About this file
This is a Questions and Answers document from Amendment 03 to RFP FA445226R0018, which addresses clarifications for a carpet tile replacement project at two Air Force buildings (Building 430 and Building 308) under the Department of the Air Force Air Mobility Command. The document confirms project scope details including total square footage of 864 SF in Building 430 and 3,647 SF in Building 308, with approximately 700 linear feet of cove base across both locations. No site visit is mandatory, and the government contractor (KTR) will handle furniture movement, with escort requirements limited to the first day only.
The Q&A provides critical specifications for acceptable carpet tile materials, requiring all carpet to meet Carpet and Rug Institute's Green Label Plus program standards, contain minimum 35% pre-consumer recycled content by total product weight, achieve minimum "Silver" rating under NSF 140 2007e Sustainable Carpet Assessment Standard, utilize third-party certified Environmentally Preferred Product face yarn per Executive Order 13101, and comply with Low Emitting Materials standards including LEED criteria and South Coast Air Quality Management District Rule #1168 VOC emissions limits for all installation components. The document clarifies that no asbestos abatement is required, no environmental survey was provided by the government, and contractors should reference the Whole Building Design Guide (WBDG) installation design guide pages 125 and 157 for additional guidance on carpet specifications and installation standards.

11. Revised SOW page 4, section 6.A.1 estimates 1,000 SF in B430 and 3,700 SF in B308. Appendix A slide 2 outlines B430 areas labeled 687 SF and 177 SF; revised slide 3 outlines several B308 rooms without a matching total. Please confirm the included rooms and controlling quantities, and whether the Q&A estimate of 700 LF of cove base includes the added rooms. This affects material quantities and installation hours. Per the floor plans: B430 area is 864 SF; B308 area is 3,647 SF. These totals match the totals of the outlined rooms on slides 1 and 2. Slide 3, provided with the original posting, was revised as depicted slide 1. The estimated 700LF of cove base includes the added rooms.
12. SOW page 3, section 4.A marks the survey as provided, but the asbestos/lead-handling box is unchecked. We could not locate the survey among the posted attachments.
