Volume Set upPer the Volume Outlines provided, The Factor 2 Technical Approach page allocations are prescribed.
Will the Government consider not prescribing page count across the Subfactors and leave the Volume simply at 20 pages total? This allows a bit more flexibility as it pertains to ability to speak to all requirements of PWS Paragraphs with a greater amount of sub-elements.20 pages total to provide technical approach to specifically sub-factors 2.1., 2.2., 2.3 and 2.4 is acceptable.
6Attachment 2 ITO3G (Table)There are many references in the Instructions that indicate that Volume IV Factor 3: Staffing Approach shall be submitted utilizing Attachment 7 only.

However, there are also requirements that seem to require written narrative. For example, page 5 paragraph (3) it reads, "At a minimum, the Offeror’s Staffing Approach Volume should demonstrate the Offeror’s approach in meeting the requirements of the PWS. The staffing volume should demonstrate the Offeror’s ability to perform all technical requirements."

In addition, page 12-13, Factor 3: Staffing, asks for a "your company's approach to ensure your company's approach to ensure the staff working on this contract will ensure availability during standard duty hours and a plan to ensure continued contract support during periods of personnel turnover and long-term absences IAW PWS paragraphs 7.5 - 7.6."

And finally, the same section reads, "Provide CAGE Code and the date your company was granted a Top Secret Facility Clearance."

Is it the government’ s intention for offerors to provide this information by modifying Attachment 7 or as an attachment to the spreadsheet? If an attachment is desired, will the government clarify page count? The Staffing Matrix (Attachment 7) shall be utilized to demonstrate all requirements in Factor 3. The Contractor can enter this information in paragraph form into Attachment 7, as well as their CAGE/Facility Clearance.
