks the contractor should be aware of?

Answer - See PWS Appendix N.

36) The document acknowledges that the exact quantities or workload might vary during contract performance due to the addition and deletions of base facilities, streets, and parking lots. How will changes in scope be communicated, and what is the process for adjusting the contract in response to such changes?

Answer – All changes to the contract will be communicated between all stakeholders (Contracting Officer Rep, Contracting Officer, Contracting Spec and Contractor).

Modifications will be made and approved on a as need basis and will be require a bilateral agreement determined by the Contracting Officer.

37) Environmental considerations: The PWS includes several mentions of environmental regulations and practices, such as recycling, hazardous material handling, and dealing with environmental spills. What specific training or certifications are required for the contractor to demonstrate competency in these areas?

Answer - See PWS section 4.37.

38) Weather considerations: There are references to tasks like snow removal. How often is this service expected, and how soon after a snowfall should removal be completed?

Answer - See PWS Section 1.6. Historical data is not available, however, last two years had a total of 7 snow events that required varied level of service.

39) CLINS 0018AA - 0018CB. Will the contractor be paid for all of these hours listed by the government in A18 Pricing Schedule (total of 1,330 hours), even if the services are not requested (no snow or ice events)? If yes, when will these hours be paid during the contract year?

Answer - CLINS: 0018AA – 0018CB are paid for services rendered only. Contractor can submit invoice after service is complete. Payment can take up to 30 days.

40) CLINS 0018AA - 0018CB. Is the contractor expected to retain employees during the winter to operate the listed equipment in PWS Appendix L, (4 front end loaders, 15 3/4 ton trucks with plows and 3 skid steers with plows) and carry the cost of these 22 employees' wages for these hours? To have employees on hand for 5 months to perform these duties amounts to 19,360 hours.

Answer - Government does not provide or dictate “how” the contractor must accomplish tasks on the contract.

41) PWS 1.6.4 Augmented Snow/Ice Removal. What is the following workload per snow/ice removal event for: Acreage for front end loader services, Single pass lane miles for truck plows, Acreage or linear feet for skid steer plows.

Answer - That is a hourly plowing cost per unit of equipment on CLINS: 0018AA-

0018CB

42) PWS 1.6.4 Augmented Snow/Ice Removal How many snow/ice events can we expect based on historical data, by various snow depths and ice events.

Answer - Historical data is not available. However, the last two years had a total of 7 snow events that required varied level of service.

43) On Page 85 of the Solicitation – Joint Venture Agreements section – says JV Agreement must be submitted to the SBA prior to proposal due date for approval. Is this a requirement or has this requirement been updated?

Answer - You must comply with the instructions only if you are contemplating a Joint Venture on this project.

44) In Reference to Solicitation Page 187:

“252.237-7024 Notice of Continuation of Essential Contractor Services states in part under (b) “The offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in Attachment______, Mission Essential Contractor Services, dated_____, during periods of crisis.”

Question- Is this plan required for submission?

Answer – No, not at this time. But will be required as needed or determined by the contracting officer.

45) In Reference to Solicitation Page 184:

“ADDENDUM TO 52.212-1, PROPOSAL PREPARATIONINSTRUCTION Specific Instructions:

Question/Clarification: Part 1 indicates original and one copy and no reference to electronic submission while part 2 references only one copy if submitted electronically.

Are hard copies required for either Part 1, or Part 2? If so where/how are they to be submitted?

Are two copies of Part 1 required if submitting electronically? Please clarify the instructions.

Answer - Both Part I and Part II can be submitted electronically and only one copy is required.

**The following clarifications were provided during the site visit on 26 July 23**

- The Contractor is responsible for all hard surfaces within the airfield fence line for weed control. (exception: asphalt road infield triangle to and from the control tower, to include the control parking lot it not part of the contractors responsibility)

- Contractor is responsible for the rock parking area in the EC vehicle yard and fire training pit.

- Contractor is responsible to maintain areas that flood.

- Contractor shall provide radios for tower communications.

- Contractor shall have personnel complete annual airfield drivers training to include taking and passing written testing requirements, passing color vision test

- PWS, Section 1.3.4. Reference TE-1, TE-4, and TE-5 for BASH mowing restriction areas.

Ditches still shall be maintained.
