MEMORANDUM FOR ALL beta.SAM.gov Small Business Contractors
FROM: 763d Enterprise Sourcing Squadron (763 ESS)
| 510 POW/MIA Drive, Bldg P-40 |
| Scott AFB IL 62225 |
SUBJECT: Questions and Answers for Request for Proposal (RFP), FA445220R0011, LOGISTICS INTEGRATION AND WEAPON SYSTEMS LOGISTICS NETWORK (LOGNET) SUPPORT
Q1: Could you please clarify if this requirement is solely technical support or includes the need to develop software or a system. In the Sources Sought document, the 4 Interoperability Functions include Function #3 to "provide AMIS functional programming support and training to the PMOs as well as Air Force users worldwide."
A1: The LOGNET requirement is for technical support and development of software. The development is for various applications for the G081 system. Function 3 includes programming for the MIS, training support for the field and Tier 1 Help Desk support at Tinker AFB.
Q2: In section 7) b. of the Submission details, we were asked to provide our experience in programming in major systems, as well as demonstrate knowledge of aircraft maintenance information systems. Is this required programming experience for support of the existing AMIS system (FMxC2 previously G081/MAF LOG C2), or is it for any new system development that is needed for this requirement? We noted that the notice in Beta.SAM.gov for this requirement was listed under NAICS 541512, which is why we are asking about the extent of software development as opposed to the extent of technical support such as IT infrastructure, end user support, SME expertise, help desk, etc.
A2: Please refer to Attachment 4 – DRAFT Addendum to FAR 52.212-2 for the Technical Approach evaluation criteria. The submission details in the Sources Sought are no longer applicable. While there are some development parts for G081, the majority of this work is for support.
Q3: We see the requirement for the Secret FCL as expected. We assume that the FCL will be required at the time of award? We intend to respond with a Joint Venture and our TS FCL is under evaluation presently and will be complete by time of award. Both parties of the JV have TS FCLs.
A3: Secret Facility Security Clearance is required at the time of award.
Q4: Is there an incumbent? If so, who are they and what was the winning bid, contract number and SOW?
A4: FA4452-20-R-0011 - DRAFT RFP is for the follow-on contract to FA4452-D-16-0001. FA4452-D-16-0001 was awarded to CSC Government Solutions LLC, now General Dynamics Information Technology (GDIT).
Q5: Must the offeror have SECRET clearance upon proposal submission? Or will USG consider sponsoring clearance of a winning offeror? Must major subcontractors have SECRET as well?
A5: Offerors do not need to have a Facility Clearance (FCL) upon submitting a proposal. However, they must obtain the FCL prior to starting any work on the contract. Please refer to Attachment 12 – LOGNET DD254, Department of Defense Contract Security Classification Specification, provides security classification guidance and requirements to the contractor and subcontractor performance for the contract.
Q6: Must we provide resumes for Key Personnel?
A6: Resumes are not required.
Q7: Must offeror have past experience with LOGNET specifically?
A7: Offerors are not required to have past experience with LOGNET.
Q8: The Notice ID FA445220R0012 is also used on another beta.SAM posting FA445220R0012: Mobile Radar Navigational Aid (MPN)-25 and Fixed Radar Navigational Aid (FPN)-68 Radar System Support. Additionally, in the Draft RFP, the number for this effort is FA445220R0011. Can you confirm which number is correct?
A8: This was an administrative error. Please use the number listed in the LOGNET attachments, FA445220R0011. Unfortunately we are unable to correct the error through beta.SAM without removing the posting, but it will be corrected when the official RFP is posted.
Q9: Attachment 3, Page 5, Para 1.2.4 Indexing. Ref: Each volume shall contain a detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections and will not count against page limitations. Can you please explain what type of Tab indexing you are expecting in the submission?
A9: Please ensure each volume contains a detailed table of contents to delineate the subparagraphs within that volume.
Q10: Attachment 1, Page 13, Para 4.4 RFP mentions immunizations will be provided by the government at no cost. Doesn't mention anything about DBA (Defense Base Act) insurance which is typically recovered as an ODC. The pricing matrix has a Travel line but it is not to be priced. So my question is will contractors need a DBA policy and if so, what is the method of recovery/pricing.
A10: DBA insurance will be required. DBA insurance is not separately priced for this contract.
Q11: Attachment 1, Page 14, Para 4.6. Normal Hours of Operation, the hours listed at 8am to 7pm which is 11 hours. It says it's for information purposes but just wanted to make sure it was noted. Don't know if that's the expected work day hours or just simply stating the hours that the government is open.
A11: Attachment 1, the IDIQ PWS, indicates normal Government duty hours are 0800 – 1700 (5PM). This is for informational purposes only.
Q12: Attachment 14, TO PWS. Reference to OCONUS deployments: There is no mention of travel-related cost recovery outside of travel/per diem costs. Does the Government intend to address this?
A12: If cost outside of the normal travel/per diem costs is anticipated, the contractor shall inform and get approval from the COR and CO.
Q13: Attachment 6, Provisions and Clauses, Page 55 & 57. FAR Clause 52.222-41 Service Contract Labor Standards is not checked as applicable on page 55 but is listed on page 57. Please advise if FAR Clause 52.222-41 applies to this solicitation
A13: FAR Clause 52.222-41 Service Contract Labor Standards is not incorporated in the provisions and clauses. Both references on page 55 and page 57 are part of FAR Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Neither references to FAR Clause 52.222-41 apply.
Q14: Para 3.2.1 Within Task 1, can the government provide a more complete list (the i.e.) of subtasks and their definitions: Sortie Generation is what, etc.
A14: Sortie Generation is defined as the launch, recovery and turn of aircraft. LOGNET supports the IT devices and reachback to the logistic systems that allow the maintainer to complete sortie generation activities.
Q15: Para 3.2.1 What is the anticipated testing load in FTE at the FAO, and what is the breakout of FTE duties?
A15: Testing load is on average 20 per month. Duties are not limited to, but include responding to calls from the field, routing calls to a SCR if necessary, and completing functional tests for a fix before pushing to production.
Q16: Are there fixed staffing requirements at LOGNET locations or does the contractor retain the ability to adjust staffing to workload?
A16: There are not fixed staffing requirements for LOGNET locations. This is a performance based acquisition.
Q17: Attachment 12 Draft LOGNET (DD254): Per the DD254 it appears the highest level required is Secret. However the IDIQ references this is the minimum. Could you please clarify?
A17: Secret Clearance is required. Contractors may have a higher level of clearance, but it is not required. This will be clarified in the FINAL RFP.
Q18: Attachment 14 Draft LOGNET TO PWS 4.6 Travel states “IAW AFI 10-248 paragraph 2.25.2.3 and DFAR section 252.225-7043, the contractor will provide Level 1 Anti-Terrorism Training to employees traveling outside the United States.” Believe this was a typo and should be AFI 10-245. AFI 10-248 is Fitness Program, but AFI 10-245 paragraph 2.25.2.3 references DFAR 252.225-7043 and addresses AT Awareness Training
A18: Correct, the AFI reference will be updated in the FINAL RFP.
Q19: Attachment 14 Draft LOGNET TO PWS 3.5.1.1.: Project Management (PMP) certification or equivalent is required. What constitutes equivalent?
A19: PMP Certification is required. This information will be updated in the TO PWS.
Q20: Attachment 14 Draft LOGNET TO PWS Table 5 Data Deliverables: A010 with an IDIQ PWS Para. 4.2.2. Note: A transition Out Plan is not specifically identified, but the section is about transition out period.
A20: Additional details regarding the Transition Out Plan, if required, can be found in CDRL A010.
Q21: Attachment 1 Draft LOGNET IDIQ PWS 4.28: Talks about Accident Report, but no CDRL number given. Accident Report should be CDRL A009 per Table 5 in TO PWS.
A21: This information will be updated in the FINAL RFP documents.
Q22: Attachment 1 Draft LOGNET IDIQ PWS 4.29.3. Talks about OCI violation reporting with CDRL A009. Believe a new CDRL number should be used and added to Table 5 in TO PWS because A009 says Accident Report
A22: No CDRL is required for OCI, please refer to the LOGNET RFP Cover Letter for information regarding OCI. The CDRL reference will be removed in the FINAL RFP documents.
Q23: Attachment 14 Draft LOGNET TO PWS Table 5 Data Deliverables. A012, A013, A014 and A015 all reference the TO PWS Para and not the IDIQ PWS Para as stated at top of the table column
A23: This was an administrative error and will be updated/clarified in the FINAL RFP documents.
Q24: Attachment 14 Draft LOGNET TO PWS Table 5 Data Deliverables: A015 with IDIQ PWS Para. 3.5.2.2. A015 with TO PWS Para (as mentioned above) with the para number 3.5.2.2.4
A24: This was an administrative error and will be updated/clarified in the FINAL RFP documents.
Q25: Attachment 1 Draft LOGNET IDIQ PWS para 4.21. The contractor shall inventory, store and protect the GFP in a bonded storage facility. This appears to conflict with the statement in 4.7.1 and 4.7.2 can you please clarify?
A25: IDIQ PWS Para 4.7 is referencing Government-Provided Equipment including Workspaces, Technology, and Incidentals that will be used by Contractor personnel on a regular basis in a Government facility. IDIQ PWS Para 4.21 is referencing Government Furnished Property referenced in para 3.5.4 Task 12 – Exhibit and Tradeshow Assets Management.
Q26: Attachment 1 Draft LOGNET IDIQ PWS 4.9.4 states all contractor personnel performing client system technicians or functional system technician support shall wear contractor provided AF-approved LOGNET shirt or blouse. Can you clarify what percentage of the task force this would effect?
A26: We cannot provide a percentage; however, this effects personnel under Task Areas 1, 2, 3 and 4.
