SUBJECT: Questions & Answers for Simplified Acquisition Proposal Request (SAPR), FA445223R0001, United States Air Force (USAF) C-32 Flight Simulator Training
Please see the question(s) below that have been submitted by potential offerors and the government’s responses. If you have additional questions that are related to the topics on this memo, you may submit additional questions on or before noon (CDT) 13 March 2023.
The proposal due date is now also extended to 3 April 2020 at noon (CDT). Updated documents to reflect these changes will be available in the solicitation posting on SAM.gov.
As a result of these questions, the government has updated the PWS para 4.1.11.1. to the following:
4.11.1.1. During the course of this five-year contract, the Government anticipates that the USAF will commence the C-32 Avionics Modernization Program (AMP). When the Government has finalized details including simulator requirements, timelines, and estimated quantities for training on the new simulator, the Contracting Officer will send the Contractor a request for modification proposal so that pricing for the additional training courses on the new device can be negotiated and added to the contract. A reserved CLIN will be included in the contract and set as “to be negotiated” as a place holder for this anticipated modification.
Currently, the USAF anticipates the following requirements for the AMP simulator:
The simulator device for training will have dual cue flight directors, Pegasus FMC, Innovative Solution and Support Flat Panel Configuration (or similar flat panel displays), electronic flight instrument displays, Heads Up Display (HUD), Enhanced Flight Vision System (EFVS), WAAS/LPV capable GPS receiver, USB power/ownship position ports for carry-on Electronic Flight Bag (EFB), winglets and Pratt & Whitney engines. The HUD will be a Collins Model 6700 Head-Up Guided System (HGS) Enhanced Vision System (EVS) manufactured by Kollsman (Elbit Systems of America, (ESA)) and marketed as "EVS II." The Government also anticipates that in the first year of the AMP upgrade, initial and refresher training will be 75% legacy and 25% AMP. Year two will become 50% legacy and 50% AMP. Year three will be all AMP. This requirement is not finalized yet, so these details are subject to change.
Questions Submitted with Responses:
1. The PWS notes that contractors should have access to two types of simulators. The first one is the sim configuration currently in use. The second configuration indicates a need for Heads Up Display (HUD) and Enhanced Flight Vision System (EFVS). Can you please specify the make and model of each that will be required and when you anticipate them being necessary.
Response: The HUD will be a Collins Model 6700 Head-Up Guided System (HGS) Enhanced Vision System (EVS) which is manufactured by Kollsman (Elbit Systems of America, (ESA)) and marketed as "EVS II".
2. What will be the breakdown in old vs. new configurations regarding initial and recurrent training.
Response: Since the government cannot fully answer this question due to it depending on what happens with the Avionics Modernization Program (AMP), the PWS has been updated to clarify that this is not a current requirement. As more finalized information is received about the AMP, the Contracting Officer will initiate a request for proposal via modification with the contractor to add this training to the contract. If everything stays on track, the government will need AMP training in some form before the end of the five-year contract that is anticipated to result from this solicitation. As stated in the updated PWS, the government anticipates that in the first year of the AMP upgrade, initial and refresher training will be 75% legacy and 25% AMP. Year two will become 50% legacy and 50% AMP. Year three will be all AMP.
