PERFORMANCE WORK STATEMENT (PWS) FOR

GROUNDS MAINTENANCE SERVICE AT

JOINT BASE MCGUIRE-DIX-LAKEHURST

1. Description of Services. The contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Joint Base McGuire-Dix-Lakehurst (JB MDL) in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. Note: Main portion of this PWS workload is located on McGuire and Lakehurst of the JB MDL, and Lakehurst is not physically connected to McGuire. Lakehurst main gate from McGuire main gate is approximately 20-miles. Lakehurst main gate to the farthest point back on Lakehurst is approximately 11-miles. There are several individual locations located on Dix portion of JB MDL which is physically connected to McGuire, however, will require travel to reach. The contractor’s performance will be based on the Contracting Officer’s (CO) and Contracting Officer’s Representative (COR) (Quality Assurance Personnel) evaluation of the results required by the Services Summary (SS) and not the method of performance. The evaluation of results will be based on COR surveillance, tenant satisfaction, and customer complaints. Results of the evaluations will be the determining factor for the success or failure of this contract. The contractor shall comply with applicable federal, regional, state, and local laws and commercial standards.

The growing season at JB MDL is 1 April through 31 October. The non-growing season at JB MDL is 1 November through 31 March. All damage caused by the contractor or its employees to government property and personal property (to include facilities, fences, equipment, trees, and shrubs, etc.) due to contractor operations shall be repaired or replaced by the contractor within 15 days after identification/notification at no additional cost to the Government. If a plant should die or become unhealthy due to damage, the contractor will be responsible for replacing the damaged plant with a plant of same size and type. Plant replacement shall occur within 15 days after identification or notification.

All fence lines shall be trimmed to prevent vegetation growth in the fence, including removal of vegetation growing up the links of the fence. All areas shall be trimmed and edged concurrent with mowing. Application of nonselective herbicides to control grass, weeds, and vegetation around obstacles to include fence lines, shall only be allowed with the COR approval. The contractor shall utilize equipment that will not cause rutting in the grounds area during mowing operations. The contractor shall maintain all standards identified in this PWS during dry or rainy season. Any areas that become saturated or inundated with water, whether due to natural or manmade actions, shall be maintained as identified in this PWS.

1.1. Improved Grounds Maintenance. Improved grounds are identified in Appendix A and B. Improved grounds are areas that require more frequent maintenance such as cantonment areas, parade grounds, drill fields, schools, athletic areas, cemeteries, and housing areas (including vacant quarters). Mowing for special events shall not be included in this requirement.

1.1.1. Mowing. The contractor shall mow all improved grounds to look well-manicured with a neat and professional appearance. Maintain grass height between 2 and 4.5 inches uniform in appearance, free of skips, gaps, rutting, or scalping. The contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. The contractor shall remove or mulch grass clippings when visible after mowing, before leaving work area. Removed debris shall be disposed of in accordance with the base’s solid waste management plan. Maintaining between 2 and 4.5 inches allows the contractor to adjust mowing height (i.e. hot/dry/slow growing weather; cool/wet/fast growing weather) in order to maintain a healthy grass.

1.1.2. Edging. The contractor shall edge sidewalks, driveways, street edges, curbs, curb gutters and other hard surfaced areas located within and/or adjacent to the improved grounds so that grass height matches surrounding area grasses. Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs, and other hard surfaces. Grass, vegetation, and weeds shall be cut back no more than ½-inch from the surface edged, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting. The contractor shall edge all areas concurrent with mowing. The contractor shall mulch or remove grass clippings when visible after edging, before leaving work area.

1.1.3. Trimming. The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lot bumper blocks, boulders, and other fixed obstacles, temporary obstacles/objects within and/or adjacent to the improved grounds. Trimming height shall match surrounding area grass height. When string trimming is done at the base of a tree, contractor shall ensure that the string trimmer does not come in contact with the bark of the tree. Extensive string trim damage to the base of the tree will girdle and eventually kill the tree. All areas shall be trimmed concurrent with mowing. The contractor shall mulch or remove grass clippings when visible after trimming, before leaving work area.

1.1.4. Aeration. The contractor shall aerate lawns on improved grounds once per year during the month that’s best suited for the grounds and type of grass. Aeration shall be performed with a core aerator to remove soil plugs at a minimum of 4 inches deep and 2-3 inches apart. Plugs will be left on the lawn to disintegrate.

1.1.5. Improved Grounds Specific Locations

1.1.5.1. Expeditionary Center Headquarters / Training Campus. The Expeditionary Center (EC) is located along Texas Avenue on the Dix portion of JB MDL. The EC campus consists of 10 facilities on approximately 11.5 acres of ground. Reference Appendix B, TE-1.

1.1.5.2. Munitions Storage Area. The Munitions Storage Area (MSA) is a fenced area located at the East end of Service Road. The contractor shall also maintain the grass as improved grounds twelve (12’) feet outside the fence. Reference Appendix B, TE-1.

1.1.5.3. Dog Park. The dog park is a fenced in area located on the East side of McGuire behind the Communications Center, Building 1901. The contractor shall also maintain the four trash receptacles, supply pet waste bags and new receptacle liners. The contractor shall determine the emptying schedule to ensure that the containers do not overflow. The contractor shall pick-up any trash that has overflowed onto the grounds surrounding the trash receptacle for a distance of 25 feet. Reference Appendix B, TE-1.

1.1.5.4. Commercial Entrance, Gate 9. The contractor shall perform grounds maintenance at Gate 9 located on Dix off of Saylors Pond Road. The contractor shall also maintain the grass up to one (1’) foot on the outside of the fence and out to Saylors Pond Rd where the section of security fence parallels the main off base road and along checkpoint 9. Reference Appendix B, TE-2

1.1.5.5. Army Reserve Equipment Concentration Site (ARECS). The ARECS is located on the West side of Lakehurst directly off of Route 539. Reference Appendix B and TE-3.

1.1.5.6. South Boundary Road. The South Boundary Road is located along the South/West side of Lakehurst between Route 539 and NAVAIR test runway area. Reference Appendix B and TE-3.

1.1.5.7. Running Trails and Old Falcon Creek Golf Course Paths. The running trails and old Falcon Creek golf course paths are located on McGuire of the Joint Base. Contractor shall maintain improved grounds within four (4’) feet adjacent to each side of all paved walking / running trails / paths as identified in Appendix B, TE-1.

1.1.5.8. D/V Park Area. The D/V park area are located on McGuire of the Joint Base between buildings 2901 and 2907 from East Arnold Drive to the McGuire main entrance gate. Contractor shall mow a path along the walking paths, around the pavilions and trash receptacles of two (2) to four (4) feet at the improved grounds standard.

1.1.6. Remove Debris/Police Grounds. The contractor shall perform general litter patrol in areas of improved grounds identified in Appendix A and B. The contractor shall remove and dispose of natural debris, (tree limbs, branches, dry brush, etc.), and man-made debris (trash). Police areas to maintain a neat and professional appearance no more than two times a month.

1.1.6.1. Contractor Maintained Trash Receptacles McGuire. The contractor shall supply new liners and empty the government provided trash receptacles located throughout the base that are identified in Appendix B, TE-1 and listed in Appendix G. The contractor shall determine the emptying schedule to insure that the containers do not overflow. The contractor shall pick-up any trash that has overflowed onto the grounds surrounding the trash receptacle for a distance of 25 feet.

1.1.7. Weed Control. The contractor shall provide all management, licenses, laboratory testing, tools, supplies, equipment, transportation, and labor to develop and implement an Integrated Pest Management (IPM) plan in the areas covered by this Grounds Maintenance PWS in a manner that will ensure the health and general well-being of installation personnel. The contractor shall use only approved pesticides as stated in DoD Instruction 4150.07, DoD Pest Management Program, Encl. 4 para 4.2.2 and AFMAN 32-1053, Pest Management Program, para 4.7.4 and 4.7.6. All pesticides, herbicides, and rodenticides are defined in DoD and Air Force documents. The contractor shall comply with current federal, state, local, DoD, and Air Force regulations, plans, and policies. The contractor shall comply with all applicable parts of 29 Code of Federal Regulations (CFR) 1910, Labor, Occupational Safety and Health Standards, 29 CFR 1925, Labor, Safety and Health Standards for Federal Service Contracts, 40 CFR 150-189, Protection of Environment, Pesticide Program, and 49 CFR 171, Transportation, General Information, Regulations, and Definitions. The contractor shall ensure that all workers have current state certification for the pest control services being performed (http://www.nj.gov/dep/enforcement/pcp/bpo-appcom.htm). Per DoD Manual, number 4150.07, Volume 1, Incorporating Change 2 August 31, 2018, chapter 2 section f (3), direct supervision is not permitted for contractor applicators on DoD land or property. The contractor shall control weeds through execution of a weed control program utilizing mechanical/herbicide control appropriate for the area. No weeds shall exceed 5” inches in height unless specified otherwise within this PWS. Weeds that exceed 5” inches in height shall be removed and/or cut down. All herbicides used by the contractor must be on the Armed Forces Pest Management Board approved list of pesticides IAW AFI 32-1053 para 4.5. If non-standard herbicides are required by the contractor, then approval must be obtained by the Command Entomologist through the COR and installation pest management shop. The Civil Engineer Asset Management Flight must approve all herbicides prior to use which can be obtained with coordination through the COR. All herbicides used must be on the installation-approved inventory list and applied by certified personnel. Weed control is only authorized for all airfield asphalt, pavement, and concrete surfaces, Petroleum, Oil, Liquids (POL) storage and containment areas, airfield navigational aids, pavilions (appendix M), EC vehicle yard (bldg. 6915), EC courtyard, perimeter fencing, fencing, expansion/asphalt joints and cracks on curbs and sidewalks, Diversion Pond, vegetative/rock beds, areas of rock such as drainage, airfield and other areas deemed necessary for security mission capability purposes. A list of all pesticides to be used for weed/crack grass control services at JB MDL shall be submitted to the COR. Contractor shall only use pesticides from Federal listings approved by the Air Force Pest Management Board. All pesticides shall be approved by the State of New Jersey, and AFMC Pest Management Consultant, prior to use on JB MDL. Contractor shall supply copies of Safety Data Sheets (SDS) and Chemical Labels to the COR within 10 days after contract award and 30 days prior to the start of each contract year. The Contractor must provide data on daily pesticide use and input into a government provided pesticide management database (within 3 days after the end of the month). Manually input on form DD-1532-1 if system is not available. The Integrated Pest Management Coordinator (IPMC) will forward monthly usage to the MAJCOM PMC.

1.1.8. Leaf Removal. The contractor shall remove leaves and pine needles in areas of improved grounds to maintain a neat and professional appearance. Removal must be completed within 3 days upon issue of the work order by the CO or COR. Leaves/pine needles must be disposed in accordance with the base solid waste management plan.

1.1.9. Lawn Fertilization. The contractor shall have a pH adjustment and fertilizer application program. The contractor shall perform a laboratory test of the soil in improved grounds and apply fertilizer and lime using procedures appropriate for the soil conditions found, type of grass, and season. Apply fertilizer and other soil amendments to bring soil condition to that suitable for the vegetation being treated. This work will be issued as a work order by the CO or COR. This shall not exceed two (2) application times per year.

1.1.10. Lawn Renovation. The contractor shall renovate lawns in improved grounds as identified by the CO or COR. This work will be issued as a work order by the CO or COR. Renovate deteriorated lawn area to match surrounding areas. If lawn areas are damaged due to contractor action, the contractor shall renovate at no additional cost to the government.

1.1.11. Prune Shrubs, Hedges, and Other Plants. The contractor shall prune / trim shrubs and other plants to prevent infrastructure damage, pest infestation and to comply with Anti- Terrorism/Force Protection (AT/FP) standards. This service will be completed during growing season (locations in Appendix E) any other areas will be issued as a work order by the CO or COR. Hedges and shrubs shall be maintained to their natural mature height and shape per industry standard or as designated by the CO or COR. Shrubs, plants, hedges, and ground cover/vines shall be pruned / trimmed to a minimum of 3 inches away from buildings, fences, curbing, sidewalks, and other fixed obstacles. All ground cover and plants shall be kept within the bed borders. All plants around landscape and ground lights shall be pruned / trimmed to allow light usage for its intended purpose. Shrubs and hedges located on street corners, curb easements, etc. shall be pruned / trimmed to keep from obstructing view of oncoming traffic. Areas beneath shrubs and hedges shall be kept free (clean) of all grass, weeds, vegetation, and debris. Volunteer tree growth seedlings shall be removed at no additional cost to the government.

1.1.12. Maintain Vegetative Beds, Inert Beds, Rock Beds, and Related Areas. The contractor shall maintain vegetative beds, inert beds, rock beds, and related areas as identified in Appendix F to present a neat, weed free, and professional appearance. Air Force standard for maintaining beds in a weed free condition should not exceed 2 times per month. This service will be completed during growing season (locations in Appendix F) any other areas will be issued as a work order by the CO or COR. Maintenance activities may include but are not limited to fertilizing, watering, weeding, mulching, and repairing or replacing of damaged mulch, plants, and shrubs. Shrub and plant replacement will be issued as a work order by the CO or COR and conform to good Xeriscaping practices for the area. Mulch removal and replacement will be conducted to present a neat and professional appearance, promote proper health and vegetative growth, and shall not to exceed one time per year at no additional cost to the government.

1.1.12.1 EC Vegetative Beds. The contractor shall maintain EC vegetative beds as identified in Appendix F to present a neat and professional appearance IAW paragraph 1.1.12. These beds are in a courtyard located in the center of the building which requires a special access badge or escort which shall be coordinated through the COR or EC facility manager. Transportation of materials through the facility to the courtyard shall be accomplished in a manner to protect interior flooring, walls, and doors. Contractor shall ensure that any dirt, debris, or trash are cleaned/removed after completion of work and/or at the end of each workday. No equipment, material, or debris shall be left inside the courtyard, facility, or outside the facility without prior approval from the EC facility manager and COR. At no time will any additional services be authorized without COR or CO approval.

1.1.13. Irrigation. RESERVED.

1.2. Semi-Improved Grounds Maintenance. Semi-improved grounds are identified in Appendix A and B.

1.2.1. Mowing. The contractor shall mow all semi-improved grounds to look neat, professional, and uniform in appearance in all areas. Maintain grass height between 4 and 10 inches uniform in appearance, free of skips, gaps, rutting, or scalping.

1.2.2. Trimming. The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lot bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on semi-improved grounds. Trimming height shall match surrounding area grass height. When string trimming is done at the base of a tree, contractor shall ensure that the string trimmer does not come in contract with the bark of the tree. Extensive string trim damage to the base of the tree will girdle and eventually kill the tree. All areas shall be trimmed concurrent with mowing. The contractor shall mulch or remove grass clippings when visible after trimming, before leaving work area. Lakehurst specific: The contractor shall trim out to a distance of 12 feet around buildings 526, 563, 564 and 590.

1.2.3. Perimeter and Security Fences. As designated in Appendix A and B, the contractor shall remove all vegetation attached to, against, or growing through all base perimeter, airfield perimeter, facility, site security, athletic area, Gate 9, and other fence lines, using standard mechanical and herbicide-application methods. Within all areas, the contractor shall maintain a mowed and trimmed height around all fences at the height of the surrounding areas ten (10’) feet on the inside of the fence line, one (1’) foot on the outside of the fence line, and eight (8’) feet over / above the fence line. The contractor shall maintain a mowed and trimmed height at the improved grounds standard. The contractor may use herbicides to control vegetation growth along any fence line and any gravel or stone surface(s) along fence line only with the prior notification and approval of the COR. The contractor shall apply all herbicides IAW paragraph 1.1.7.

1.2.4. Semi-Improved Grounds Specific Locations

1.2.4.1 Environmental Clean-up Sites McGuire. The contractor shall perform grounds maintenance at five separate (5) environmental clean-up sites and associated areas that are located along South Crosswicks Creek. These sites shall be utilized by environmental clean-up crews with associated equipment in the event of a fuel or oil spill in creek. The five (5) distinct sites and associated areas, from West to East, are Boom 1, Boom 2, Boom 3, Boom 4, Boom 5, both sides of bank areas from Dam back 400’ feet, rock bed around Diversion Pond (herbicide use authorized in accordance with para 1.1.7), around Diversion Pond entrance and parking area. These sites shall be maintained between 4” and 10”. The maintenance effort shall include the stream bed extending at least twenty (20’) feet horizontally along the bank and ten (10’) feet wide up the bank centered on the stairwell, post anchors, and around containment storage bins. Saplings shall be removed but root systems shall remain and at no additional cost to the government. Any other size trees to be removed shall be in accordance with para 1.7 but root systems shall remain. Only hand-operated tools and machinery shall be utilized / employed for this task. Lawn mowers may be used only on high ground, i.e. along the roadway leading to the diversion pond. All vegetation and debris shall be removed in accordance with this Performance Work Statement (PWS). All requirements in this PWS apply to these areas. Reference: Appendix B, TE-1, and Appendix H.

1.2.4.2. Army Reserve Equipment Concentration Site (ARECS). The ARECS is located on the West side of Lakehurst with direct access only off of Route 539. The contractor shall also maintain around security fence in accordance with para 1.2.3. Reference Appendix B, TE-3.

1.2.4.3. Well and Sewer Pumping Station Sites. The contractor shall perform grounds maintenance at thirty-seven separate (37) well and sewer pumping station sites at Lakehurst. The contractor shall mow and trim all grass and weeds and maintain these sites between 4” and 10” height around the well and pumping stations up to four (4) feet from the exterior. The contractor shall also maintain a mowed path from the closest maintained or paved area to the site to allow access. Reference: Appendix B, TE-3, and Appendix I.

1.3 Maintain Airfield Semi-Improved and Bird Area Strike Hazard (BASH) Abatement

1.3.1. Airfield Operations

1.3.1.1. Airfield Coordination. The contractor shall coordinate all activities on the airfield by contacting Airfield Management (McGuire: OSAA, 609-754-6466, Building 1738; Lakehurst: 723-623-1889; Building 307). Physical daily check-in and check-out with Airfield Management Office is required prior to any operations. The contractor shall submit a mow flow pattern for each airfield (McGuire, Lakehurst, NAVAIR test runway) to the COR for review within ten (10) working days from the contract award. See appendix M for mow flow pattern example. The contractor’s grounds maintenance operations within the airfield shall be conducted in accordance with the contractor’s mow flow pattern previously reviewed and approved by the COR in coordination with the Airfield Manager(s). Changes due to weather or other unforeseen issues to the mow flow pattern will be coordinated with the Airfield Management office at daily check-in. Contractor will notify the COR of these changes by close of business the same day.

1.3.1.2. Airfield Drivers. All contractor employees must complete Airfield Drivers training prior to operating vehicles or mowers on the airfield. This is an initial and annual requirement that must be maintained. Contractor will contact COR to coordinate training, initial training must be completed within 5 days of start of contract for both McGuire and Lakehurst airfields; building 3104 (McGuire airfield) and building 307 (Lakehurst airfield) on JB MDL. All contractor employees working on airfield grounds shall be required to have and maintain a valid state driver’s license and must bring valid license to training. All employees working on airfield grounds shall be required to have an AF Form 483, Certificate of Competency (airfield driver’s license), AFVA 11-240, AFVA 13-222, and airfield map with them at all times. Vehicles must have a valid POV pass issued by Airfield Management prior to operating on the airfield. No equipment will be left unattended while working in these areas. The contractor shall be responsible for ensuring that all foreign objects debris (FOD) produced by grounds maintenance is cleared off all taxiways, runways, and aircraft parking aprons before leaving the work area.

1.3.1.3. Control Tower Communications. The contractor shall be radio-equipped to maintain constant two-way radio contact with the control tower and Airfield Management when operating near runways, overruns, and taxiways. The contractor shall maintain contact with the control tower when operating on or within 150 feet of any runway, approaches, and controlled movement areas. During any grounds maintenance operations within the airfield area, the contractor’s employee(s) shall be able to hear all Control Tower calls and comply with specific instructions and directions provided by the Control Tower. The contractor shall provide all communication equipment required for this contract. The government shall provide the transceiver frequency to the contractor. All equipment shall be UHF type with a minimum five mile range and shall have private line capability. The contractor shall be responsible for any changes to radio types that the base makes in the course of this contract, i.e. frequency changes. The contractor shall respond immediately to the directions of the Air Traffic Control tower personnel when operating on the airfield.

1.3.1.4. Lakehurst Closed Airfield Operations: If the contractor is operating on the airfield when the Lakehurst Control Tower is published closed, the contractor shall coordinate with 305th OSS/DET 1 (Transient Line) at 732-323-4147 to obtain a UHF/VHF radio to monitor aircraft operations from building 307, first floor. The contractor must coordinate any radio request with Transient Line at least 24 hours, and during normal airfield operation hours (0800L – 2000L Mon – Fri) prior to the start of operations. The contractor shall always monitor the radio while conducting operations on the airfield and safely adjust as needed to ensure no interruptions to any aircraft movement. The contractor shall not conduct any type of mowing/maintenance operations on or within 150 feet of runway 15/33 if the control tower is closed. Once the contractor operation is complete, the radio shall be returned to the Transient Line office prior to leaving the airfield. The contractor shall be responsible for the control and security of the radio. During normal airfield operation hours, the contractor will communicate with the control tower as outlined in paragraph 1.3.1.3.

1.3.2. Mowing. The contractor shall maintain grass, weed, seed head, and vegetation heights between 7 and 14 inches within the airfield boundary as delineated in Appendix B, TE-1 & TE-3, expect for designated areas immediately adjacent to facilities and obstacles / objects which are in accordance with para section 1.1.1 and 1.1.2. This is to comply with Bird/Wildlife Aircraft Strike Hazard (BASH) abatement standards. The grass shall not be shorter than 7 inches in height to prevent dust and debris on the airfield and never be more than 14 inches in height to prevent bird habitation. The contractor shall begin mowing operation at the active runways / paved surfaces and move away from active runways / paved surfaces to outermost area. This causes insects and animals to move towards the inside of the field and away from the runways. The contractor shall be responsible for ensuring that all FOD produced by grounds maintenance is cleared off all runways, taxiways, aircraft parking aprons, and other paved surfaces before leaving the work area. The contractor shall maintain a uniform appearance in all areas.

1.3.3. Trimming. The contractor shall trim grass, weeds, seed heads, and vegetation around all navigational aids, airfield lighting, airfield signage, buildings, trees, shrubs, fences, poles, fire hydrants, parking lot bumper blocks, curbs, boulders, and any other fixed and temporary obstacles / objects within the airfield boundary. Trimming height shall match surrounding area grass height except as specified in this PWS. When string trimming is done at the base of a tree, contractor shall ensure that the string trimmer does not come in contract with the bark of the tree. Extensive string trim damage to the base of the tree will girdle and eventually kill the tree. All areas shall be trimmed concurrent with mowing. The contractor shall mulch or remove grass clippings when visible after trimming, before leaving work area.

1.3.4. Bird / Wildlife Aircraft Strike Hazard (BASH) Abatement Restrictions. The following restrictions are in effect for the McGuire infield triangle, Lakehurst airfield, and NAVAIR Test Runway as set forth in Appendix B, TE-1 and TE-3. No mowing shall be accomplished on the airfield semi-improved areas in this area between Apr 15th and July 31st. The first time the infield triangle is mowed after the week of Jul 31st, set all mower blade heights to mow not closer than eleven (11”) inches above ground level. Contractor shall complete this first mowing after 31 Jul of the restricted areas within 21 calendar days. During the period of Apr 15th through Jul 31st the ditches will continue to be maintained in accordance with paragraph 1.5. If between Apr 15th and Jul 31st conditions within the infield triangle are determined to be a flight safety hazard, the contractor may be directed to accomplish mowing on an as-needed basis. The contractor shall be compensated for any additional mowing performed to support this flexible threatened / endangered bird species requirement during that timeframe (15 Apr – 31 Jul). In this case, set blade heights to mow not closer than eleven (11”) inches above ground level. From Jul 31st to Apr 15th of the following calendar year, the contractor shall maintain a mowed height within the airfield boundary of between seven (7”) and fourteen (14”) inches. The phragmites shall be maintained to prevent the flocking of birds. All ditches in the airfield area, composed primarily of phragmites, shall be maintained according to paragraph 1.5 during the growing season.

1.3.5. Airfield Paved Surfaces. The contractor shall cut a 20 foot wide path between 4” and 6” in height around the perimeter of all the airfield pavement surfaces. This service also includes the requirement that grass, vegetation, and weeds shall not extend over the edge of concrete, pads, taxiways, runways, assault landing zone (ALZ-Lakehurst), and paved or asphalt surface areas

1.3.6. Airfield Light Fixtures. The contractor shall trim around all runway and taxiway lights and other fixed obstacles and temporary obstacles / objects in accordance with improved grounds para 1.1. This service also includes the requirement that grass, vegetation, and weeds shall not extend over, in front of, or into lighting and signage that could interfere with aircraft or vehicle operations around or on taxiways, runways, ALZ, paved and/or asphalt surface areas.

1.3.7. Additional Airfield Requirements.

1.3.7.1. McGuire Airfield. The contractor shall maintain the grass height between four (4”) and six (6”) inches for a distance of twenty (20’) feet around airfield signage and fire hydrants when such devices are located in grass areas. Also maintain a (20’) foot clearance on the road edges within the airfield. The contractor shall remove all crack grass/weeds from the airfield runways, taxiways, aprons, asphalt, other hard surface areas and lighting/navigational aids. The contractor shall remove clippings from all airfield runways, taxiways, aprons, asphalt, around lighting/navigational aids and other hard surface areas the same day the mowing is performed.

1.3.7.2. Lakehurst Airfield. The contractor shall maintain all the grass height between four (4”) and six (6”) inches for a distance of twenty (20’) feet around the Automated Surface Observation System (ASOS), Tactical Air Navigation (TACAN) driving area and over the “honeycomb” along the ALZ. Also maintain a (10’) foot clearance on the road edges leading from runway 24 to the TACAN and the ASOS sites. PAPI lights located at the four thousand (4000’) foot mark of runway 33 extend out one hundred-forty (140’) feet from each side of the runway. A twenty (20’) foot strip shall be cut on all sides of these lights. PAPI lights located at the four hundred (400’) foot mark of runway 24 extend out one hundred-thirty (130’) feet from each side of the runway. A twenty (20’) foot strip shall be cut on all sides of these lights. For the approach lights and strobes, a complete path of twenty (20’) feet around the entire lights area, to include trimming around all light groups. This area is to begin from the approach end of the runway, to extend fifty (50’) feet beyond the last set of approach lights, and twenty (20’) feet on either side. The contractor shall remove all crack grass/weeds from the airfield runways, ALZ, taxiways, aprons, asphalt, other hard surface areas and lighting/navigational aids. The contractor shall remove clippings from all airfield runways, ALZ, taxiways, aprons, asphalt, and other hard surface areas and around lighting/navigational aids the same day the mowing is performed.

1.3.8. Airfield Specific Locations.

1.3.8.1. ILS Local Critical Area and Glideslope Antennae. The contractor shall keep all grasses and weeds cut between seven inches (7”) to twelve inches (12”) two hundred (200’ in width) by eight hundred (800’ in length) foot path for the Glideslope Antennas along the north and south side of Runway 06/24. The contractor shall keep all grasses and weeds cut between seven inches (7”) to twelve inches (12”) two hundred (200’ in width) by two thousand (2000’ in length) foot path for the ILS localizer critical area located at each end of Runway 06/24. (reference Appendix B, TE-1)

1.3.8.2. Approach Lights. The contractor shall perform grounds maintenance services at the Approach Lights areas located at both ends of runway 06/24 between 7” and 14” in height. The East end Approach Lights are located on McGuire property. The West end Approach Lights are located on Dix property running towards the Middle Marker site (reference Appendix B, TE-1). The maintained area starts adjacent to the existing dirt service road and ends no less than two hundred (200’) feet past the last (most westerly) set of approach lights. The maintained area will extend two hundred (200’) feet on both sides of the centerline of the approach lights for a distance no less than two hundred (200’) feet past the last (most westerly) set of approach lights.

1.3.8.3. Hazardous Cargo Loading (HCL) and Petroleum Liquid Fuel (POL) Areas McGuire. The contractor shall maintain a mowed height of all grasses and weeds within the security fence line surrounding the HCL at the airfield semi-improved grounds standard. The contractor will maintain to the improved grounds standard, all grasses and weeds outside and inside the site security fence line for a distance of one (1) foot from the fence line. The contractor also will maintain a mowed height of all grasses and weeds around POL at airfield semi-improved grounds standard. Furthermore, the contractor shall maintain a two (2) to four (4) foot wide path along / against the POL sidewalks and buildings 1838, 1839, 1840 and containment dam for fuel tanks 1841 and 1842 at the improved grounds standard (section 1.1.1. & 1.1.2). The contractor will trim around any obstacles in the HCLA and POL areas to the improved grounds standard (section 1.1.3). Lakehurst Specific: This requirement does not apply.

1.3.8.4. Middle Marker Site McGuire. The contractor shall perform grounds maintenance services at the Middle Marker site located on Dix, ½ mile from the west end of the 06/24 Runway (reference Appendix B, TE-1). The contractor shall mow and trim all grasses and weeds (including seed heads) inside the security fence and outside the security fence for a distance of twenty (20) feet between 4” and 10” height. The contractor will remove all debris and prune any branches or shrubbery that is within twenty (20’) feet of the outside of the site security fence line.

1.3.8.5. Far Field Monitor, Building 1629 McGuire. The contractor shall perform grounds maintenance services at the Far Field Monitor located approximately ¼ mile from east end of 06/24 Runway (reference Appendix B, TE-1). The contractor shall mow and trim all grasses and weeds (including seed heads) inside the security fence and outside the security fence for a distance of twenty (20) feet between 4” and 10” height. The contractor shall remove all debris and prune any branches or shrubbery that is within twenty (20’) feet of the outside of the facility security fence line.

1.3.8.6. Grounds Air Transmit / Receive (GATR) Site, Building 1506 McGuire. The contractor shall perform grounds maintenance services at the GATR site located approximately 1.25 miles south of Cookstown along the Cookstown-Browns Mill Road (reference Appendix B, TE-1). The contractor shall mow and trim all grasses and weeds (including seed heads) inside the security fence and outside the security fence for a distance of twenty (20) feet between 4” and 10” height. The contractor shall contact the COR 609-754-3641 to make site access arrangements for required grounds maintenance operations. Rescheduling may be necessary due to weather conditions at no additional charge to the Government.

1.4. Maintain Unimproved Grounds. Unimproved grounds are identified in Appendix A and B. The contractor shall maintain grass and vegetation in un-improved grounds to prevent woody encroachment. The contractor shall mow un-improved grounds once per year, to a height not to exceed 14”. This cutting shall not take place between April 15th and July 31st.

1.5. Maintain Surface Drainage Ditches. The contractor shall maintain surface drainage ditches to be free of shrubs, trees, phragmites, trash and/or debris (man-made or natural) to prevent erosion and ensure continuous flow of water. Airfield ditches shall be maintained between 7” to 14” inches in height, all other ditches shall be maintained at a height no greater than 12” inches. Drainage ditches to be maintained are identified in Appendix A and B.

1.6. Perform Snow and Ice Removal. The contractor shall provide all labor, transportation, supervision, tools, materials, equipment, and management necessary to perform the removal of snow and ice accumulations of the identified NAVAIR/OSS sidewalks, entryways, parking lots, and to perform augmentation services to the Civil Engineering (CE) snow/ice removal on JB MDL. Snow/Ice removal areas for NAVAIR/OSS are shown in Appendix K and augmentation equipment requirements along with service potential estimates are shown in Appendix L. This work will be issued as a work order by the CO or COR.

1.6.1. General Requirements. The contractor shall perform all snow and ice removal operations in such a manner as not to interfere with government operations or activities in the area. The contractor shall keep the COR informed of progress of operations and estimated time of completion. The government has identified snow and ice removal services under this contract as essential contractor services in support of mission-essential functions.

1.6.2. NAVAIR and OSS Snow and Ice Removal. The contractor shall remove snow and ice accumulations from the designated sidewalks, entranceways, and snow from the designated parking lots. The contractor shall provide all necessary snow and ice removal services, equipment, and materials to maintain a clear, slip-free surface of all building sidewalks and entrances. The contractor is responsible for providing, installing, and maintaining snow hazard markers where they deem necessary to prevent damage to government property by the snow removal equipment. Response time for providing all snow and ice removal will be 2 hours after initial notification.

1.6.2.1. Snow and Ice Service Calls for NAVAIR and OSS. The contractor shall perform service calls to clear/remove snow/drifting snow and ice from sidewalks and entrances. The contractor will provide de-icing product to remove ice from sidewalks and entrances. Furthermore, the contractor will perform pre-event/treatment chemical anti-icing on sidewalks and entrances to prevent/limit ice buildup prior to a winter weather event. All chemicals utilized for anti-icing and de-icing operations will be applied according to the manufacturer’s instructions and industry standards. Urea-based products are not allowed. Calls may occur more than once per day.

1.6.2.2. Verification of Snow and Ice Accumulation. The COR will provide the contractor a snow total report for Zip Codes 08733 and 08562 or closest observation sites from the National Oceanic and Atmospheric Administration and/or the JB MDL 305th OSS Weather Flight within 5 days of providing any snow and/or ice removal service.

1.6.3. Sand Barrels. RESEVERED

1.6.4. Augmented Snow/Ice Removal. The contractor shall supplement the JB MDL (both at Lakehurst and McGuire) CE in-house snow and ice removal team with equipment / labor as required. The contractor shall remove all snow accumulations from pavement areas to include streets, parking lots, driveway areas, and airfield areas, as directed by the CO or COR. The contractor will be notified no less than 8 hours in advance, with start time for snow removal services. Amount and type of equipment needed will be set at this time dependent on type of event. The contractor shall be on site at coordinated time to begin plowing operations that was set by the CO or COR only. The contractor will provide on-site oversight of plowing operations and coordinate any downtime needed during operations with the COR. See Appendix L for a list of required equipment.

1.6.5. Install Snow Fence. The contractor shall install, maintain (to include trash/debris pick-up), and remove Government provided (GP) snow fence upon notification by the COR or CO. The installation and removal of the snow fence shall be dictated by seasonal weather conditions. Typically, the contractor shall install GF snow fence near the beginning of November and remove the GP snow fence near the end of March, respectively.

1.7. Special Requirements. All work under this section shall be executed via a work order by the CO or COR (except of whereas, referring to, “the contractor shall identify…..”). The contractor shall be responsible for removing all debris generated from all tree related operations. All non-emergency work order shall be completed within five (5) workdays form the work order date unless noted otherwise within subsections.

1.7.1. Trees. The contractor shall be responsible for identifying all trees that require pruning or trimming. The contractor shall prune or trim all trees as necessary to comply with AT/FP guidelines and safety of personnel as outlined in paragraph 1.2.3. All other tree services shall be issued as a work order by the CO or COR. Pruning or trimming shall be accomplished in accordance with the American National Standards Institute (ANSI) A300 Part 1 industry standards. Pruning shall be required to lift, remove, and / or cutback branches that conflict fence line as outlined in paragraph 1.2.3. Other minimum safety clearances are: 14 feet over streets, 12 feet over driveways, 8 feet over walk areas, 4 feet over buildings, and 3 feet from buildings. Topping and de-horning are not permitted. Where applicable, the minimum clearance from primary lines (over 600 volts) shall be 8 feet, for secondary lines (under 600 volts, i.e. electric service drops, telephone, and cable TV) shall be 4 feet. The contractor shall be responsible for removing all debris generated from trimming or pruning operations.

1.7.1.1. Tree Care. RESERVED.

1.7.1.2. Tree Standards. The contractor shall perform all tree work in accordance with contract specifications and the following tree care standards, latest addition, unless otherwise directed by the CO.
