About this file
This document is a Sound Propagation Model report submitted by Federal Signal Corporation for a federal contract opportunity at Little Rock AFB. The report utilizes the SoundPLAN noise modeling software to estimate siren sound levels based on environmental conditions and siren site locations. The related federal contract opportunity is for "Giant Voice Propagation Testing" at Little Rock AFB, which requires the contractor to provide personnel, equipment, and services to evaluate the ambient noise and speaker system coverage at the base. The contractor must develop a pre-deployment map, perform on-site noise analysis, and provide drawings showing the adequacy of the speaker design to notify personnel in an emergency. All questions on the solicitation are due by July 18th, 2024, and quotes must be submitted by 4:00 PM CDT on July 22nd, 2024. The Department of the Air Force Air Mobility Command is the awarding agency for this contract.

SOUND PROPAGATION MODEL
SoundPLAN MAP PRESENTED TO:
LITTLE ROCK AFB
March 11, 2024 Revision 2
P a g e | 2
Sound Propagation Model Federal Signal Corporation utilized ‘SoundPLAN’, an internationally recognized noise modeling software, to estimate the Siren sound level. The SoundPLAN model is based on the International Standardization ISO 9613 and considers physical effects including geometrical divergence, atmospheric absorption, ground effect, reflection from surfaces, and screening by obstacles.
The environmental conditions applied in this noise model are based on the summertime daily averages for the area in interest include:
• Temperature° 85.40 F
• Air Pressure 1014.70 mbar
• Humidity 64.50%
Siren data for this noise model includes:
