PERFORMANCE WORK STATEMENT
HQ AMC/A6 AIRBORNE COMMUNICATIONS AND INFORMATION SUPPORT
31 Aug 23
1. BACKGROUND / OBJECTIVE / SCOPE
1.1. Background and Objective: Headquarters (HQ) Air Mobility Command (AMC)/A6NA requires satellite communications, systems engineering, program management, cyber security, and Air Force acquisition and contracting support services to assist the Government with managing aircraft and ground communications and information programs.
1.2. Scope: Required services are identified in Tasks 1-5 below. These services encompass direct communications support to the nation’s most senior leaders while airborne.
1.2.1. Customers supported: POTUS, VPOTUS, FLOTUS, SECDEF, SECSTATE, CJCS, Service Chiefs, COCOM/CCs, Congressional Delegates, and other senior leaders as appointed/approved.
1.2.2 Aircraft/Systems supported: VC-25A, VC-25B, C-32A, C-37A/B, C-
40B/C, VH-3,
VH-60, VH-92, as well as E-6B, E-4B, tactical VIP communications systems, Roll-On/Roll-Off communications systems and Government terrestrial Air-to- Ground Gateway network.
2. SHARED TASKS AND REQUIREMENTS THAT APPLY TO TASKS 1 – 5 LISTED
IN SECTION 3:

3. SPECIFIC TASKS AND REQUIREMENTS:
The Contractor shall provide support for the tasks described in the subsequent paragraphs below:
3.1. Task 1 –OSA/EA Satellite Communications Support: The contractor shall provide satellite communications expertise to the OSA/EA Program Manager responsible for the commercial satellite service contracts.
3.1.1. Engineering Support: The contractor shall provide proactive systems engineering and technical expertise for aircraft and ground support communications and information programs. The contractor shall evaluate and recommend technical approaches, conduct requirements analysis, prepare draft specifications, analyze software and hardware supportability/maintainability, and define operational and mission requirements.
Develop drafts and provide reviews of Air Force SATCOM system and terminal requirements Develop draft test plans; conduct testing, interpret, document and present results to engineering peers, leadership and the Government customer
Maintain strong programmatic and technical relationships with other military service SATCOM stakeholders
Conduct and participate in integrated project team (IPTs) and working groups that address the integration and certification of AF SATCOM terminals
Perform basic program management/acquisition support activities including, but not limited to, reviewing, editing, and evaluating program requirements for completeness and accuracy, as well as tracking and reporting project statuses
3.1.2. Specific Experience and Knowledge: The contractor shall provide contractor personnel with the below qualifications, documented experience and ability to demonstrate knowledge/skills/abilities in the following:
Experience with wideband satellite communications Understanding of satellite communications fundamentals and types of satellites (Geosynchronous Earth Orbit, Low Earth Orbit and Medium Earth Orbit)
Understanding of forward/return link information rates, tail blockage, satellite interference regulations, high throughput satellite frequency reuse schemes, key hole effect and solar conjunctions
Knowledge of radio frequency bands including L, Ku, K, Ka and Q and V bands
Knowledge of SATCOM network equipment including antennas, antenna controllers, radio frequency (RF) conversion, modems, end-to-end IP networks using virtual local area networks (VLANs), virtual routing and forwarding (VRF), virtual private networks (VPNs), and National Security Agency (NSA) high assurance internet protocol encryptor (HAIPE) devices
Independent problem solving with a variety of system engineering abilities, including knowledge and experience in requirements development, verification and testing
Must be comfortable in a fast-paced environment and be able to quickly adapt to emerging requirements and changing priorities
3.2. Task 2 – OSA/EA Project/Systems Engineering Support: The Contractor shall provide communication systems operations and engineering expertise to the OSA/EA Program Manager responsible for the commercial satellite service contracts.
3.2.1. Project/Systems Engineering Support: The contractor shall provide proactive systems and technical expertise for aircraft and ground support communications and information programs. The contractor shall evaluate and recommend technical approaches, conduct requirements analysis, prepare draft specifications, analyze software and hardware supportability/maintainability, and define operational and mission requirements.
Collect, store, analyze and process information to support modification and acquisition planning with current and future aircraft communication suites (both embedded and Roll-On, Roll-Off), communication systems, ground infrastructure and satellite communications
Review maintenance data, incident reports and identify system trends for production of reporting data
Create and maintain programmatic and technical documentation to ensure efficient planning and execution of projects
Monitor and report on completion of milestones associated with specific engineering projects
Develop solutions to a variety of engineering problems of moderate scope and complexity
Identifies opportunities and develops solutions aligned to SLC3S-A mission and support requirements
Manages fact-finding, analysis and development of hypothesis/conclusions, production of final reports and delivery of presentations
Develop, track, update, and revise Master Project Schedule and activites for multiple projects with varying schedules, deliverables, and outcomes
Develop and maintain list vendors and provide recurring updates based on stakeholder needs
Perform planning of system requirements for individual projects and updates project management products
Conduct and participate in SLC3S-A IPTs and working groups
Perform basic program management/acquisition support activities including, but not limited to, reviewing, editing, and evaluating program requirements for completeness and accuracy, as well as tracking and reporting project statuses.
3.2.2. Specific Experience and Knowledge: The contractor shall provide personnel with the below qualifications, documented experience and ability to demonstrate knowledge/skills/abilities in the following:
Experience with wideband satellite communications
Understanding of fundamentals of satellite communications and types of satellites (Geosynchronous Earth Orbit, Low Earth Orbit and Medium Earth Orbit)
Knowledge of radio frequency bands including L, Ku, K, Ka and Q and V bands
Independent problem solving with a variety of system engineering abilities, including knowledge and experience in requirements development, verification and testing
Must be comfortable in a fast-paced environment and be able to quickly adapt to emerging requirements and changing priorities
3.3. Task 3 – Executive Airlift Communications Network (EACN) Program Management (PM) Support: The Contractor shall perform program management activities to ensure EACN is persistently updated, modernized, and sustained in support of mission partner requirements and mission needs. Advise and assist the EACN PM during all stages of planning, managing, and tracking fielded/next-generation capabilities needed to deliver an ‘assured service’ terrestrial government network to US Senior Leaders.
Perform basic program management/acquisition support activities including, but not limited to, reviewing, editing, and evaluating program requirements for completeness and accuracy, as well as tracking and reporting project statuses
Responsible for overall circuit management activities, including identifying requirements, ordering circuits, monitoring and maintaining circuit plans, and coordinating with internal and external organizations to establish new circuits and troubleshoot problems with existing circuits
Support collecting, storing, analyzing, and processing information to support modification and acquisition planning with current and future air-to-ground gateway networks
Create, maintain, and track project activities using industry best practices such as IT Infrastructure Library (ITIL) and IT Service Management (ITSM) platforms, such as ServiceNow
Develop initial scope definition statements and ensure alignment with documented requirements
Research and author informational papers, perform stakeholder analysis, develop and execute communications plans/project plans
Perform Knowledge Management activities such as collecting stakeholder process inputs and authoring knowledge content to be used within EACN’s ITSM framework
Assist in establishing, documenting, and managing governance processes Expertly communicate project efforts, create infographics, briefings, topology diagrams, and visuals using government provided tools such as MS Teams, MS Visio, MS Power Point, or similar software
Develop and maintain Integrated Master Schedule (IMS) for projects, contracts, and license renewal tracking
3.3.1. Specific Experience and Knowledge: The contractor shall provide personnel with the below qualifications, documented experience and ability to demonstrate knowledge/skills/abilities in the following:
Experience leading/managing complex IT projects, preferably within the DoD (initiation, planning, execution, monitoring/controlling/closing)
Knowledge of space and terrestrial networks such as commercial satellite communications, ground entry points, air-to-ground gateways, voice and data networks (classified and unclassified), and the Defense Information Systems Network (DISN)
3.4. Task 4 – EACN Acquisition and Contract Support: The Contractor shall perform acquisition support activities such as developing acquisition milestones and identifying current and future life-cycle costs, as well as monitoring and supporting acquisition efforts needed to modernize and sustain the EACN. Assist the EACN PM with all stages of acquisition planning needed to deliver capabilities to US Senior Leaders.

3.4.1. Specific Experience and Knowledge: The contractor shall provide personnel with the below qualifications, documented experience, and ability to demonstrate knowledge/skills/abilities in the following:
Experience capturing, documenting, and tracking highly technical acquisition requirements
Experience with DoD Planning, Programming, Budgeting, and Execution (PPBE) processes
Knowledge of Business Management applications for projects, preferably ServiceNow’s IT Business Management (ITBM) platform
3.5. Task 5 – EACN Cyber Security Support: The contractor shall assist the Government with providing cyber security oversight and support, for ensuring that all enclave information systems are functional and secure. Contractor shall determine long-term Information Assurance (IA) system needs and acquisition requirements to accomplish operational objectives. Contractor will assist EACN PM and Information System Security Manager (ISSM) develop, implement, and maintain information security standards and procedures through the DoD certification and accreditation process.
Develop and modify computer environment IA security program plans and ensure IA requirements are identified, implemented, and reported
Work with PM and ISSM to complete and meet acquisition reporting mandates and requirements documents which may include Capital Investment via Air Force's Information Technology Investment Portfolio Suite (ITIPS) and Economic Analysis Reports
Review and provide recommendations on the effectiveness of the network defense countermeasures such as anti- virus, anti-spam, and intrusion detection and system solutions recommended by the EACN Tier 3 ISSO
Initiate, develop, and maintain artifacts in support of EACN’s Assessment and Authorization (A&A) and Risk Management Framework (RMF) package, as required for obtaining and maintaining IT system Authority to Operate (ATO)
Conduct annual Federal Information Security Management Act (FISMA) reporting for all IT systems
Monitor and review Cyber Security policies and assist with reporting EACN program compliance with USCYBERCOM and USAF Cyber Security/Information Assurance programs throughout EACN’s lifecycle
Monitor and report program’s compliance/status with DISA Information Assurance Vulnerability Alerts/Management (IAVA/M) and/or USAF TCNOs, and open Plan of Action and Milestones (POA&Ms) in accordance with DoD instructions and directives
3.5.1. Specific Experience and Knowledge: The contractor shall provide personnel with the below qualifications, documented experience, and ability to demonstrate knowledge/skills/abilities in the following:
Working knowledge of network and defense-in-depth principles required for maintaining security policies, standards, engineering designs, and implementation plans
Experience with analyzing existing and future systems, review security architectures and develop engineering solutions that integrate information security requirements to proactively manage information protection
Knowledge of Computer Incident Response Team (CIRT) activities, including forensic analysis
Working knowledge of security management tools; such as, McAfee Endpoint Security (ENS) and ePolicy Orchestrator (ePO) Intrusion Detection Systems (IDS), hardware and software firewalls
Working knowledge of DoD information security tools used for vulnerability scanning and risk assessment; such as, but not limited to Assured Compliance Assessment Solution (ACAS)
Experience in using security tool(s) to execute vulnerability and Security Content Automation Protocol (SCAP) scans, review/validate results, and communicate those results to PM, ISSM, and leadership
Working knowledge of DISA Security Technical Implementation Guides (STIGs) and ability to update/review applicable STIG checklists
Experience and strong working knowledge of USAF A&A, RMF, and ATO processes
Working knowledge and experience with the USAF Enterprise Mission Assurance Support Service (eMASS) system
Strong working knowledge of USCYBERCOM, DISA, and USAF cyber compliance and cyber order processes; Tasking Orders (TASKORDS), Operations Orders (OPORDS), Cyber Tasking Orders (CTOs), Time Compliance Network Orders (TCNOs), Maintenance Tasking Orders (MTOs), Cyber Notice to Airmen (NOTAMs) and Cyber Special Instructions (SPINs)
4. SERVICES SUMMARY (SS)
The table below summarizes the most important performance objectives and performance thresholds (specific standards) as identified within the body of the PWS. The absence of any performance objective and threshold from this SS shall not detract from its enforceability nor limit the rights or remedies of the Government under any provision of the contract.

Documentation will be submitted as required. Measured by government’s acceptance of the proposed documentation and no more than two instances of rework required during the period of performance.
Timely submission of Monthly Status Reports (MSR) required under this contract will be the primary metric of job performance.
5.3. MSRs shall be submitted by the
10th working day of the following month; with no more than one late MSR per period of performance.

5.4
5.1. Contractor Submission: Deliverables are to be transmitted with a cover letter, on the prime contractor’s letterhead, describing the contents, electronically through email to the COR, and to any other destination(s) as required per the Government’s request. If necessary, the contractor shall provide hard copy deliverables as required per the Government’s request. All deliverables shall be produced using recommended software tools/versions as approved by the Government. All reports shall be accomplished utilizing the MS Office Software Suite to include MS Project as required. All test materials, documents, notes, records, software tools acquired, and software produced by the contractor under this PWS shall become the property of the U.S. Government, which shall have unlimited rights to all materials and determine the scope of publication and distribution. The contractor shall be required to deliver electronic copies of all documents, notes, records and software to the Government quarterly and upon termination of the contract services or expiration of the contract period.
5.2. Monthly Status Report (MSR): Monthly status reports shall include status of tasks, schedules, deliverables, current and cumulative task funding status (direct labor and travel funding status to be reported separately as required), outstanding issues, and proposed resolution approaches and actions to resolve any outstanding issues. Status of tasks shall include a summary description and schedule of all tasks completed during the reporting period, all tasks currently on-going during the reporting period and all known tasks assigned for future reporting periods. The monthly invoice shall be submitted simultaneously with the monthly status report and are both due NLT the 10th calendar day of the month following the reporting period.
5.3. Project Documents: The contractor shall document the results of projects assigned by the Government. The contractor will be capable of providing documented results in the form of letters of finding, technical assessment, PowerPoint briefing, position papers and/or trip reports based on actual task assigned by the Government. The contractor shall provide in writing the results of all meetings that affect and/or change conditions, or result in additional agreements or requirements to the COR and the CO. The contractor shall not perform any work outside the scope or requirements of this PWS and resultant order without express written approval of the CO.
5.4. Small Business Utilization Report: The Contractor is required to submit a semi-annual report on small business subcontracting utilization performance.
5.4.1 The Small Business Utilization Report will be reviewed to determine if the contractor has performed in accordance with the Small Business Participation Commitment Document (SBPCD) incorporated into the contract. Failure to perform may negatively impact the contractor’s performance assessment report (CPAR) ratings.
6. NON-PERSONAL SERVICES AND/OR INHERENTLY GOVERNMENTAL
SERVICES.
The Government will neither supervise contractor personnel nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its personnel and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the TO PCO immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.
7. GENERAL INFORMATION.
7.1. Kickoff Meeting: The Contractor shall initiate work on this contract by meeting with key Government agency representatives to ensure a common understanding of the requirements, expectations, and ultimate end products within 10 days after contract award. The contractor shall discuss the overall understanding of the project and review the background information and materials provided by the requiring activity. Discussions will include the scope of work, deliverables to be produced, how the efforts will be organized and project conducted; assumptions made/expected and results. A concerted effort shall be made to gain a thorough understanding of the Government expectations.
However, nothing discussed in this or in any subsequent meetings or discussions between the Government representatives and the Contractor shall be construed as adding, deleting, or modifying any contract requirements, including deliverable specifications and due dates. Travel to/from the kickoff meeting will not be reimbursed.
7.2. Period of Performance: The period of performance consists of a one-year base period with four one-year option periods.
7.3. Place of Performance: The place of performance shall be in Government facilities at Scott AFB. The contractor may perform task related activities, such as reach back support, at other Government sites and contractor facilities within the local area when required and authorized by the COR or the CO. Reimbursement for local travel is not authorized. Classified work, if required, will only occur at a US Government facility or at another contractor’s cleared facility.
7.4. Travel: As an integral part of performing some of the requirements within this PWS, the contractor may be required to perform temporary duty (TDY) non-local travel (over 100-mile radius) to CONUS locations. Travel requirements for each option period are shown below. If any travel identified in the below table is unused, the FFP travel will be de-obligated via bilateral contract modification to remove funding from the travel CLIN(s). All travel arrangements shall be the responsibility of the contractor, to include airline, hotel, and rental car reservations. The COR will confirm the need for travel. The contractor shall prepare and submit a Trip/Travel Report, A003.

7.5. If an emergency or unforeseen travel requirements arises, or a change to the requirements stated here is necessary, a Task Order modification will be negotiated at that time and executed by the Contracting Officer.
7.6. Hours of Operations: On-site contractor support shall be available during standard duty hours. Standard duty hours are 07:30 AM - 16:30 PM CST (variations authorized with approval from the COR), Monday through Friday, excluding federal holidays.
7.7. Personnel Retention: The Contractor shall make its best effort to retain personnel in order to ensure continuity of the contract until completion. If it should become necessary to substitute or replace contractor personnel, the contractor shall immediately notify the COR in writing of what projects, tasks or assignments might be affected with the change and/or how the contractor will continue operations during personnel turnover. The Contractor in their best effort shall fill vacancies within 14 calendar days. The contractor shall ensure continuity of operations during periods of personnel turnover and long-term absences. Long-term absences are considered those longer than one week in duration.
7.8. Organizational Conflict of Interest (OCI): The contractor shall immediately notify the CO, if during the performance of the Contract, it becomes aware of any circumstance where its personnel or subcontractors may have a conflict of interest. In such circumstances, the contractor shall propose a conflict of interest mitigation plan offering suitable processes for alleviating situations that may lead to conflict of interest situations or the appearance of conflict of interest. The contractor is cautioned that there may be instances where actions it takes under this contract may preclude it from proposing on request for proposals in support of related activities of as a result of performance on this contract, as referenced in Attachment 2.
7.9. Telecommuting: Telecommuting may be allowed on a limited basis, at the Government's discretion, and shall be pre-coordinated with the respective Government COR and Contracting Officer.
8. GOVERNMENT FURNISHED EQUIPMENT/INFORMATION/ACCESS.
8.1. The Government will provide the following resources, as available, to the contractor for task performance:
The Government will make available workspace at a Government facility for contractor personnel, as required to support the contractor’s proposed staffing plan, at Scott AFB, IL.
The Government will make available all necessary normal office equipment (office work area, telephone, computer, printer, e-mail account, software, base network access, etc.).
The Government will provide photo identification, such as Common Access Card (CAC) and Restricted Area Badge (as required). The contractor shall comply with all requirements necessary to obtain a CAC and Restricted Area Badge.
All Government-provided products and facilities remain the property of the Government and shall be returned upon completion of the support services.
Contractor personnel supporting this requirement shall return all items that were used during the performance of these requirements by the end of the performance period.
The Government will provide access to strategic vision, process, and procedures information; CONOPS; roadmaps; and technical information as required for the performance of this contract.
LIMITED USE OF DATA. Performance of this effort may require the contractor to access and use data that is propriety to a government agency or government contractor, which is of such a nature that its dissemination or use other than in performance of this effort would be adverse to the interests of the government and/or others. Thus, contractor personnel shall not divulge or release data or information developed or obtained in performance of this effort until made public by the government, except to authorize government personnel or upon written approval of the Contracting Officer (CO). Contractor shall not use, disclose, or reproduce proprietary data that bears a restrictive legend, other than as required in the performance of this effort.
*All of the above Section 8 is NOT considered Government Furnished Property (GFP) as traditionally defined in the FAR/DFARS and as such, does not require the reporting associated with actual GFP.
9. SECURITY
9.1. Clearance: All contractor personnel assigned to this task shall be a United States citizen. All contractor personnel assigned to Task 2 and Task 3 above shall possess a TOP SECRET security clearance. All contractor personnel assigned to Task 1, 4 and 5 above shall possess a minimum of a SECRET security clearance. A DD Form 254, Department of Defense Contract Security Classification Specification will be required.
All contractor personnel shall comply with established security procedures for entering an installation and its facilities, including special security procedures for entry to restricted or controlled areas. The Contractor shall obtain the necessary badges, etc., for entry to restricted or controlled areas, if necessary, to meet the requirements of this PWS.
Assigned contract personnel will not have any open JPAS issues/comments prior to working PWS tasks.
9.2. Contractor Consent to Background Checks: The contractor shall not employ personnel to perform under this contract if the subject(s) is deemed or identified by the Air Force as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. These background checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to background checks. Contractor and subcontractor personnel who do not consent to a background check will be denied access to the installation. Information required to conduct a LEADS background check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor must have this information ready to provide to the Scott AFB Visitor Control Center, if requested. Contractors must ensure their personnel and those of their subcontractors have the proper credentials allowing them to work in the United States. Personnel later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
9.3. Access to Installations: (Contractors with DoD Common Access Card). Contractor personnel will be authorized unescorted access to the installation using their Contractor Common Access Card (CAC) issued by the local issuing authority office, upon receipt of a favorable background investigation. The contractor will follow contractor entry control requirements outlined in AFI 31-113, Installation Perimeter Access Control and the local Integrated Defense Plan and command/local directives. The contractor is not authorized escort authority for the installation. Any personnel not in possession of a CAC or locally issued DBIDs credential must be escorted by the sponsoring organization. Individual contractor CAC cards must be immediately returned to the issuing authority upon termination of employment, unfavorable fitness determination or completion of the contract when installation access is no longer required.
9.4. Badges: The contractor is required to provide identification badges for their personnel. All contractor personnel shall wear these badges while on duty on the Government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Contractor’s identification badge will not be used as an entry requirement for installation entry or into any Government designated controlled or restricted area.
9.5. Contractor Registration of Vehicles: All contractor or contractor personnel vehicles used for the performance of this contract on Scott AFB shall comply with all local, state and federal regulations including, valid vehicle registration and proof of current insurance. Additionally, any pass shall be surrendered to Security Forces upon demand to positively identify a person’s need to be on the installation
9.6. Access to Government Facilities with Controlled or Restricted Areas: The contractor must comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas, the Government may direct the contractor to leave the controlled or restricted areas at any given time.
9.7. Access to Government Facilities with Controlled or Restricted Areas for Replacement Contractor: The following scenario (i.e., replacement contractor with inadequate facility access) is abnormal. Government will ensure replacement contractors who do not have unescorted access to controlled or restricted areas are escorted continuously. Replacement contractor must submit paperwork to obtain unescorted access to restricted areas within seven days of being assigned.
9.8. Property Protection: Property protection for facility where the contractor’s primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative IAW AFI 31-101, Integrated Defense, and command/local directives. Contractor shall safeguard all Government-owned equipment and materials in his/her possession or use.
9.9. Identification of Non-Disclosure Requirements: Due to the sensitive nature of the data and information being worked with on a daily basis, all contractor personnel assigned to the contract are required to complete the Government provided non-disclosure statement within 30 calendar days after contract award to ensure information that is considered sensitive or proprietary is not compromised. Signed non-disclosure statements shall be provided to the COR and CO. In addition, it is imperative that safeguards be in place to ensure procurement integrity and Government functions are maintained. Contractors often have advanced knowledge of requirements and the procurement of those requirements (development, design, analysis, etc.). Contractors are authorized to identify and develop requirements and evaluate third party solutions, within the terms of the PWS. Information generated in the performance of the contract is not to be released or reviewed outside the Governmental sphere.
9.10. Privacy Act: Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
9.11. Safety: The Contractor shall comply with all local safety regulations and procedures in effect at the respective installation locations.
9.12. Training Requirements:
Cyber Awareness Challenge: Contractor shall comply with DoD 8570.01M and complete the cyber awareness challenge training on an annual basis. The

Antiterrorism Awareness Training: Contractor shall comply with DoDI O- 2000.16, Volume 1 and complete Level I antiterrorism awareness training within 30 days of requiring access to a Federally-controlled facility or military installation and annually thereafter. Controlled Unclassified Information (CUI): Contractor shall comply with DoDI 5200.48 and complete the controlled unclassified information training prior to receiving a network account. The Contractor shall provide individual personnel completion certificates in electronic format to the COR. Derivative Classification Training: Contractor shall comply with Executive Order 13526 and complete the derivative classification training on an annual basis. DoD 8570.01-M Information Assurance Management (IAM) Level III:
For EACN Cyber Security Support, contractor shall possess IAM Level III baseline certification at time of award. 10. ADMINISTRATIVE CONSIDERATIONS.
10.1. Section 508: All services and products provided in response to the requirements identified in this PWS shall comply with Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), and the Architectural and Transportation Barriers Compliance Board Electronic and Information Technology (EIT) Accessibility Standards (36 CFR part 1194).
10.2. Contractor Manpower Reporting: In order to support the requirements of title 10, U.S.C., section 235 and 2330a, DoD contractors will report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for AMC, via the Service Contract Reporting (SCR) section of the System for Award Management (SAM) (https://www.sam.gov). Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. The Government may use (but is not limited to) the following methods of incorporation:
The following is an example of how the Government may incorporate aspects of the awardee’s proposal as a narrative into the PWS in order to ensure that they are delivered during performance:
“The contractor shall perform the XX process as described in their proposal (provide proposal reference).”
The following is an example of how the Government may incorporate aspects of the awardee’s proposal by addendum to the PWS paragraphs in order to ensure that they are delivered during performance:

By submitting a proposal in response to this simplified acquisition proposal request (SAPR), the contractor and any of its affiliates shall be ineligible to compete, as a prime or subcontractor for any solicitation, subsequent contracts, orders, or other contract instruments that would arise from direct involvement in the tasks specifically identified in the PWS that create an un-mitigatable OCI.
Activities associated with supporting, planning, advising, and preparing documents connected with the services required under the PWS task 4 are examples (not an all-inclusive list) of direct involvement and have the highest potential to create an un-mitigatable OCI.
This Limitation on Future Contracting shall be in full force and effect commencing with the date of the award and continuing for a period of two years following task order termination.
The contractor shall include the substance of this Limitation on Future Contracting in subcontracts where the work includes tasks identified in the PWS that create an un-mitigatable OCI. The term “services,” as used herein, shall mean any diagrams, drawings, performance descriptions, conceptual designs, hardware configuration, models, computer software, architecture descriptions, design descriptions, capabilities descriptions, cost estimates, schedule forecasts and related documents associated with the lifecycle management and acquisition of the development, production, sustainment and disposal of the IT Systems.
The contractor acknowledges that the US Government shall or may in reliance of this agreement provide contractor personnel access to trade secrets, Government privileged information, and other restricted data. The contractor agrees to retain any and all information obtained in support of this Contract as US Government Controlled Unclassified Information and not to use said information on his or her own behalf or disclose same to any third party except as required in performance of this contract.
