SUBJECT: Simplified Acquisition Proposal Request (SAPR), FA445223R0001, United States Air Force (USAF) C-32A Flight Simulator Training.

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This SAPR is for the subject requirement to be awarded on a competitive best value basis, utilizing the Lowest Price Technically Acceptable (LPTA) source selection process. The acquisition will be conducted IAW FAR 13, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS), and the specific requirements outlined in this request and attachments. The terms and conditions will be IAW FAR Part 12, and the specific requirements outlined in this request and its attachments.

2. The solicitation number for this requirement is FA445223R0001. The solicitation is issued as a Simplified Acquisition Proposal Request (SAPR).

3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06.

4. This SAPR will be solicited as a 100% Small Business Set-aside via the SAM.gov website under NAICS code 611512 and small business size standard of $30,000,000.00. The Government intends to award a single Requirements type contract for the subject requirement.

The resulting Requirements contract will have a five-year ordering period.

6. Description of requirement: The Operational Support Airlift and Executive Airlift (OSA/EA) mission provides transportation to high-level government employees and Department of Defense (DoD) officials. HQ AMC/A3T requires contractor support to provide C-32A Pilot Simulator Training to include classroom and simulator training for the C-32A, which is a military derivative of the Boeing 757-200 commercial airliner used by the United States Air Force (USAF) for air transport for the Vice President of the United States, the First Lady, and members of the Cabinet and Congress. Training requirements for initial, refresher, and senior officers are addressed in AFMAN 11-202V1 and AFMAN 11-2EAV1 and will be satisfied by the fulfillment of this acquisition. Training shall be conducted at the contractor's facility in a Federal Aviation Administration (FAA) approved training center by FAA approved instructors. To be considered qualified, each contractor must possess an applicable training program approved under Title 14 Code of Federal Regulations (CFR) Part 121, or a training course approved under Part 142.

7. Training will be provided at the Contractor’s facility during the ordering period dates listed in the table above.

8. The provision at 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, applies to this acquisition. Attachment 3 serves as an addendum to 52.212-1.

9. The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services and the specific evaluation criteria to be included is listed in Attachment 3.

10. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.

11. Clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.

12. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition.

13. All additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices are listed in the Attachments 1-5.

14. A contract may be awarded to the offeror who is deemed responsible IAW FAR 9, as supplemented, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Addendum to FAR Clause 52.212-1 of the solicitation) and is judged, based on the evaluation factors and subfactors, to represent the best value to the Government.

15. Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

16. Identify any conflict of interest or appearance issues, which may be a potential Organizational Conflict of Interest (OCI) in accordance with FAR 9.5, as supplemented, and any solicitation clause(s). OCI mitigation plans or a statement that no OCI exists should accompany your proposal. Contractors are responsible for immediately notifying the Contracting Officer

(CO) should any potential conflict of interest arise at any time prior to and/or after contract award.

17. Your proposal must include a cover letter stating a proposal acceptance period of at least 120 days. Proposals offering less than 120 days may be deemed unacceptable. The cover letter shall be submitted on company letter head that includes the company name, address, and a specific point of contact (POC).

18. Questions and Answers / Assumptions and Exceptions: Offerors are cautioned that all communications are to be channeled through the CO. Any questions whether technical or contractual in nature shall be submitted in writing. Questions and Answers may be submitted in writing to the CO at angela.port@us.af.mil and Contract Specialist (CS) at amber.climaco@us.af.mil by 12:00 PM Central Standard Time (CST), Wednesday, 22 February 2023. Offerors shall address any assumptions and proposed exceptions to the CO in their proposal. No further questions will be addressed on this requirement after this time and date.

19. This SAPR is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the offeror associated with developing a proposal. The Government reserves the right not to award a contract in response to this SAPR. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.

20. Proposals are due by 12:00 PM CST on Wednesday, 15 March 2023. Submit proposal via email to the CO, Angela Port, angela.port@us.af.mil and CS, Amber Climaco, amber.climaco@us.af.mil. All electronic submissions shall reference the complete SAPR number in the subject line. Late proposals may not be accepted.
