This includes developing a pre-deployment map, evaluating ambient noise levels, and providing recommendations on the adequacy of the speaker system design. The Government will assign a rating of "Acceptable" or "Unacceptable" to the offeror's proposed flooring description. All questions are due by July 18th, and quotes must be submitted by 4:00 PM CDT on July 22, 2024. The solicitation is being issued by the Department of the Air Force's Air Mobility Command.

Question and Answers – Giant Voice Propagation Testing
1. Can you provide a site plan of the Giant Voice coverage area that shows proposed speaker locations? We can provide a map of the Base identifying the location of existing speaker locations
2. Have the number and location of ambient sound monitoring locations been determined?
The number and locations shall be determined by contractor to achieve optimal results. We suggested that monitoring be captured at 281 separate locations across the installation to determine if speakers are working efficiently enough to cover all major areas.
3. What should the primary sound monitoring time interval be? We suggest 1-hour. 1-hour is sufficient.
4. What sound level statistics should be collected? We suggest fast meter response, one-third octave band 1st, 10th, 50th, 90th, 99th percentile and the energy average one-third octave band sound level. Would these measured hourly be sufficient? Yes
5. What should the length of continuous sound monitoring be. We most often monitor at locations for seven days in order to fully document day, night, weekday, weekend sound levels. 7 days is great.
6. What descriptor is to be used to define “background sound level” at monitoring locations.
Ambient Sound
7. What is the design goal for voice intelligibility at compliance areas? Should we provide this?
The goal is to clearly hear voice and siren sound at all major pedestrian and facility areas.
8. Who will determine what the compliance coverage area will be? The compliance coverage are will be determined by our giant voice manager.
9. Will there be post-construction compliance testing? Should this be included in costs? N/A
10. We would expect to install up to 6 Rion NL-52 environmental sound monitors meeting IEC 61672 Class 1 instrumentation standards which have the same performance as the LD 831 meter. Is this acceptable? Yes, as long as all tests are performed and all coverage areas are completed.
11. To help better understand and prepare for the task at hand, what is driving the need for the propagation testing? For example, is the Base currently unhappy with the system, are there gaps coverage, or system validation? Recent upgrade of speakers within facility. 2 speakers were not upgraded. We want to ensure that the overall system performance is adequate, or, if we would need to procure additional speakers to enhance those previously omitted areas.
12. Can you provide a map of the current siren locations and expected coverage map? Yes, an installation map will be provided.
