About this file
This document is a Questions and Answers (Q&A) file for a Barracks Floor Repair project. The document covers 18 questions from potential contractors regarding details of floor repair work in two barracks buildings. Key details include an additional site visit scheduled for 10 September at 9 AM EST, ongoing asbestos report procurement, and planned flooring modifications. Contractors will replace existing carpet and tile with VCT (Vinyl Composition Tile) flooring, install 6-inch wall base, and apply two coats of wax after installation. The work areas currently have students present, and the contractor will need to coordinate with the Contracting Officer's Representative (COR) to ensure rooms are empty during work. Specific technical details include VCT flooring with 1/8-inch thickness, replacing existing tile in bathroom areas, and storing furniture in kitchen areas or adjacent rooms during renovation.

Answer. No. It is a Demand Maintenance Order (DMO) with DPW.
Question 4. There is 6” wall base existing inside the barrack rooms. Per the SOW we are to replace with 4” wall base, this will leave a 2” difference on the walls. How are contractors to address the 2” void when the existing base is removed?
Answer. Please see Amendment 1 of the SOW. The Government amended the SOW to 6-inch wall base.

This is a tiled Approx. 200 square feet area.
Question 8. Contract says 4 in Base on wall. Currently there is 6 inch; replacing with 4 inch would require repair and repaint of wall. How do we proceed?
Answer. Please see Amendment 1 of the SOW. The Government amended the SOW to 6-inch wall base. Additionally, the contractor shall ensure uniform color throughout modified workspaces. The contractor shall work with the COR after award to determine material colors and types of material.

Answer. The asbestos reports are enroute. Once received, the reports will be provided to the awardee.
Question 13. The existing cove base is 6" and at the site visit it was discussed to install a 4" cove base. Can you please provide us with the specs for the cove base that is required for this project? If it is a 4" cove base will we be required to patch and paint the walls where the existing 6"" cove base is removed?
Answer. Change to 6in cove base to reduce work and cost.
Question 14. Can you please provide the specs for the new flooring material?
Answer. Please see amendment 1 of the SOW. No specific length or width. Flooring material shall have 1/8 thickness.
Question 15. In the areas transitioning from carpet tile to VCT, please note that VCT is approximately 1/8" thinner than carpet tile. Once the VCT and cove base are installed, the top of the new cove base will sit about 1/8" lower than the existing one. Since the walls were originally painted to the top of the current cove base, this height difference will expose a visible paint line above the new cove base. Has consideration been given to repainting these areas to ensure a consistent finish?
Answer. No we have not considered painting.
Question 16. In the bathroom areas. There is existing tile. My understanding is, the tile is to be removed and VCT put in its place. Is that correct?
Answer. Correct, replace tile in bathroom areas.
Question 17. If the answer to question 2. is yes, I have a few considerations regarding the bathrooms. Currently, there is cove tile at the base of the walls. Once the VCT is installed, there will be a gap of approximately 1/4" to 1/2" between the top of the VCT and the bottom of the existing cove tile. Has there been any consideration for removing the cove tile and installing new cove base to address this issue?
Answer. No plans to do that at this time.
Question 18. I just wanted to confirm that the work areas are vacant and will remain vacant until work is completed.
Answer. See amendment 4 to the SOW. Work areas do currently have students in the rooms. Contractor will coordinate with COR to ensure rooms are empty during work.
