About this file
This is a Questions and Answers document for federal contract solicitation FA446026Q0048, addressing 111 clarifications submitted by offerors regarding wireless internet services for Little Rock Air Force Base dormitories.
The solicitation requires a contractor to design, install, and operate a commercial wireless internet network serving 18 dormitory buildings (approximately 640 resident rooms plus common areas) with minimum speeds of 100 Mbps download and 20 Mbps upload per end user. The contract includes a base period covering 15 buildings and option periods for three buildings (718, 846, and 860) currently under renovation, with estimated completion in March 2027. The contractor will own and operate all network infrastructure, coordinate with the base's ISP (currently Optimum), and provide 24/7 customer support. Key clarifications address building activation schedules, existing infrastructure utilization (coaxial cabling present in all rooms; Cat6 in buildings 750 and 751), access point quantities as preliminary estimates rather than prescriptive requirements, and the contractor's design flexibility within PWS parameters. The contractor must obtain AS9100-compliant quality management certification, comply with NDAA technical specifications for equipment, and coordinate all facility modifications and personnel base access through the 19th Civil Engineer Squadron and 19th Security Forces Squadron. Installation labor costs, equipment removal/reinstallation, and trenching coordination are contractor responsibilities. The period of performance begins approximately September 30, 2026, with contractors required to submit a Project Management Plan detailing implementation schedules and phased building rollout procedures.

81. Is there a requirement for wired ports or is this WIFI only? Wifi.
82. Are rooms already wired with Cat6 or Cat6A cabling? Only in building 750 and 751.
83. Are rooms already wired with 75 Ohm coax? There is coax in every room.
84. Is there service provider network only, or, is it jointly owned with the US Air Force? Service provider network only.
85. Room counts per building. The PWS says pricing "shall be based on a per-room amount," but it never gives room counts — only estimated APs and modems per building (e.g., Bldg 714: 86 APs / 86 modems). Ask for the actual room count per building, and whether the monthly CLIN price is expected to be room count × per-room rate or simply a lump monthly figure per building.
a. What are the room counts per building?
i. 714 – 76 rooms, 3 common areas
ii. 718 – 74 rooms, 3 common areas
iii. 723 – 1 common area
iv. 724 through 735 – 8 rooms each, 2 common areas each
v. 750 – 64 rooms, 17 common areas
vi. 751 – 72 rooms, 18 common areas
vii. 854 – 74 rooms, 3 common areas
viii. 860 – 74 rooms, 3 common areas
ix. 846 – 66 rooms, 12 common areas
86. Bldg 860 contradiction. The PWS says buildings 860, 846, and 718 are under renovation and get installed "at a later date" in option periods — but the base year bid schedule includes CLIN 0016 (Bldg 860, 12 months of service) and CLIN 0017 (installation in "all 16 dormitory buildings" including 860). Ask whether 860 should be priced for base-year install/service or deferred, and whether CLIN 0016 should show reduced months. Bid schedule has been updated to reflect 12 months in base year for building 860, 846, and 718 for uniformity – and will be incrementally funded after completion based on when service is needed in the respective buildings. It is currently under renovation and is estimated for completion on March of 2027.
87. "Government-owned existing infrastructure in-place (i.e. the facilities)." Does this mean only the buildings themselves, or does it include existing horizontal cabling, conduit, risers, and telecom rooms? Is there any existing Cat5e/6 or coax to the rooms you can reuse, and are as-builts for cabling available beyond the floor plans? Contractor can utilize Government-owned infrastructure.
88. Backhaul and pathways. Who owns/controls the outside plant path from the base demarc to each dorm? Is there existing conduit/fiber pathway available, or should offerors assume trenching/boring — and what's the approval process (dig permits, environmental/historical review) and typical timeline on base? Currently, Optimum owns and controls the internet infrastructure to each dormitory. Dig permits are to be routed and processed through the 19th Civil Engineering Squadron’s Operations Flight.
89. Bandwidth interpretation. Is 100/20 Mbps required per room concurrently (dedicated), or per subscriber with acceptable oversubscription at the building uplink? "Bandwidth requirements shall be adjustable" — adjustable by whom, and does that imply a future modification vehicle? End users are to have a minimum of 100 Mbps download and 20 Mbps upload speeds.
90. Removal/reinstallation cost mechanism. When a building is vacated for renovation, service CLIN payment stops and you must remove all equipment — but there's no CLIN for removal or reinstall labor. Ask whether those costs should be baked into monthly service pricing or handled by modification. Costs should be included with pricing; currently there are no new scheduled projects for dormitory renovations to occur during performance period.
91. Go-live timeline. The PoP starts 30 Sept 2026, but there's no stated installation completion deadline. Ask when service must be live per building, and whether monthly service CLINs are payable from award or from acceptance-test completion per building. Contractor is to submit a Project Management Plan per the PWS detailing schedule and approach for implementation and service rollout.
92. Base access and personnel vetting. Is unescorted access via standard base pass (REAL ID + background check) sufficient, or are CACs/additional vetting required? Any escort requirements that would slow install crews? All base access will have to be coordinated through the 19th Security Forces Squadron and in accordance with the PWS.
93. NDAA "technical specifications." Confirm this means Section 889 / 52.204-25 compliance (no Huawei/ZTE/Hikvision etc.) — or whether TAA compliance or an approved-products list also applies to APs, switches, and modems. All equipment installed on government property must meet NDAA technical specifications.
94. SCA labor categories. Which WD 2015-5127 occupations does the Government consider applicable (e.g., 23xxx electronics technician vs. cable splicer rates)? This materially affects your install labor pricing. Contractor shall determine appropriate labor mix to meet the requirement.
95. For Buildings 750 and 751, please confirm the building naming convention. Is one of these designated the North Building and the other the South Building, or does each of the two buildings itself consist of a separate North and South wing as shown in the floorplans? The north building is 751 and the south building is 750.
96. How many residents are assigned per unit? 1 resident is assigned per room.
97. Please confirm the total unit and resident room count per building, and identify the common areas in each building along with their locations.
a. 714 – 76 rooms, 3 common areas
b. 718 – 74 rooms, 3 common areas
c. 723 – 1 common area
d. 724 through 735 – 8 rooms each, 2 common areas each
e. 750 – 64 rooms, 17 common areas
f. 751 – 72 rooms, 18 common areas
g. 854 – 74 rooms, 3 common areas
h. 860 – 74 rooms, 3 common areas
i. 846 – 66 rooms, 12 common areas
98. Is a captive portal required? See PWS 1.6.3.
99. If a captive portal is required, please identify the required elements — for example acceptable use acknowledgement, branding, authentication method, and any registration process for devices that cannot display a portal page. See PWS 1.6.3.
100. Regarding access point quantities: should offerors use the access point counts stated in the RFP documents, or should offerors develop equipment quantities from the floorplans and their own coverage engineering? Specifically, are the RFP counts prescriptive minimums that offerors must meet, or preliminary Government estimates provided for budgetary reference? Access Point counts were estimates.
101. Is there an outdoor or exterior coverage requirement, or is the requirement limited to interior spaces? Interior spaces.
102. Is there existing underground conduit or duct pathway between the dormitory buildings? If so, is it available for contractor use, and can the Government provide as-built records identifying pathway routing, manhole and handhole locations, and available spare capacity? There currently are no telecommunication drawings.
103. If pathway records are not available, will the Government make available existing base communications infrastructure documentation — including Cyberspace Infrastructure Planning System records or base civil engineering utility drawings — to support offeror planning? This is a separate commercial internet service not connected to the base’s communications infrastructure.
104. Please confirm the status of the existing Air Force-provided communications infrastructure within and between the dormitories, including any interbuilding cabling, telecommunications room equipment, riser cabling, and structured cabling. Is any of this infrastructure available for contractor use under this requirement, or should offerors assume none of it is available? There currently are no telecommunication drawings.
105. Please confirm the status of the existing paid Internet service currently provided to residents. Will that service remain in place after award, and if so, is coexistence with it required? See PWS 1.6.6.
106. If new interbuilding pathway or cabling is determined to be necessary, is that work within the scope of this requirement, or would it be accomplished separately by the Government through its communications engineering and installation authority? See PWS 1.6.1.2, 1.6.1.3, 1.6.1.4.
107. Should pricing include services for all 18 buildings, split into two phases of 15 and 3, or should pricing include only the 15 buildings? See Bid Schedule.
108. If pricing should cover all 18, please confirm whether the second phase of 3 buildings is a priced option, a separate future action, or included in the base requirement. See Bid Schedule.
109. How should the 15 buildings be phased? Should offerors plan to test and hand over buildings in smaller groups over time, or complete testing and handover of all 15 at once? See PWS 1.9.2.
110. For phased handover, please confirm when the recurring service period begins for an individual building — at that building's acceptance, or only after acceptance of all buildings in the phase. See Bid Schedule.
111. Please confirm the implementation period and the event that starts it, for example date of award or date of notice to proceed. Period of Performance is anticipated to begin on or about 30 September 2026.
