Question

SAPR Instructions to Offerors, 1. Instructions to Offerors, Section I., page 4 (top of page) o References “Staffing Matrix (Attachment 1).” Attachment 1 is the SAPR Instructions. Is a staffing matrix required and if so, will the Government provide a template?

o Staffing Matrix not required. Amendment to Attachment 1 SAPR Instructions to Offerors has been posted reflecting changes.

o References proposal elements that will not be counted within the page limit such as “position descriptions of key personnel, labor category descriptions, Staffing Matrix, Pricing Matrix, and if required, OIMP.” Are these to be included as appendices to Volume I and if so, are they required to be in PPT slide format?

o Staffing Matrix, position descriptions of key personnel, and labor category descriptions not required. Amendment to Attachment 1 SAPR Instructions to Offerors has been posted reflecting changes.

Attachment 4 – Pricing Worksheet shall be completed using current Microsoft Excel format and included as an appendix.

o Is an OIMP required for this proposal?

o OIMP or statement that no OIC exists shall be provided as an appendix in Microsoft Word format.

o Is (1) Volume I: Cover Letter to be submitted as a separate file from

(2) Volume I: Technical Proposal? If yes, is the Cover Letter required to be submitted in PPT slide format?

o Yes. Cover letter should be in Word format.

SAPR Instructions to Offerors, 2. Basis for Contract Award, Section C., page 6 (top of page), Factor 1 – Sample Project o References “The sample project submitted shall be from an existing publication the vendor currently publishes or published within the last 3 years.” As the Instructions to Offerors, 1., Instructions to Offerors, Section H states that proposals shall be submitted electronically, in what format should the Sample Project be submitted?

o PDF Format.

o Is the Government looking for a sample of a full publication

(magazine), or an article/articles?

o Please submit a sample of your choosing. The Government is evaluating overall quality IAW Attachment 1, SAPR ITO, Factor 1 – Sample Project, page 6.

o Is there an opportunity to submit a hard copy of a publication as the sample project? If so, please provide an address for sending.

o You may submit a hard copy. The address to send a hard copy is:

PWS, 1.2 Scope o The PWS calls for 40 pages. Does that count include front and back covers?

o Yes, that includes covers.

o 1.3.1.1 calls for 20 pages. Will the remaining 20 pages be ads/PSAs?

o Themed content will be approximately 20 pages, but will vary from issue to issue. The remaining pages will contain non-theme related content including Milestones, Quickstoppers, “A Day in the Life” Spotlights, ad-hoc articles, Unit-submitted articles, etc.

PWS, 1.3 Specific Support Services o How often shall the website be updated?

o Quarterly, with each new edition of the magazine.

o What are the specific security requirements for the website?

o Themobilityforum.net is public domain and does not necessitate specific security requirements.

o The PWS states that “the contractor shall generate social media posts, to include Facebook and Twitter….” Is the contractor supposed to obtain, withhold and manage specific social media platforms?

o The contractor will generate post content suitable for social media platforms when requested; AMC Public Affairs will manage any content published to AMC websites/social media platforms.

o Will the Government require the social media content to be original? Or can the contractor repurpose editorial content for social?

o Repurposing editorial content is sufficient.

PWS, 1.3.2 Publishing o Will the Government broker this contract? Confirming that we are only providing pricing for labor and travel?

o Publisher is not responsible for printing. Contractor is only providing pricing for labor and CDRL A001. Travel costs are NOT being proposed. Please refer to Attachment 2 PWS, para 3.6. FFP travel costs will be negotiated between Government and contractor by contract modification throughout POP of contract.

o Will the contract with the GPO have to be renewed every OY?

o No.

PWS, 1.3.2.2 Writing o Will the AMC provide a proposed editorial calendar? Or will the contractor be required to pitch an editorial calendar during the bid, or work start?

o All editorial deadlines are addressed in the PWS. The contractor may create their own editorial calendar but it is not required as part of the pitch.

PWS, 1.3.3.

Photographic Services o How many shoots does the AMC foresee happening each OY? And are these portrait shots, or standard field journalism shoots?

o The number of shoots will vary depending on current events;

shoots are typically only required for conferences and similar events, but may be requested by AMC on an as-needed basis.

They are generally standard field journalism shoots, but portraits may be requested as well.

PWS, 1.3.8 Mailing Services o How frequently will AMC require the contractor to update the mailing list?

o The mailing list should be updated quarterly as necessary to ensure the most current list is used for the upcoming edition.

o How will the Government provide mailing list updates to the contractor?

o AMC/SE will provide updates via email or verbally during production meetings.

PWS, 3.6.1 Leadership Interviews o What is the expectation for the leadership interviews? Will the interview be used strictly for editorial? Or will the contractor need to provide portrait photography?

o Leadership interviews are expected to be sufficient to produce a one page article and typically include one portrait photograph. On rare occasions, articles may be requested to be two pages. Official photographs are generally used and can be obtained from AMC/PA and other government sources. Occasionally, field photographs featuring the highlighted leader will be used.

PWS, 3.6.2 AMC/SE

Conference o What contractor staff will be required at the conference? Will the contractor be allowed to stay on base, or need to acquire lodging off post?

o AMC/SE does not dictate staff requirements for conferences; the contractor may use whatever staff they deem necessary to produce required articles and photography.

o Contractor employees will need to acquire lodging off post.

PWS, 3.6.3 The Mobility Guardian o What contractor staff will be required at the conference? Will the contractor be allowed to stay on base, or need to acquire lodging off post?

o AMC/SE does not dictate staff requirements for conferences; the contractor may use whatever staff they deem necessary to produce required articles and photography.

o Contractor employees will need to acquire lodging off post.

PWS, 3.6.4

Airlift/Tanker Association (A/TA) Conference o What contractor staff will be required at the conference? Will the contractor be allowed to stay on base, or need to acquire lodging off post?

o AMC/SE does not dictate staff requirements for conferences; the contractor may use whatever staff they deem necessary to produce required articles and photography.

o A/TA is held at varying civilian conference centers/hotels; the contractor will typically acquire lodging at that location

PWS, 4 Security Requirements o What are the applicable security requirements?

o Security requirements are addressed in the subparagraphs under the Security Requirements section of the PWS
