About this file

This document is an Asbestos Inspection Report for Building 294, a three-story barracks located at Pope Air Force Base in North Carolina. Conducted on March 1, 2011, by Ryan Burnett (North Carolina asbestos inspector certification #12661), the survey involved collecting and analyzing multiple material samples from various building components including pipe coverings, door and window caulking, drywall, floor tiles, ceiling textures, and joint compounds.

The laboratory analysis by EMSL Analytical, Inc. using Polarized Light Microscopy (EPA Method 600/R-93/116) found no asbestos-containing materials (ACMs) in any of the 20 samples collected. The report was prepared for the Directorate of Public Works at Fort Bragg and includes detailed tables documenting the sample types, descriptions, locations, and laboratory analysis results. While no asbestos was detected, the report notes that materials not readily apparent or in concealed locations may not have been identified, and recommends further evaluation of any suspected materials discovered during future renovation work.

Asbestos Inspection Report

Introduction

Scope of the Investigation

This report documents the asbestos inspection and survey of the Building 294 (Barracks) located in the Pope AFB in Fayetteville, North Carolina conducted on March 1, 2011, by Ryan Burnett, inspector certification number: NC 12661.

Background

The building is a reported 16,792 SF three-story structure formerly utilized as a barracks. The building is of steel and concrete masonry constructed with an exterior brick veneer and a steel-paneled roof.

Investigation

The building was visually inspected for suspected asbestos containing materials (ACM) by a North Carolina accredited inspector. Representative interior building areas were inspected for this project. A copy of the inspector’s accreditation certificate is included in Appendix B. Bulk samples of all suspect ACM’s were collected. This report details ACM as identified (if identified) at the time of inspection only. A focused inspection was conducted for the presence of asbestos containing building materials

(ACBM).

EMSL, Inc. analyzed the bulk samples. The laboratory is accredited by the National Voluntary Laboratory Accredited Program (NVLAP Accreditation sponsored by the National Institute of Standards and Technology (NIST)). A Copy of their accreditation certificate is included in Appendix A. The samples were analyzed by the accepted method of polarized light microscopy (PLM) using EPA’s “Method for the Determination of Asbestos In Bulk Building Materials”, EPA/600/R-93/116.

Laboratory results indicate that ASBESTOS WAS NOT DETECTED.

In compliance with the AHERA regulations, material is considered an Asbestos

Containing Material (ACM) when it contains greater than one percent asbestos.

Likewise, in this report, any material containing concentrations greater than one percent asbestos will be considered “positive”. Occasionally, materials containing less than one percent asbestos, or not sampled, are assumed to be a “positive” asbestos containing material at the discretion of the inspectors. A narrative discussion of the AHERA ACM types (i.e., thermal systems insulation, miscellaneous and surfacing materials) found in the vacant residential structure is included in this report where relevant. Bulk sample information appears, estimated quantities of individual asbestos containing materials, material characterization of asbestos containing materials appears on Table 1.

Conclusions No ACMs were identified.

Recommendations Currently, based upon the results of this asbestos survey, no additional investigations are warranted.

Limitations As is the case with any asbestos inspection, materials that were not readily apparent or were located in concealed locations may not have been identified. If any material that is suspected to contain asbestos, and was not included in this report as a material identified and tested, is discovered, it should be evaluated for asbestos content before it is disturbed.

Although Polarized Light Microscopy (PLM)/Dispersion Staining (Method EPA 600/R-93/116) is the specified method for analysis of bulk material samples for asbestos under EPA Asbestos Hazard Emergency Response Act, there may have been reports that this method may not identify asbestos when fiber sizes are extremely small or if they are bound in a resinous material. EPA recommends analyzing such materials (floor tiles, mastics and asphalt roofing) using Transmission Electron Microscopy (TEM) when PLM analysis does not detect asbestos in quantities greater than 1%.

Current EPA regulations do not require this additional analysis and the decision to do so is left with the client.

This report is not intended for use as an asbestos removal specification. It is not within the scope of this work to describe all appropriate precautions, safeguards and regulations relating to asbestos.

Sole Use Statement This report is provided for the sole use of the Directorate of Public Works at Ft.

Bragg. Reliance on this report by any third parties will be at such party’s sole risk, and Get The Lead Out disclaims liability for any use of or reliance on this report by third parties. All portions of this report, including attachments and figures, are interrelated and integral to this report and should not be transmitted independent of each other.
