Questions and Answers
22 Jul 11
1. When can we expect the sign-in rosters from the four site visits last week?
Answer: The sign-in rosters were posted 21 Jul 11.
2. When will the RFIs get published?
Answer: All RFIs/Questions received are contained within this document.
3. To aid in completion of the forms, may we recreate attachment 4 to make it a fillable form so long as the format and the content remain essentially the same?
Answer: Attachment 4 will not be recreated to make it fillable.
4. On attachment 4, page 3, paragraph I, the directions are written in the “future tense”. As we are talking about past performance, should this all be “past”? For example, “Describe the nature or portion of the work that was performed by the business entity”, “estimate the percentage of the total effort that was performed by this entity”, and “whether this entity performed as the prime, etc.”?
Answer: No, you should provide information related to the contract/program being described as well as how the entity will be performing on the MACC and their estimated percentage of the total proposed effort.
5. Is it possible to get a listing of attending contractor’s after the walk thru’s have been conducted?
Answer: Refer to Question 1.
6. Part I-Price Proposal, (c) states, “For sections C through I, the offeror shall submit only those pages that require a fill-in.” We are unable to locate referenced section C. Please clarify.
Answer: The solicitation does not contain a Section C, but offerors are reminded to ensure pages requiring a fill-in are submitted.
7. Part II-Past Performance Information: This section requires that the offeror submit at least three (3) to five (5) projects/or customer references. Does this include the Design Team Member as well, for a total of 5 projects combined or can the Design Team member provide 3-5 projects as well? Or would you prefer just the prime to submit past performance information? Please advise.
Answer: The list of 3 to 5 projects/or customer references must be submitted by the contractor and a list of 3 to 5 projects/or customer references must also be submitted for a subcontractor, teaming partner, and/or joint venture partner.
8. Past Performance Questionnaires were provided in the Past Performance Information Packet, however, these questionnaires are not referenced in the solicitation. Are these questionnaires to be provided to all project POC’s submitted or only those without
CCASS/awards/certifications/letters not available? Please advise.
Answer: These are referred to in Section L as Performance Surveys. The Government expects that we would receive past performance questionnaires related to the list of contracts submitted.
9. Section L Part II-Past Performance Information subpart (b) states: “Of the three (3) to five
(5) projects/references provided, one project must demonstrate the integrated design-build delivery method.” Is the design-build reference required to be from the Contractor’s past performance or can it come from an AE teaming partner?
Answer: The reference required may be from the Contractor or any teaming partner and/or joint venture partner.
10. Per the RFP, Coordination 01 14 19-6, Electronic page 10/458 states that “Typically the
Contractor will stop construction for winter shutdown…from 15 November through 15 March.”
Can you please verify whether or not the “Winter Shutdown” will apply to this project?
Answer: Winter shutdown only applies to airfield projects.
11. When is issuance of the project Notice to Proceed expected to be released?
Answer: The Notice To Proceed will be issued to the successful seed project offeror at the preconstruction conference.
12. Please verify whether state, local taxes shall apply to the MACC Task Orders & Seed
Project?
Answer: Yes, state and local taxes are applicable.
13. Regarding Past Performance Package, for the Section E, completion date it asks for 1.
Original date, 2. Current Schedule, Under number 3. Estimate at completion-what are you asking for in this section? It then asks for 4. How many time changed? What are you asking for in this section? Please clarify.
Answer: Section E relates to the contract/program completion date. 3 (estimate at completion) total cost at completion if completed, if not, this is not applicable. 4 (how many times changed) refers to number of changes to original completion date.
14. There is an attachment 2-consent letter and attachment 3-client authorization letter. If we are not doing any PPQ’s on subs or teaming partners do we just omit these 2 forms? Please clarify.
Answer: Yes.
15. During the site visit, I noticed that the walls were also covered in mold & mildew. Will this be added to our scope? It doesn’t make sense to move the occupants out of the area to only work on the ceilings then come back later to do the walls.
Answer: Facility managers are responsible for the cleaning of their facilities.
16. In the construction specifications for the seed project, there is a section 07 21 23 LOOSE
FILL THERMAL INSULATION. We cannot find this on the drawings. Is this part of the project?
Answer: Refer to Detail #1 on sheet M500.
17. Will a GIS survey be required for the new mechanical pads on the exterior of the building?
Answer: No.
18. Is Section B (pages 3 thru 7 of 72) of the solicitation required to be included in the Price
Proposal? If so, what values is the Government looking for in the max. net. amt. line items for each year?
19. Are there as-built drawings of the existing fire system in Building 259 that can be provided to the offerors?
Answer: Any as-built drawings will be provided to successful seed project offeror.
20. Has there been any ACM or LBP surveys conducted on Building 259?
Answer: Yes. A survey was conducted and ACM was found in mastic under carpet. There is no
ACM dealing w/HVAC components and pipe insulation.
21. Is Base Recycling the Recycling Agent for reclamation of acoustical ceiling tiles or will this be arranged with an outside source by the Contractor?
Answer: Base Recycling will not accept the acoustical ceiling tiles.
22. Will each floor be unoccupied during their respective phase?
23. Will the lockers in JADI 103 be removed prior to construction? If they are to be removed/reinstalled, will this be the responsibility of the Contractor?
Answer: Yes they will be moved by the user not the contractor.
24. Has an asbestos/lead survey been conducted for B259 and the proposed work areas?
Answer: Refer to Question 20.
25. Has a mold investigation/survey been conducted for B259 and the proposed work areas?
26. Will the building/work area be evacuated of personnel and not in use during the construction period?
Answer: No. This building will be occupied. Refer to Question 22.
27. Will all furniture, equipment, electronics, etc. be removed prior to commencement of work or is the contractor’s responsibility to move, store, & protect?
Answer: User will move some of their equipment and will cover rest so contractor will have space to work in construction.
28. Is there any work/replacement required for the fire alarm strobes or other alert system?
Answer: Only in as much as is required to accomplish the scope of work (ceiling grid replacement, duct detectors, etc).
29. What special badging/security requirements for contractors to access the seed project site?
Answer: These requirements will be addressed during the preconstruction conference after contract/task order award.
30. If disruption of daily services and operations are not allowed, is the work to be phased and how?
Answer: Yes. Refer to Sec 01 1100, para 1.02.B
31. Are there restrictions to contractor activity in the bay area of B259 when removing and replacing the 2 nd floor air handling unit?
Answer: Yes and all work in the bay area will be coordinated with user for heavy equipment access.
32. What is the design density of the current fire sprinkler system?
Answer: Fire Protection work is relocating sprinkler heads to center of tiles and there is no change to the performance of system.
34. What is the design safety factor of the current fire sprinkler system?
Answer: See Question 32.
35. Is the current fire sprinkler system a pipe schedule system?
36. Are as-built documents available for the existing mechanical and fire suppression system?
Answer: See Question 19.
37. Is Attachment 8 (Seed Project Material Submittal List) required to be submitted at time of proposal submittal?
Answer: Attachment 8 will be utilized only by the successful seed project offeror after contract/task order award.
38. Are structural as-builts of B259 available?
Answer: See Question 19.
39. Will as-built plans be provided for the existing HVAC, electrical, fire protection and fire alarm system?
40. What is the brand/model of existing light fixtures to be repaired/replaced?
Answer: Unknown. Also see Question 47.
41. In order to meet UFC and NFPA codes, will any of the fire alarm system need to be replaced?
Answer: The design provided does not indicate so.
42. After reviewing the solicitation requirements for the above referenced project, we would like to know if we can use a current project that is not 100% complete as one of our performance survey projects (part (b)) of the technical proposal.
43. In reviewing Attachment 7 of the RFP (Seed Project RFP Package), we have identified two different project numbers provided. On page 1 it says NKAK 09-1043 and page 2 says NKAK
09-1037. Which is correct?
Answer: NKAK 09-1037 is the correct project number.
44. The spec calls for a winter shutdown period from November 15 to March 15 th
. Will this project be shutdown during that time?
Answer: Refer to Question 10.
45. Is there asbestos and lead tests? Or is it known if Lead and Asbestos need to be abated?
Answer: Refer to Question 20.
46. Does the duct or equipment being removed have asbestos insulation?
Answer: See Question 20.
47. On sheet E101 Plan Note B calls for the general repair of any damaged light fixture. Can a count of how many need repair and/or what needs to be repaired be provided? I think it is unreasonable to assume contractors could test and determine how many light fixtures are not working and then determine how to fix them during the walk-thru.
Answer: There are no lights that require repair.
48. Will the rooms be cleared of furniture by the Air Force before construction starts?
Answer: See Question 27.
49. Since the project will be phased by floor, will the rooms need to be occupied during construction? In other words can the floor remain unoccupied during the construction of that floor?
Answer: See Question 22.
50. Are the light fixtures currently supported by hangers? Or are they only supported by the ceiling grid?
Answer: Unknown. Assume no hangars are currently installed.
51. Will a list of contractors attending the walk-thrus be made available?
52. Can bids be faxed in and followed up with Mailed copies in the next couple of days?
Answer: Section L specifically states faxed or emailed proposals WILL NOT be accepted.
53. Attachment 4 Past Performance Package contains an “Attachment 3: Client Authorization
Letter” (page 5 of 22) to be completed by subcontractor, teaming partner, or joint venture partner. Should these be included in Part 1-Price Proposal?
Answer: Attachment 3 should be included in the Past Performance Volume.
54. Attachment 5, page 1 of 1, is a Financial Institution Reference Sheet. Should this be included in Part 1-Price Proposal?
55. Attachment 6, page 1 of 1, is a Surety Reference Sheet. Should this be included in Part 1-
Price Proposal?
56. Is there a preference of the order to submit the above items in Part 1-Price Proposal?
57. May we have a copy of the site visit roster?
58. May we have a copy of the questionnaire package in word document? Our clients have requested the questionnaire in word document or some other editable form.
Answer: No editable copy of the questionnaire package will be provided.
59. Can we possibly get a copy of attachment 4 as a WORD document? It sure would save a lot of time retyping the information required on the past performance letter and questionnaire.
Answer: Refer to Question 58.
60. We are anticipating teaming with a design firm as part of our proposal for the MACC. This teaming partner will not be involved in the pricing portion of the proposal. Can the teaming partner submit a separate Volume 2 binder with project past performance information? Can additional information be provided on how a teaming arrangement proposal should be structured?
Answer: Only one Volume 2 binder will be submitted. Refer to Section L, Instructions To
Offerors, for information required for Teaming/Partnering Offerors.
61. Is the 3-5 total project limitation inclusive of the offeror’s entire proposal or is that 3-5 projects per teaming partner?
Answer: Refer to Question 7.
62. Should the offeror include the teaming partner consent form in their proposal or should that be sent directly to Contracting by the subcontractor?
Answer: The consent forms should be included in the proposal.
63. Are we required to include resumes for key personnel as part of our volume 2 proposal?
Answer: Only provide the information required in accordance with Section L, Instructions To
Offerors.
64. Can we include a tab in Volume 2 to outline key personnel and work charts?
Answer: Only provide the information required in accordance with Section L, Instructions To
Offerors.
65. Is there a total page limitation for each volume?
Answer: No, but offerors should Refer to Section L, Instructions To Offerors for page limitations specific to past performance information.
66. We have been informed that the two acoustical ceiling tile manufacturers in the United
States require a minimum of 40,000 square feet of tile before they will schedule a pick up and receive the product for recycling. There are no outside companies that recycle ceiling tile except the manufacturers. Please advise on how to handle this requirement of the project.
Answer: Disregard requirement for the seed project.
67. Has there been a deadline established for questions to be submitted to the Government for this project?
Answer: The response to this question was posted to the Federal Business Opportunities website

68. Regarding Attachment 2 and 3 (Consent Letter and Client Authorization Letter) in Past
Performance Package (Attachment 4); Is there a limitation on the number of subcontractors we can ask to submit those letters? For the evaluation process, would it be better for us to submit more consent/authorization letters from many subcontractors?
Answer: Attachment 2 is to allow the Government to discuss present/past performance information received on subcontractors, teaming partners, or joint venture partners identified in an offeror’s proposal with the Prime Contractor. Attachment 3 allows the Government’s Past
Performance review team to discuss present/past performance information with previous commercial customers. This letter authorizes release to the Government of requested information on subcontractors, teaming partners, or joint venture partners performance. Both letters should only be submitted as applicable.
69. Per Section L of the subject referenced solicitation, in item 2.3 Specific instructions under
“Instruction to Offerors”, Part II, paragraph (b) states, “provide a list of three (3) to five (5) of the most relevant contracts.” Conversely, however, further instructions in that same section state, “The offeror shall submit a listing of three (3) to five (5) projects and/or customer references”. Is it the Government’s intention that we submit both a listing of three (3) to five (5) relevant contracts AND three (3) to five (5) projects?
70. Per Section L of the subject referenced solicitation, in item 1.3, Teaming/Partners Offerors, is it the Government’s intention that we submit a teaming agreement and letter of intent with our design firm with this submission, or is that to be submitted at a later date with subsequent task order proposals? In other words, do we have to submit teaming agreements for all parties we foresee utilizing in the future with this submission, or will we have the opportunity to do so per each task order solicitation issuance under this proposed MACC?
Answer: Teaming agreement to be submitted only if your offer for the seed project is based on a teaming/partnering relationship.
71. Per Section L of the subject referenced solicitation, in item 1.1, it is listed that offerors are reminded that any questions must be submitted in writing by a date and time to be specified. Has this date and time been specified, and if so, where can we find that information?
Answer: The response to this question was posted to the Federal Business Opportunities website

72. Is a specific bid bond required at 20% confirmed for the value of the seed project?
Answer: Refer to Section L, Contract Clause, 52.228-1 Bid Guarantee for specific information regarding the bid bond.
73. My question pertains to the Surety Reference sheet, Attachment 6. Task orders will range from $2,000 to $10,000,000. If a contractor has a bonding capacity of $3,000,000, will his proposal still be considered?
Answer: All offers will be evaluated in accordance with Solicitation Section M, Evaluation
Factors for Award.
74. Please confirm where Attachment 5 Financial Institution Reference Sheet and Attachment 6
Surety Reference Sheet are to be placed in our proposal. Are they to be included in Part 1 Price
Proposal or Part 2 Past Performance?
Answer: Refer to Questions 54 and 55.
75. Also reference Attachment 1 Past Performance Information Sheets included in Attachment 4 of the Solicitation. Do the Past Performance Information Sheets count towards the 3 page per project maximum allowed for the proposal?
76. Reference the Instruction to Offerors Part II-Past Performance Information on page 68 of 72 of the Solicitation. The instructions are requesting a list of 3 to 5 project completed in the last 3 years one of which is to be an integrated design build project. Our firm has completed design build projects, however the last one completed is more than three years old. Can we include the most recent design build contract completed even if it falls outside the three year range, or would that project be discarded as nonresponsive?
Answer: All Past Performance information submitted must be in accordance with Section L, Instructions, Conditions, and Notices to Bidders, and will be evaluated in accordance with
Section M, Evaluation Factors for Award.
77. Are the use of flex pipe sprinkler head connections allowable?
78. Does temporary heating and cooling provided by the contractor apply to this job?
Answer: Refer to Section 01 50 00 para 1.02.
79. The plans appear to contradict themselves concerning the use of ball valves and gate valves.
Will ball valves on 2 ½ in. pipe and under, and butterfly valves on 3 in. pipe and over be acceptable? Due to the limited space in the mechanical room and the associated cost of the differ rent valves, this has become a concern.
Answer: Butterfly valves are not allowed on LRAFB per the LRAFB Mechanical Design criteria.
