1 EXECUTIVE SUMMARY

Logistics Integration and Weapon Systems Logistics Networking Support (LOGNET) supports the United States Air Force (USAF) requirements for the technical support of electronic technical data at the aircraft sortie generation level and the aircraft maintenance information system (MIS). The aircraft MIS is known as; Core Automated Maintenance System for Mobility (CAMS-FM)/G081 in United States Transportation Command (USTRANSCOM)), G081 Mobility Air Force Logistics Command and Control (MAF LOG C2) in USAF, Field Maintenance Command and Control (FMxC2) and in the new Single Maintenance Information System that includes G081. The system is commonly known and from herein referred to as G081. This task order is for AMC’s Mobility Air Force (MAF) Global Mobility requirements. MAF functional business processes requirements translated into effective and viable system capabilities needed to meet global command and control requirements. G081 will provide all information and support of the G081 information which includes status of all aircraft, serialized asset tracking to collect, process, collate, validate, report, and archive reliability, availability, maintainability, configuration, inventory, status, performance (sortie/mission), maintenance, warranty and data through web-based applications and cloud base computing.

LOGNET manages resources in support of USAF’s Global Reach mission through inner-operation of logistics command and control functions, sub-functions, as well as staff and wing-level systems.

AMC/A4 manages MAF Global Reach mission decisions via enterprise-wide planning, systems engineering, architecture development, and interoperability processes.

LOGNET requires contracted support to implement strategic guidance as outlined by USAF and MAF.

The contractor ensures the technical solutions are compliant with Department of Defense (DoD), United States Transportation Command (USTRANSCOM), USAF, MAF, CAF, and joint architecture and integration goals.

The DoD requires USAF to effectively execute its worldwide assigned missions. To meet their mission responsibilities. AMC requires successful information technology integration of the overall logistics processes, including supporting systems and functions.

The LOGNET requirement encompasses contractor support for four separate interoperability functions where the contractor shall:

Interoperability Function 1: Provide support for IT infrastructure at wing-level Logistics functions through maintenance and enhancement of the electronic tools (eTools), mobile computing devices (i.e. rugged and standard laptops, tablets, handheld devices, etc.) and supporting systems (i.e. electronic technical orders) residing on the respective eTools and other Logistics devices.

Interoperability Function 2: Provide support for IT infrastructure at HQ staff and Program Management Office (PMO) by providing end user support of desktops, mobile devices (laptops, tablets, handheld devices, etc.), servers and conference rooms.

Interoperability Function 3: Provide G081 functional programming support and training to the PMOs as well as Air Force users worldwide. This requirement includes technical assistance to Air Force users, training product development, and database, web page and application programming integration.

Interoperability Function 4: Provide subject matter expertise for technology, policy and system integration recommendations. This requirement shall require an in-depth, sequential process demonstration of the implementation of each policy and/or IT infrastructure recommendation and potential impact to aircraft launches or generation.

2 SCOPE

This Task Order PWS requirement for AMC LOGNET involves technical support of MAF Logistics eTools (and other Logistics devices (with AMC/A4PI Collaboration)), technical support of the AMC Logistics PMO Systems, AMC A4 staff, conference rooms, programming, training and program management support. In addition, services are required to perform IT system support and assistance in the design, enhancement, and implementation of new or modified updates for existing and future IT systems. For the purpose of this PWS, enterprise architecture is defined as an umbrella architecture that covers all G081 execution-level activities and supporting systems.

For the tasks of this PWS, the contractor shall identify, research, plan, facilitate, analyze, develop, validate, test, manage and recommend business processes in support of AMC global logistics efforts and coordinate solutions with Air Force Logistics, Installations and Mission Support, Air Force Materiel Command, USTRANSCOM, Component Commanders, and AMC system engineers and programmers.

Contractor personnel shall comply with the LOGNET Non-Disclosure Agreement (Attachment XX).

The Government retains all decision authority.

3 REQUIREMENTS/DESCRIPTION OF SERVICES

3.1 Information Assurance Technical Certification Requirements In accordance with (IAW) DoD 8570.01-M Information Assurance Workforce Improvement Program, and Air Force Manual AFMAN 17-1303, Cybersecurity Workforce Improvement Program, the contractor shall provide Information Assurance Technical (IAT) Level II certifications for contractor personnel as required for PWS task requirements. Positions responsible for performing any of these functions, regardless of the contractor’s occupational title shall be identified as part of the IA workforce and must comply with DoD 8570.01-M and AFMAN 17-1303, Cybersecurity Workforce Improvement Program for specific requirements to meet certification levels.

3.1.1 Information Assurance Technical (IAT) Category

An IAT category position is defined as anyone who has been given access rights to manage core/DoD Information Networks Operations (DoDIN Ops) service(s), servers, or end-point devices. The contractor shall provide at a minimum IAT Level II certified personnel for portions of this PWS

3.1.2 Provide the following to the Contracting Officer Representative (COR) as a Contract Data Requirements IAW DoD 8750.01-M and AFMAN 17-1303:

Required at a minimum for Interoperability Function 1, Task 1, Interoperability Function 2, Task 2 – 4, and Interoperability Function 3, Task 7 and 8.

3.1.2.1 Provide a list of individuals and positions that meet the IA technical Certification

Requirements.

3.1.2.2 Appropriate cybersecurity certification(s) applicable for assigned cybersecurity workforce.

3.1.2.3 Copies of the following Government provided forms/memorandums:

3.1.2.3.1 Provide signed formal statement of assigned cybersecurity responsibilities before access to systems granted.

3.1.2.3.2 Provide signed privileged access agreement if privileged access is required for each IS/PIT system necessary to perform assigned duties before access to systems granted.

3.2 Interoperability Function 1

Provide support for IT infrastructure at wing-level Logistics functions through maintenance and enhancement of the electronic tools (eTools), mobile computing devices (i.e. rugged and standard laptops, tablets, handheld devices, etc.) and supporting systems (i.e. electronic technical orders) residing on the respective eTools and other Logistics devices.

The contractor shall provide at a minimum, IAT Level II certified personnel required to accomplish position responsibilities for NIPR and SIPR.

3.2.1 Task 1 – Technical Support Services for Logistics Functions (i.e. sortie generation, back shop, aerial port, and logistics readiness)

The contractor shall:

3.2.1.1 Provide support for the Logistics Information System (LIS) in sortie generation and integrate with Maintenance Information Systems operations at base level.

3.2.1.2 Provide end user support of the eTools and LIS server environment within the Logistics community.

3.2.1.3 Provide technical administration and operational monitoring of these eTools and servers strategic level program support.

3.2.1.4 Provide technical support at installations identified in Table 1, Logistics Support Locations and

Equipment. Contractor may be required to provide off-site support for installations without dedicated staff support (i.e., en routes).

3.2.1.5 Provide technical administration and operational monitoring of eTools and LIS servers as follows:

3.2.1.5.1 Manage government approved mobile devices, laptops, and computers (wired, or wireless) for Logistics functions. Table 1, Logistics Support Locations and Equipment, provides the approximate server and eTool estimates per location. The contractor shall view Table 1 as a close approximation. Servers and eTools may be added or removed as required by the government.

3.2.1.5.2 Perform equipment installations, peripheral connections, installation and deletion of software consistent with standard configurations and/or established policies.

3.2.1.5.3 Configure, modify, optimize and perform basic configuration management functions for software and hardware.

3.2.1.5.4 Perform initial system diagnostics and trouble-shooting. Identify problems and resolve hardware/software/network malfunctions.

3.2.1.5.5 Provide minor software and hardware maintenance, such as board replacement and/or upgrading components and installing software updates and patches. Replacement parts will be provided by the Government at Government expense or through warranty programs.

3.2.1.5.6 Document and maintain the system configuration while documenting and maintaining any software updates.

3.2.1.5.7 Develop installation instructions for both hardware and software as necessary.

3.2.1.5.8 Optimize functional servers and their services to better meet customer needs: e.g., creating user profiles, assigning printer access, and assigning user access permissions. Servers are being manage centerally at AMC/A4PI office in Task Area 2.

3.2.1.5.9 Coordinate support issues with all appropriate agencies.

3.2.1.5.10 Implement network security policies and procedures for Logistics functions equipment as directed by base or higher computer support agencies and organization's Information Systems Security Officers (ISSOs).

3.2.1.5.11 Enter all trouble ticket items to include problem resolution, date/time problem reported, date/time problem fixed, and recommendations into the government provided trouble-ticketing system.

3.2.1.5.12 Ensure all Logistics eTools and servers (hardware and software) comply with Air Force and DoD Information Assurance (IA) security standards as well as execute patches while complying with security bulletins.

3.2.1.5.13 Plan, operate and maintain backup system for LIS servers and eTools using industry standards or higher.

3.2.1.5.14 Track and manage IT equipment and assets as required and designated IAW all applicable DoD, AF, command, wing instructions, policies and guidelines.

* Osan AB, Republic of Korea and Singapore AB, Indonesia do not have Functional Application Servers and eTools located on the installations, but the possibility of eTools support on aircraft temporarily stationed on these installations does exist.

3.3 Interoperability Function 2

Provide support for IT infrastructure at HQ staff and G081 Program Management Office (PMO) by providing end user support of desktops, mobile devices (laptops, tablets, handheld devices, etc.), servers and conference rooms.

The contractor shall provide as required, at a minimum, IAT Level II certified personnel required to accomplish position responsibilities for NIPR and SIPR. The contractor will provide a POC and alternate for afterhours support. Support for Interoperability Function 2 is included in Task 2, Task 3, and Task 4.

3.3.1 Task 2 – Technical Support Services

The contractor shall:

3.3.1.1 Manage Government approved mobile devices, functional eTools (wired or wireless) and be responsible for the technical administration and operational monitoring of functional end user device and centrally managed servers in A4PI and the servers in the field noted in Task Area 1.

Table 2, A4 LOGNET Devices and Servers, provides an approximation of devices and servers the contractor will be responsible for under PWS Task 2. The contractor shall provide support for all devices and servers utilized in support of LOGNET requirements.

3.3.1.9 Coordinate support issues with all agencies.

3.3.1.10 Implement network security policies and procedures for A4 Support and G081 PMO (s) as required by base or higher computer support agencies and organization ISSOs.

3.3.1.11 Enter all trouble ticket items to include problem, resolution, date/time problem reported, date/time problem fixed, and recommendations into the government provided trouble-ticketing system.

3.3.1.12 Ensure all devices (hardware and software) comply with DoD, Air Force and local Cyber security standards.

3.3.1.13 Prepare, document, manage, and maintain the following: required user access documents (i.e.

laptop agreements, mobile device agreements, information assurance training), patch management, and security bulletins.

3.3.1.14 Plan, operate and maintain backup system for servers and end user devices using industry standards or higher.

3.3.1.15 Provide software/hardware work order determination and documentation support to customers.

Review requirement documents and provide recommended course of action for all software/hardware work orders. Upon approval, submit software/hardware requirements in the local tracking systems (e.g., Cyberspace Infrastructure Planning System (CIPS) and Remedy).

3.3.1.16 Prepare, document, and maintain an inventory of software licenses, software maintenance agreements and hardware maintenance agreements. The contractor shall submit notification of renewal requirements via a formal report to the Government monthly (CDRL A012) and ensure that renewal dates are identified no later than six months prior to the expiration date.

3.3.1.17 Prepare, document, manage, and maintain Emission Security (EMSEC)/TEMPEST drawings.

The contractor shall submit notification of EMSEC/TEMPEST changes via a formal documentation required by local and AF policies.

3.3.2 Task 3 – Information Technology Equipment Custodian (ITEC) Support

The contractor shall:

3.3.2.1 Track and manage all government furnished IT equipment and assets listed in Table 2, LOGNET Devices and Servers, as designated by AMC IAW all applicable AMC, USAF and DoD instructions, policies and guidelines (e.g. AFMAN 17-1203, “Information Technology Asset Management).

3.3.2.2 Provide primary focal point responsible for information technology equipment management, to include alternate(s) focal point in primary’s absence, at the time of award and immediately upon any primary or alternate focal point replacement during the life of the task order.

3.3.2.3 Receive ITEC training with the Base ECO within 30 calendar days of initial appointment and annually thereafter

3.3.2.4 Perform specific task requirements to include those listed below:

3.3.2.4.1 Receive, inventory, tag/identify, move, store, repair, and turn-in of all equipment.

3.3.2.4.2 Monitor, manage and control all assigned IT equipment.

3.3.2.4.3 Provide updated floor plans detailing current ITEC asset locations as required.

3.3.2.4.4 Perform and document the annual IT equipment inventory for all equipment listed in AFEMS

AIMS database and non-accountable items listed in A4 equipment database. Inventory will be conducted IAW local Communications Group procedures and schedules.

3.3.3 Task 4 – Executive Communication and Presentation System Maintenance and Support (Tier 1 and 2 at Scott AFB)

3.3.3.1 Provide Tier 1 (on-site) and Tier 2 (on-site maintenance and support for executive communication and presentation system (ECPS), commonly referred as video teleconference (VTC), and related equipment installed within AMC/A4. Currently, conference rooms, include one main conference room (classified and unclassified), a satellite conference room (unclassified), and a planning room (class and unclassified). All rooms include industry standard conference/meeting components. Tier 3 issues will be coordinated with appropriate VTC POCs and Government installation lead.

3.3.3.2 Provide maintenance and support for future systems that may be installed within AMC/A4.

3.3.3.3 Provide maintenance and support to effectively conduct unclassified VTCs, classified VTCs, and unclassified meetings/conferences in the AMC/A4 Main Conference Room and provide maintenance and support to effectively conduct unclassified VTCs and unclassified meetings/conferences in the A4 Satellite Conference Room.

3.3.3.4 Provide a single point for coordinating and setting up all conferencing, video, audio and presentation as required by the users.

3.3.3.5 Provide end-user and ECPS room support to include:

3.3.3.5.1 Troubleshoot customer problems/issues; validate customer issues and other hardware troubleshooting.

3.3.3.5.2 Identify issues and develop/implement solutions to fix/help users with respective Tier 1 and

Tier 2 issues immediately upon notification from Government installation lead.

3.3.3.5.3 Implement Tier 1 solutions within 1 hour of notification and Tier 2 solutions within 24 hours of notification. If the issue cannot be corrected as a Tier 1 or Tier 2 action, then the contractor shall notify the COR and Government installation lead.

3.3.3.5.4 Provide a full range of support for operations related questions or troubleshooting and fault analysis support. In the event of suspected trouble, the contractor shall isolate and correct all systems issues and shall assist in the resolution of network related issues.

3.3.3.5.5 Troubleshoot, isolate failed component, and complete repair actions, although full repair of the system will depend on parts availability. Once the site receives replacement hardware or software, the contractor shall work with local site personnel to restore the system to a state of operational readiness.

3.3.3.5.6 Provide a cost rough order magnitude (ROM) to the Government for all parts not covered under current warranty with available supplier list within two business days of identification of need.

3.3.3.5.6.1 Upon Governement approval orders will be placed using using applicable AF Information Technology Commodity Council (ITCC) enterprise buying programs via AFWay or other approved systems.

3.3.3.5.7 Install all new software upgrades released by the manufacture and required by TCNOs by approved standards. The contractor shall provide preventative maintenance inspections annually.

3.4 Interoperability Function 3

Provide G081 functional programming support and training to the PMOs as well as Air Force users worldwide.

3.4.1 Task 5 – G081 Management, Support and Training

The contractor shall:

3.4.1.1 Analyze and implement changes to MAF data in G081 to improve data accuracy, timeliness and integrity, ensure mapping data for aircraft parking locations is correct, and ensure the G081 databases and base codes match for all aircraft engines.

3.4.1.2 Manage MAFs global user accounts and data requests: ensure personnel have only has one user identification (ID); manage point of contact list and implement authorized administrator authority; manage the DD 2875 forms file for HQ AMC users; add/delete user IDs; and support system assistance requests and projects.

3.4.1.3 Prepare and submit the monthly electronic G081 newsletter to the COR for acceptance (CDRL A013). Upon appropriate Government acceptance, the contractor shall distribute the G081 newsletter electronically by uploading to the G081 SharePoint site or other government-approved methods.

3.4.1.4 Provide technical assistance to Wing-level G081 managers for programming and data analysis needs to include documenting, coordinating, and disseminating G081 system operating procedures.

3.4.1.5 Provide training to the end users at Continental United States (CONUS) and Outside Continental United States (OCONUS) locations an average of 1-2 weeks per month.

3.4.1.5.1 Training is done through manuals, hands on computer training, computer based training modules, teleconferences and on site training through travel.

3.4.1.5.2 Instruct and document formal and informal InfoAssist training classes. Help G081 Administrators with issues as they arise.

3.4.1.6 Create and document new or update current InfoAssist reports for HQ AMC staff offices, assist base level personnel in InfoAssist programming.

3.4.1.7 Design and document functional business processes to be incorporated as part of the G081 system capabilities.

3.4.1.8 Serve as focal point/subject matter expert for any required MAF system logistics.Prepare and monitor G081 for Data Accuracy and timeliness and support staff and base-level users with data error corrections.

3.4.1.9 Serve as focal point for inquiries to external users and other informational systems. Monitor and manage G081 and associated system (Global Reach and Broker) interface performance to and from MAF and external Logistics and Command and Control (C2) systems.

3.4.2 Task 6 – G081 Functional Assistance Office (FAO) Support (DISA, OKC)

The contractor shall:

3.4.2.1 Provide telephone support on-site at OKC for users from 0600L – 1800L Monday through

Friday and provide on-call support during non-duty hours.

3.4.2.2 FAO main focus is customer service for the base-level G081 adminastrators and others as required.

3.4.2.3 Assist and troubleshoot base-level problems with user ID Accounts, approximately 432 accounts.

3.4.2.4 Provide assistance to G081 users at all levels on the use and capabilities of the G081 system.

3.4.2.5 Maintain a log of all trouble ticket items to include problem, resolution, date/time problem reported, date/time problem fixed, and recommendations.

3.4.2.6 Utilize the Government provided helpdesk software.

3.4.2.7 Gather and document G081 System Change Request (SCR) Requirements (approx. 20 per month) to include detailed explanation of the problem.

3.4.2.8 Review and validate SCR Requirements submitted by base-level users as needed. Provide an analysis of the problem to programmers as needed.

3.4.2.9 Perform functional qualification test and implementation. Test program changes.

3.4.2.10 Provide routine functional day-to-day testing for changes before DISA implements them.

3.4.2.11 Assist the command manager where necessary to insure accuracy of job submission and completion by base-level users as focal point for G081 maintenance data collection questions.

3.4.2.12 Assist G081 managers in fielding new or revised system software.

3.4.2.13 Assist G081 and WebFOCUS programmers to understand the data requirements to support

Global Reach applications.

3.4.2.14 Coordinate, document, manage and update G081 master workcenter list; design, review, approve and establish work priorities for all G081 system change requests. Implement new MAF G081 Major Commands, units and Mission Design Series in G081. Update/edit G081 Help Panels.

3.4.3 Task 7 – Programming Support

Provide, at a minimum, IAT Level II certified personnel required to accomplish position responsibilities for NIPR and SIPR, IAW Air Force Manual (AFM) 17-1303 CYBERSECURITY WORKFORCE

IMPROVEMENT PROGRAM.

The contractor shall:

3.4.3.1 Enhance databases, web pages, and software applications in order to integrate data and visual overlays. All programming efforts shall be documented and delivered to the COR upon completion.

3.4.3.2 Design, document, and maintain applications, web, and system applications.

3.4.3.3 Document reviews and support implementation of new technologies for software integration and information accessibility.

3.4.3.4 Translate user requirements to requirements documents that will be utilized by the programming staff to program.

3.4.3.5 Design, document, and program using Visual Basic, JAVA, JavaScript, Perl and other modern languages to facilitate implementation of system improvements and capabilities.

3.4.3.6 Program and document special databases, and office products to meet the needs of Logistics user using general and special tools such as Structured Query Language (SQL) techniques in support of MS Office, ORACLE and Microsoft (MS) SQL Server databases.

3.4.3.7 Design, document and maintain the A4 website and unique applications to support USTRANSCOM, USAF Deputy Chief of Staff for Installations and Logistics, AMC/A4 and base-level logistics users.

3.4.3.8 Support web page transition to meet new architecture where appropriate.

3.4.3.9 Analyze requirements, design, create, document, test, integrate and implement automated application requirements in required databases or programming languages.

3.4.3.10 Analyze existing databases to integrate, document, coordinate, and implement information resource consolidation plans.

3.4.3.11 Provide program management support to develop, test, debug, technical documentation, as well as presentation support for high-level program management briefings and documentation formulation.

3.4.3.12 Provide technical advisement for translating user requirements to programming language, infrastructure and applications used within all Logistics functional areas in support of customer needs.

3.4.3.13 Apply and document SQL database programming with both desktop and Oracle, SQL Server databases to accomplish data export, transform, load and data fusion functions.

3.4.3.14 Design, document, and maintain both Oracle, and SQL Server databases.

3.4.3.15 Conduct system administration activities for database servers including software installation, maintenance, and system administration for both development and production servers (includes updating configuration/restoral programs).

3.4.3.16 Design, document, build special databases and enhancements to MS Office products to meet the needs of Logistics users.

3.4.3.17 Design and document approved program requirements for example, MS Visual Basic, C and C++, .NET, Java, JavaScript, XML, Perl, Hypertext Mark-up Language, Unix shell scripting, and other programming languages to facilitate desired system improvements and capabilities.

3.4.3.18 Design, document, and execute data retrieval and extraction applications against various databases containing critical Logistics information to include the Logistics data warehouses.

3.4.4 Task 8 – G081 Software/Database Enhancement and Management

The contractor shall:

3.4.4.1 Develop, implement, document, and support life cycle for G081 configuration management processes (Team Foundation Server), practices, and procedures in compliance with applicable DoD, DISA, US TRANSCOM, and AMC regulatory guidance governing IT assets and systems.

3.4.4.2 Design, document and program approved modifications and/or enhancements to the programs that fall within the G081 umbrella to include Flight Following, LEAP, Global Reach, and Dropped Objects as examples.

3.4.4.3 Develop programs, respond to systems change requests and program documentation changes from user requests or requests from the G081 program manager.

3.4.4.4 Develop reports that are parameter driven compound reports using applicable tool and document the various steps taken during all phases of development and implementation.

3.4.4.5 Create reports that are written for ReportCaster and portal experience using program manager approved standardized rules and policies and document every step of the way to include testing results.

3.4.4.6 Utilize IBI WebFOCUS Business intelligence toolset with relational databases, or similar tools, to extract and transform data and make the data accessible in SQL, ORACLE relational or XML schemas, or push data into various Oracle databases for use by web, DoD, AF applications or other applications as appropriate.

3.4.4.7 Develop and maintain Oracle views, oracle stored packages, stored procedures, build reports that use a stored procedure, knowledge of JavaScript, JQuery.

3.4.4.8 Program and document fixed and ad-hoc reports using general and special tools such as MS Excel, Access, Information Builders Incorporated’s (IBI) WebFOCUS decision support tools in support of Logistics and other AMC agencies.

3.4.4.9 Design, document, and execute data extraction programs against various mainframe databases containing critical Logistics and C2 information and other documents to include the data from logistics data warehouses and online transaction processing.

3.4.4.10 Design and document interface architecture between AMC GCSS and related GCCS systems.

3.4.4.11 Develop and maintain Internet/Intranet application programs on various system platforms

(UNIX and NT) using Visual Basic, HTML, Java, XML, Info Assist, WebFOCUS (8.0.0.6M or higher) and Oracle Application Server, WebFOCUS App Studio, Ultra Edit, TOAD version 12, Oracle.

3.4.4.12 All programming efforts shall be documented and delivered to the COR .

3.5 Interoperability Function 4

The contractor shall provide subject matter expertise for technology, policy, and system integration recommendations. Recommendations shall include detailed forecast demonstrations on how policy and IT infrastructure recommendations’ implementation affect Logistics functions, especially aircraft launches or sortie generation.

3.5.1 Task 9 – G081 Program Management

The contractor shall:

3.5.1.1 Project Management of G081.

3.5.1.1.1 Project Management (PMP) certification or equivialant is required.

3.5.1.1.2 Plan, initiate, and manage information technology (IT) projects. Lead and guide the work of technical staff.

3.5.1.1.3 Serve as liaison between business and technical aspects of projects.

3.5.1.1.4 Plan project stages and assess business implications for each stage.

3.5.1.1.5 Monitor progress to assure deadlines, standards, and cost targets are met. Manage, coordinates and facilitates all aspects of short and long-term projects including planning, scheduling, cost, time and quality commitments, risk management, and resources.

3.5.1.1.6 Plan, estimate, and organize system integration efforts. Coordinate activities across multiple disciplines to ensure seamless communication between the leadership and technology team.

Apply the decomposition-integration paradigm to manage complexity.

3.5.1.1.7 Manage the implementation of complex system interfaces. Assess and respond to the risks inherent in integration projects.

3.5.1.1.8 Apply the decomposition-integration paradigm to manage complexity. The contractor shall focus on the business emphasis of systems integration.

3.5.1.1.9 Implements program and project methodologies, following appropriate internal processes, tools, and templates.

3.5.1.2 G081 Program Management Office

3.5.1.2.1 Assist in reviewing, implementing, and developing Air Force Instructions (AFIs), AMC

Instructions, and AMC/A4 Operational Instructions.

3.5.1.2.2 Participate in and assist functional managers at various program management reviews, technical exchange meetings, improvement working group conferences, technical order conferences, meetings and conferences, approximately 10 per month.

3.5.1.2.3 Coordinate with DoD and USTRANSCOM organizations, including Air Staff, to provide maintenance management assistance support of MAF aircraft (airlift, aerial refueling) and operational support airlift/executive airlift aircraft systems.

3.5.1.2.4 Provide subject matter expert to USTRANSCOM J4, J5, and J6 Air Staff, Electronic System Center, and Operations and Sustainment Systems Group for evaluation of IT system requirements and DoD Data Strategies.

3.5.1.2.5 Create, define and validate MAF logistics and operational processes.

3.5.1.2.6 Create and validate MAF business processes needed to sustain the MAF Global Mobility

Mission.

3.5.1.2.7 Review and evaluate plans and development efforts to ensure Logistics IT can be supported within the existing and planned AMC Logistics Enterprise Architecture.

3.5.1.2.8 Provide management and technical support between USTRANSCOM, Air Staff, AMC divisions, other government agencies, and contractors supporting AMC and MAF IT and/or Logistics systems.

3.5.1.2.9 Create technical plans to sustain existing MAF Logistics automation support systems and provide inputs to DoD, USTRANSCOM, USAF, and AMC.

3.5.1.2.10 Review architectures, identify impacts, and provide written or verbal recommendations to the Government.

3.5.1.2.11 Perform requirements gathering, defining and analysis.

3.5.1.2.12 Create, present, and support high-level program management briefings and documentation as required.

3.5.1.2.13 Support the enhancement and implementation of IT applications to meet functional business processes in support of MAF Global Mobility mission and MAF users.

3.5.1.2.14 Investigate IT solutions for compliance and interoperability with the objectives of

USTRANSCOM and Air Force data strategies.

3.5.1.2.15 Monitor, schedule, coordinate and manage the enhancement of services to ensure IT solutions are within schedule, cost, quality, and objectives for USTRANSCOM, AF and MAF IT logistics processes.

3.5.1.2.16 Attend technology conferences and meetings.

3.5.1.2.17 Advocate AMC Logistics C2 positions in meetings, workgroups and conferences and produce meeting minutes.

3.5.1.2.18 Provide technical review and business process re-engineering support to AMC and AF modernization management strategies.

3.5.1.2.19 Enhance and implement MAF specific business process architecture needed to support strategic planning, Enterprise Logistics Strategy (ELS), and other DOD and AF initiatives.

Business process architecture shall include the following viewpoints: scope, capability, data and information, operational, project, standards and systems viewpoints.

3.5.1.2.20 Modify and integrate functional and system operational requirements in support of DOD, USTRANSCOM, AF, and MAF, to include, Global Combat Support System (GCSS) Joint Distribution Architecture (JDA) architectural constructs, logistics information requirements, and data standardization.

3.5.1.2.21 Enhance and maintain logistics systems and processes required to support mission planning and execution initiatives. Approved contractor modifications or additions to logistics systems and processes shall be coordinated via email with HQ AMC/A4/A3 and 618 Air Operation Center (TACC).

3.5.1.2.22 Support the enhancement and implementation of IT applications to meet functional business processes in support of MAF Global Mobility mission and MAF users.

3.5.1.2.23 Investigate IT solutions for compliance and interoperability with the objectives of USTRANSCOM and Air Force data strategies.

3.5.1.2.24 Monitor, schedule, coordinate and manage the enhancement of services to ensure IT solutions are within schedule, cost, quality, and objectives for USTRANSCOM, AF and MAF IT logistics processes.

3.5.1.2.25 Monitor and coordinate AF, USTRANSCOM and MAF proposed business capability solutions that relate to Executive Information System (EIS) and Decision Support Systems (DSS) software applications to determine viability, feasibility, and cost-effectiveness. The contractor shall provide the COR notification of actions required via email based on risk analysis or return on investment (ROI) for each application or system projected.

3.5.1.2.26 Coordinate with Air Force lead agencies to enhance and implement a common system to capture, access, and display, a common operating picture for critical logistics information from the source transactional systems.

3.5.1.2.27 Manage and monitor software enhancement, software security, web services enhancement, other IT device applications, and security layer integration. Coordinate between DISA and portfolio management/CIO

3.5.1.2.28 Facilitate requirements enhancement, operation and sustainment of prototype applications, models and databases to identify optimal solutions for integration concepts and problems integral to the integration process. Modify schedules and implementation plans (including those for parallel operations). Identify technical approaches and prepare a description of anticipated prototype results as required by the COR. Prepared documents shall be coordinated as required via email to the COR.

3.5.1.2.29 Assist with migration of legacy systems to a single consolidated approved Air Force system (managed by HAF cluster IPTs) or an existing standard infrastructure, DOD Enterprise Computing Center (DECC), or MilCloud/commercial cloud service provider.

3.5.1.2.30 Ensure all mobile applications being developed/modified/integrated are IA Certified and are enhanced to be device agnostic.

3.5.1.2.31 Provide technical analysis and support sustainment of data integration requirements with USTRANSCOM, AF, AFMC, AMC Command and Control (C2) and logistics systems.

3.5.1.2.32 Provide technical review and business process re-engineering support to AMC and AF modernization management strategies. Contractor shall ensure MAF mission requirements are maintained.

3.5.1.2.33 Identify and coordinate approved IT solutions to meet Air Force directed Enterprise Logistics Strategy (ELS) technical and functional specifications, including MAF global mobility planning and execution processes.

3.5.1.2.34 Support front-end automated logistics tool-sets to provide internal AF, AFMC, USTRANSCOM and external OEM IT system interfaces and/or data exchanges.

3.5.1.2.34.1 Prepare briefings, point papers, position papers, and other required documents relating to the mentioned tasks throughout section 3.5.

3.5.1.2.35 Create and validate AMC and MAF IT infrastructure and process requirements needed to support SDDP planning, development and delivery.

3.5.1.2.36 Lead, facilitate, participate in, provide logistical support, and/or document meetings as required.

3.5.1.2.37 Perform daily interaction with government agencies in support of AMC Logistics information technology requirements.

3.5.1.2.38 Ensure compliance with all integration requirements of appropriate Logistics Systems data elements with all planned and operational C2 systems supporting day-to-day worldwide AMC operations.

3.5.1.2.39 Ensure compliance with all System Interoperability Testing (SIT) requirements of Logistics and C2 systems supporting day-to-day worldwide AMC operations.

3.5.1.2.40 Create, draft, and maintain data element standardization (data dictionary) for Logistics C2 automated systems interfaces.

3.5.1.2.41 Ensure existing Logistics support systems are properly integrated into current and projected C4I and other USTRANSCOM, AMC Master Plans, Concepts of Operations (CONOPS), and system requirement documentation.

3.5.1.2.42 Provide testing and debugging support, to include the development of technical documentation.

3.5.1.2.43 Review and validate SCR Requirements submitted by HQ AMC staff and base level users.

3.5.1.2.44 Provide problem analysis support to programmers, as needed.

3.5.1.2.45 Support SCR Functional qualification test and implementation requirements.

3.5.1.2.46 Provide functional and systems analysis, integration, documentation, and implementation assistance in support of airlift and tanker aircraft functional maintenance managers.

3.5.1.2.47 Complete G081 program updates test execution and applicable documentation development, prior to release to the field.

3.5.1.2.48 Assist with migration of legacy systems to a single consolidated approved Air Force system

(managed by HAF cluster Integrated Product Teams (IPTs) or an existing standard infrastructure, DOD Enterprise Computing Center (DECC), or MilCloud/Amazon Web Services.

3.5.1.2.49 Ensure MAF mission requirements are maintained.

3.5.1.2.50 Coordinate and manage integration of all approved G081 system and infrastructure requirements to support logistic system planning and implementation.

3.5.1.2.51 Identify Global Reach and G081 system changes to support both military and commercial logistics requirements, including OEM support.

3.5.1.2.52 Identify and manage enhancements to G081 for use of air to ground communication processes in support of mission generation capabilities.

3.5.1.2.53 Identify and provide process improvement areas as they pertain to logistics, G081 programmatics and proposed course of action within HQ AMC/A4, to improve the efficiencies in support of Logistics Enterprise Architecture (LOGEA) and Air Force Enterprise Logistics Strategy (ELS).

3.5.1.2.54 Identify enterprise and project level technical solutions for G081 and associated IT system modernization. Levels of investigation include enterprise, sub-enterprise, and system levels.

3.5.1.2.55 Review Original Equipment Manufacturer (OEM) provided Mission Design Series (MDS) specific information data systems. Through technical interchanges with OEM experts, the contractor shall identify the G081 program changes needed to interface with those systems as well as associated technical data systems. Identified G081 requirements shall be coordinated via email with the COR on an as required basis. During technical interchanges the contractor shall communicate MAF data strategies and business practices verbally, telephonically or by email to the COR provided POC, and the OEM contractor.

3.5.1.2.56 Identify and determine data required to meet Air Force directed ELS projects and integrate approved IT solutions with G081 and associated IT systems as needed.

3.5.1.2.57 Provide, design and enhance requirements to meet MAF system process improvements for USTRANSCOM Mission Area Manager (MAM)/ Sub-MAM for Air Operations Planning & Execution, AF Portfolio Management (PFM), and Program Objective Memorandum (POM) goals. These include the gathering of data, enhancement of supporting documentation, identification of alternatives and requirements, as well as, oversight of G081 program funding plan and supporting justifications.

3.5.1.2.58 Review, maintain and coordinate all G081 and associated system documentation updates including architecture, service level agreements and system sustainment documentation required to support DISA/CDA, USTRANSCOM, MAF Units, and AMC staff system operational documentation requirements.

3.5.1.2.59 Review and coordinate on all external system technical and operational documentation related to G081 to ensure the system/application functionality and integration is compatible and meets DOD, USTRANSCOM, and AMC architectural requirements and objectives.

3.5.1.2.60 Integrate data conversion strategies to transfer weapon systems data current and historical records, from other Maintenance Information Systems to G081. This involves evaluating, planning, and implementing all approved G081 data migration plans and strategies from system-focused “as-is” and ‘to-be’ models.

3.5.1.2.61 Act as the liaison between Department of Transportation’s (DOT) System Center and AMC/A4 to modify and design enhancements to Logistics C2 applications. Ensure the applications meet requirements defined by base-level production managers and AMC decision-makers.

3.5.1.2.62 Act as subject matter experts to examine airline and IT industry trends for possible G081 enhancement and implementation to enhance the customer interaction of unique IT business insights and opportunities related to the Global Mission.

3.5.1.2.63 Provide recommendations via email of any identified industry trends to the COR on an as required basis. Approved recommendations to G081 will be developed/implemented/sustained by DISA/CDA with contractor coordination and management of implementation activities.

3.5.1.2.64 Participate in trade shows and review technical publications to identify commercial best practices to modernize Global Reach and MAF G081. The contractor shall coordinate via email identified industry best practices with the COR on an as required basis. Approved best practices will be developed/implemented/sustained by DISA/CDA with contractor oversight during implementation. The contractor shall manage best practice implementation of MAF G081 infrastructure (hardware/software/firmware) changes.

3.5.1.2.65 Pinpoint conversion strategies to migrate G081/MAF Log C2 data management requirements and logistics system functionality. The contractor shall manage implementation of approved high-level strategies as defined by COR.

3.5.1.2.66 Review USTRANSCOM, AF and DOD recommended business processes (estimated 15 total) for possible integration with G081/MAF Log C2. Integration reviews are in reference to the applicability, viability, security posture, performance, scalability, sustainability, performance, and ease of use, to determine if business process reviews meet logistics system objectives and support Global mobility mission planning and execution requirements.

3.5.1.2.67 Implement and coordinate AMC Global Reach user interface module requirements to support in-garrison and deployed forces using the Global reach-back capabilities.

3.5.1.2.68 Coordinate and manage integration of all approved G081 system and infrastructure requirements to support logistic system planning and implementation.

3.5.1.2.69 Provide G081 IT guidance and management support to USTRANSCOM to ensure program management and funding actions for G081 are articulated to include cost alternatives to meet DOD and USTRANSCOM initiatives. Any issues identified will be presented to the COR via email for resolution as required.

3.5.1.2.70 Identify Global Reach and MAF G081 system changes to support both military and commercial logistics requirements, including OEM support.

3.5.1.2.71 Enhance and support implementation of G081 system interfaces between new aircraft capabilities and existing and/or planned logistics systems.

3.5.1.2.72 Identify and manage enhancements to G081 for use of air to ground communication processes in support of mission generation capabilities.
