MACC IDIQ Questions and Answers

1. Can contractors submit CPARS evaluations in lieu of past performance questionnaires?

a. No, submitting past performance questionnaires is required. CPARS is a government system and the government will be able to verify this without the offerors submitting this information.

2. Instructions indicate that the PPI Tool is located on the Solicitation Page on FBO. We are unable to locate the PPI Tool link on this page. Please advise on where we can find the link to download the tool.

a. The PPI Tool has been added. It can be found using the instructions from attachment L-1 Instructions_to_Offerors in section L-3. Past Performance Information (PPI) for Offerors- EZ Source Instructions.

3. Would you please confirm that the PPQ attachments in the Solicitation Packages should be sent to the POCs of the corresponding projects from the PPI Tool? In addition to PPQs, is it permissible to include letters of reference from previous Clients?

a. PPQ’s should be sent to the individuals outlined in the updated attachment J-5_Past_Performance_Questionnaire.

4. Reference is made to a PPI Tool (EZ Source) in attachment L-1, however, this is nowhere to be found in the bid documents. Can you please provide direction?

a. Please refer to the answer outlined in question 2.

5. As per Section M-3.1.2 to be determined relevant an effort must have similar scope, magnitude and complexity of seed project. What is the minimum threshold and maximum threshold for the project to be deemed relevant for the past performance factor.

a. Per section M-3.1.2 there is no minimum or maximum threshold for similar projects to be deemed relevant. However, please remember the magnitude of the seed project is between $100,000 and $250,000, outlined on the SF 1442, Block 10 of the Solicitation.

6. The solicitation posted to FBO on Aug. 06, 2019 includes section B – Supplies or Services and Prices / Cost which includes 5 bid items with a quantity of 10,000.0 per lot. Can you please confirm how this sheet is desired to be filled out as the pricing would be only for the seed project?

a. Per the instructions, offerors are only instructed to propose a quote for the seed project. Section B of the Solicitation is just to inform offerors of the potential opportunities associated with the MACC IDIQ.

7. Is there any duration for the Seed Project?

a. 90 days

8. I need to send my Past Performance Questionnaire’s out and I don’t know where I should have them sent to. I want to allow ample time for all responses. With no answer to my RFI I am forced to send them to all 4 emails listed. Is this acceptable?

a. Please refer to the updated attachment J5_Past_Performance_Questionnaire on where offerors should submit this information.

9. Is the proposal submitted via mail or email?

a. The proposal should be submitted via email.

10. What is the minimum and maximum task order values for this contract?

a. See “Clause 52.216-19 Order Limitations” in the Solicitation – FA448419RA015 document

11. Please confirm if the seed project is a design-build, if so will to scale drawings be provided for bidding purposes.

a. There will be no scale drawings provided for bidding purposes for this project.

12. SOW 10.7 requests three mirrors to be provided above the sink location. What is the desired size of these mirrors?

a. 18” X 24”

13. Shall the mirror located above the sink noted ADA be a tilt mirror for ADA?

a. Yes, it should be a tilt mirror over the ADA sink

14. The plan attachment showing the reconfigured installation of 20 lockers shows a corner condition. Will this corner condition be expected to be framed and rocked as a soffit corner or utilize the existing locker corners?

a. This corner will be made using locker corners

15. SOW 10.8 requests the installation of a vanity / countertop / makeup‐table to be installed in the locker room area. What is the desired type of counter to be installed in this location? (I.e. Formica, solid surface, etc.)

a. This will be a solid surface

16. SOW 22.2 requests the installation of three sinks. As per the plan these three sinks are located within a countertop with one designated as ADA. What is the desired finish of the countertop? (I.e. Formica, solid surface, etc.)

a. This will be a solid surface

17. Shall the countertop be configured as such that all sinks are ADA accessible?

a. No, just one sink is required to be ADA accessible

18. Will the countertop require a 4” backsplash and side splash as necessary for adjacent wall surfaces?

a. Yes, it will require back and side splash

19. Please confirm if the countertop unit shall have a knee guard or if the pipes shall be exposed and insulated as such to comply with ADA regulations.

a. Sink for ADA pipes shall be exposed and insulated to comply with ADA regulations

20. Should the countertop be solid surface, shall the sinks be integrated or drop‐in type?

a. Yes, the countertop will be solid surface and the sinks shall be under mounted

21. SOW 10.6 requests the installation of a 5 foot locker room bench with pedestals. Shall the pedestals be aluminum to alleviate rusting?

a. Yes, the pedestals should be aluminum. There will also be a 15” X 36” bench for the shower with a solid surface and aluminum pedestals

22. What is the desired surface of the bench top? (I.e. solid surface, wood, etc.)

a. The bench to shall be a solid surface.

23. The SOW section 10 lists many toilet accessory items. What models / types are required to match the current base maintenance contract for this building? (I.e. Toilet Paper Dispenser, Soap Dispenser, Paper Towel Dispenser)

a. Toilet paper will be SanJamar Ocean single for large roll. Paper towel will Georgia Pacific motion activated. Soap Dispenser will be Georgia Pacific motion activated.

24. The SOW 2.5.1 notes salvage of paper towel dispenser however 10.4 states provide and install paper towel dispenser. Shall this be one new paper towel dispenser in addition to the salvaged?

a. The existing paper towel will be salvaged and there will be an additional one added

25. What is the desired sizing of the tile to be utilized for the floors? (2x2 mosaic, 6x6, 12x12, etc.) SOW 9.6 calls for the grouting of the tile. Shall the floors receive epoxy grout?

a. The tiles on the floor shall be 2 X 2 mosaic. Yes, floors will have epoxy grout

26. What is the desired sizing of the tile to be utilized for the walls? (4x4, 6x6, 8x12, etc.). SOW 9.6 calls for the grouting of the tile. Shall the walls receive standard grout? Will they require a sealer on the grout?

a. Walls will receive standard grout and no sealer is required

27. SOW 1.9 states the contractor shall provide and install all plumbing fixtures to include shower fixtures. SOW 22.3 states only to provide and install complete shower head / mixing valves. The attached drawings is stating a refurbished shower. Please clarify the request of work to be performed for the shower area.Will the shower receive a shower surround or tile?

a. The shower area will be tile

28. Will the shower receive doors or a shower curtain?

a. A shower curtain

29. Will a new shower base be required?

a. A new dry bed will be installed prior to new tile being placed

30. What is the required size of the new/refurbished shower?

a. It will be the same size as the existing; 60” W X 94” D

31. SOW 10.1 requests new shower partitions. What type of partitions are desired? (I.e. metal, solid phenolic, etc.)

a. 10.1 is for the toilet partitions and they will be solid phenolic partitions

32. SOW 9.8 states to provide and install new ceiling tile and grid. What is the desired height of the ceiling?

a. 94” to match existing

33. SOW II.D.IV states that source separation of debris shall be performed with cardboards and metals being delivered to the McGuire AFB Recycling Center, Building #2321. In past experience this was not available for use by contractors. Please confirm that this will be allowed for contractors.

a. The contractor will be responsible to remove all debris (including recyclables) off base and will not use the McGuire AFB Recycling Center for this project.

34. SOW G.I requests 100% electronic as‐built drawings to be provided upon project completion. Will the government supply existing CAD drawings of the current building or will new drawings need to be generated for government use?

a. The government will provide existing drawings of the building in PDF format, but all dimensions shall be field verified. The as-built drawings of the bathroom and locker room need to be generated when project is complete by the contractor.

35. The plan attachment shows a new trash container which is not listed within the SOW. Please provide the desired type and finish of the required trash container. Will this be a stainless steel, surface mounted receptacle?

a. A 21 gallon stainless steel can

36. The plan attachment does not currently show the required locations for the paper towel dispenser and hand dryer. Can you please provide a location for these items?

a. These items will go on the existing wall where they are currently located.

37. The plan attachment currently shows two items located just outside of the refurbished shower area located on the partition wall. What are these items designating?

a. That is a towel rack and towel hook and they both will replaced and mounted in the same location.

38. The partitions appear to be coded with a hatching. What are the different designations for these hatches? (I.e. diagonal hatch vs cross hatch)

a. That hatching does not mean anything.

39. Are the doors, frames, and hardware existing, or are they to be installed new as they are not currently listed within the SOW.

a. The frames will remain , but the two exit doors will be replaced

40. Solicitation Section B – Supplies or services and Prices/Cost includes a table with option items with a quantity of 10,000 Lot. What is desired to be input within this table as there is a seed project proposal?

a. This table does not need to be completed, the items that you mention are for the IDIQ option years. The table does not contain proposal information that is necessary for the seed project.

41. Solicitation attachments “J‐4_Past_Performance_Cover_Letter” and “J‐5_Past_Performance_Questionaire” have contradicting information as to who is to receive the PPQ. J4 states to email directly to Lane Spinks and Mary Saunders while J5 states Wanda Wilson and Sean Burnet. Please confirm who is to receive the PPQ’s.

a. The documents have been updated. Information should be emailed directly to Lane Spinks and Mary Saunders

42. SOW 1.11 states to install a 42” vertical grab bar in the ADA stall and shower as per the drawing the shower shows a wrap‐around grab bar within the shower walls. The handicap stall shows a grab bar on the side and rear wall assumed to be 42” and 36” respectively. Please confirm the quantity and sizing of the required grab bars or if we shall assume to meet ADA regulations.

a. All grab bars must meet ADA regulations

43. The plan attachment currently shows the lockers abutting a toilet stall partition. This is not recommended as the lockers will not have a structural element behind them to adjoin to. Please confirm if this is the desired circumstance or if a wall shall be added between these two items.

a. That is not a toilet stall partition it is a CMU block wall

44. SOW 9.9.1 states to include primer and 3 coats of paint. Please confirm this is the desired result or if this should read three coats to include a primer and 2 coats of paint which is a typical industry standard

a. It should read one coat of primer and two coats of paint.

45. What medium are we supposed to submit the proposal in? In the instructions for Volume I, the solicitation states “Bonds shall be submitted electronically with proposals in the amount of 20% of the proposed seed project price in accordance with FAR Clause 52.228-1 found in Section I of this solicitation. Offerors shall ensure all seals and signatures are plainly visible in electronically-submitted bonds”. On the SF1442, the request is for an original offer and one copy. Please clarify if the proposal is to be submitted via hard copy or an electronic method.

a. Proposals will only be accepted electronic method. Offerors should submit their information via electronic method only. If bonds are submitted; submit with a shaded seal electronically then follow up with hard copy by mail.

46. How are past performance records to be collected? If there are CPARS or similar records, are we to request them from the client as well? Is performance confidence completed through submission of PPQs from the client? Please clarify the past performance method of submission and confidence

a. The government will use government sources to collect CPARS and other information. The PPQs will be used in the evaluation of performance confidence for the offerors.

47. 3.1 Past Performance Evaluation, M-3.1.2 Relevance, states that to be determined relevant the effort must have similar scope, magnitude and complexity. Since the seed project is a locker room renovation with limited scope, will projects that are renovations of office spaces for the Government be considered very relevant?

a. If the project is a renovation project and similar in magnitude and complexity; it could/would be accepted.

48. Does the government want the breakdown with the bid proposal before or after award?

a. The breakdown of the proposal should be submitted with the proposal

49. Paragraph after total price, If required with proposal does the government have a form or sample as to what they are looking for

a. No, there is no form or sample. Provide a breakdown of the proposal for the seed project to go along with attachment J-3 bid schedule.

50. How does the government expect the prime contractor to provide evidence of subcontractor competition?

a. Subcontractor competition is not required as of now.

51. Please define "if applicable"- If prime contractor only receives 1 quote for a trade-then there is no evidence of competition - how will this affect contractor proposal submission?

a. If applicable; means if it applies. If you don’t have subcontractor competition; you can’t submit it.

52. When will the sign in sheet from the site visit be available?

a. The sign in sheet from the site visit will not be available to contractors

53. Will the contractor need to provide temporary toilets for the occupants of this facility? If so please specify requirements.

a. Temporary toilets will not be required for this project

54. Can the site supervisor also be safety & QC?

a. The site supervisor can be safety and QC for this project

55. Is a construction fence required around the facility? If so will it require privacy screening?

a. Construction fence is not required for this project

56. If the contractor utilizes a site trailer will it have to be painted MAFB color?

a. A site trailer will not be required for this project

57. Is a USAF 50 division cost estimate form to be submitted for the seed project or just the lump sum cost as indicated on the seed project bid schedule?

a. Lump sum pricing with a cost breakdown is to be submitted for the seed project.

58. Please clarify that the offer guarantee, (section 13-b of the SF 1442), is for the seed project?

a. The offer guarantee is for the seed project only

59. Please provide specification for the SEED project.

a. The specifications for the SEED project are outlined in the statement of work.

60. What is the color of paint on walls?

a. The paint color will be determined by the customer, based off of a color chart provided by the contractor at the pre-construction meeting.

61. What brand of toilet stall accessories-paper holder, soap dish, napkin receptacle?

a. Toilet paper will be SanJamar Ocean single for large roll. Paper towel will Georgia Pacific motion activated. Soap Dispenser will be Georgia Pacific motion activated.

62. What type of light fixtures to be installed over the sink? Is the electric there, or do we surface mount it?

a. They will be LED fixtures and electric will need to be run for these fixtures.

63. Where are the 5 GFCI receptacles to be installed? Are these replacing or NEW locations?

a. These are replacing existing fixtures

64. Is there an existing branch circuit for the hand dryer? Location of hand dryer?

a. There is not an existing branch circuit for the hand dryer. The location of the dryer will be on the wall next to the sinks, next to existing paper towel holder.

65. What are the toilet partitions constructed from?

a. The partitions will be constructed from a Phenolic material

66. Is the masonry block above the wall tile to be painted over or drywalled and painted?

a. The masonry block above the tile will be painted.

67. Is an onsite office required when work is being performed for any MACC project?

a. No, an office is not required

68. What are the required positions for the MACC Contract?

a. The positions needed are determined by the awardee

69. What is the due date for the seed project proposal?

a. Original date was 6 Sept 2019 at 1500 EST, new amended due date is 12 Sept 2019 at 1PM EST

70. Is there a technical response required for the seed project?

a. No, a technical response is not required

71. The MACC General Contract Requirements specifies the type of effort required (Full Design-Build Effort, Partial Design-Build Effort, and Construction Effort Only). Please specify the effort expected for the seed project?

a. The seed project will be a construction effort.

72. What is the required design submissions for the seed project?

a. Please read and provide what the Statement of Work requires for the seed project

73. Are color boards required for the new finishes?

a. Yes, color boards are required for the seed project

74. Does JB MDL have a specific design guide that they follow on base?

75. Is the shower to be ADA compliant?

a. Yes, the shower will be ADA compliant

76. Please provide any as-built drawings for this building.

a. See attached as-built for building

77. What is the required POP for the seed project?

a. PoP is 90 days for the seed project

78. Has any sampling been completed with test results for the presence of hazardous materials and are the results available for review?

a. Sampling has been completed and there is presently there is no known hazardous materials

79. Reference is made to conform to all applicable JOC specifications and standards (pg 7, para I. Materials), is that document available for reference?

a. JOC specifications are not required for this project. We will follow the Whole Building Design Guide.

80. Ref. pg 6, para 22.1 – “automatic flush valves” should these be battery powered or hard wired?

a. They will be battery operated

81. Ref. pg 1, para 1.10 – “wall tiles shall terminate at 6’-3” above finished floor as noted on plan”; please provide plan that contains the referenced note.

a. This is not located on a plan, but the tile should shall terminate 6’-3” above finished floor.

82. Is a bound specs-intact format specification required?

a. Bound specs-intact is not required for the seed project

83. Is there a local or base fire marshal that we need to submit or coordinate our design with?

a. All projects are reviewed by the base fire inspectors, through the government project manager

84. Is a full time QA/QC required for the Seed Project?

a. This is up to the offeror’s own decision

85. Is a full time Superintendent required?

a. This is up to the offeror’s own decision

86. Is an onsite office required for the seed project?

a. No
