Performance Work Statement
HQ AMC/SE, The Mobility Forum Magazine
11 July 2019
1. DESCRIPTION OF SERVICES:
1.1. Background.
The Mobility Forum (TMF) is Air Mobility Command’s sole mishap prevention magazine. Features and articles are generally focused on the people and/or operational aspects of AMC’s mission with a target focus on safety and risk management. For informational purposes, a 508 compliant format of the publication can be accessed at https://www.my.af.mil/gcss-af/USAF/ep/globalTab.do?command=org&pageId=681742&channelPageId=-358429. In addition, the publication is available online in the public domain at www.themobilityforum.net. The webpage is an approximate representation of the printed publication.
1.2. Scope.
The contractor shall provide all management, labor, long distance phone service, and transportation necessary to prepare for publishing TMF four times yearly (quarterly) in support of HQ Air Mobility Command Safety Office (AMC/SE), Scott AFB IL. Publication size is 40 pages per issue. DoD-wide circulation is approximately 3000 copies per quarterly publication. The objective is to publish a command safety magazine where the majority of articles relate to specific aspects of AMC operations while still being understandable and interesting to the general audience.
1.3. Specific Support Services.
Services include developing or expanding publication themes, soliciting articles for publication, writing articles, editing all articles, interviewing subject matter experts, publication arrangement/layout, graphic design, support for articles, acquiring all photographs and graphics, preparation for printing and distribution, preparing and maintaining webpage, preparing layout/design that is compatible with electronic dispersion such as mobile apps, Facebook and Twitter, attending monthly production teleconferences, and coordinating the final layout with AMC/SE for approval. Final printing and distribution will be accomplished via a contract arranged by AMC/SE through Government Printing Office. Contractor shall perform services for webpage management to include obtaining and maintaining a Controlled Access Card (CAC) for accessing and working inside the DoD firewall, production of 508 compliant documents and upload of documents to webpage, generating text-only documents of the articles, posting article content to webpage with coordinating photographs, graphics, and/or charts and graphs. Contractor shall generate social media posts, to include Facebook and Twitter, for AMC/PA.
1.3.1. Publication Theme:
1.3.1.1.
The overall theme of TMF is safety (Risk Management) and its application or its reflection in AMC’s diverse mission accomplishment with a significant focus on the people and operational aspect of the AMC mission, vision, and priorities. The bulk of the articles/stories shall be based on this overall theme. Each magazine also has a theme based on its publication quarterly. Articles supporting the overall and quarterly themes will typically consume approximately 20 pages of each publication. The contractor shall stay informed about relevant AMC news and events via the Air Mobility Command website, https://www.amc.af.mil/, and be prepared to suggest additional topics for HQ AMC/SE consideration. Occasional non-theme based articles/stories may be appropriate; however, they should be the exception. TMF magazine shall be produced In Accordance With (IAW) CDRL A001.
1.3.2. Publishing:
Final printing and distribution will be accomplished via a contract arranged through the Government Printing Office, (618) 488-4616.
1.3.2.1. Article Solicitation:
The contractor shall write articles and edit solicited stories from available sources, such as voluntary submissions, base newspapers, AMC/AF News Service, Internet safety sites, and not-widely-distributed safety publications. Contractor may reprint from other Air Force safety magazines (from other major commands, such as Air Combat Command or Air Education and Training Command). Third-party copyrighted material may not be used without permission; Government will not pay for permission to reprint copyrighted material.
1.3.2.2. Writing:
The contractor shall write and/or edit all articles/stories based on the magazine’s overall theme, the quarterly theme for the specific publication, and as directed by AMC/SE during monthly production meetings. Specific topics may be suggested by AMC/SE. Specific feature articles/stories shall be written for a target audience (aircrew, maintenance, support, etc.), but should still be understandable/interesting to the general audience. Writing must demonstrate a significant degree of subject matter expertise in the AMC construct, risk management, and command occupational and aviation operations sufficient to produce articles appropriate for the aviation and general safety communities, as well as the general public, with little to no input from AMC/SE.
1.3.2.3. Edit:
The contractor shall edit submitted stories/articles for grammar, length, technical accuracy, and reader interest. In general, all TMF stories/articles should be no longer than four single-spaced, triple column pages, including graphics with two to three pages being the preference. Stories/articles must be short, interesting, relevant, and to the point. AMC/SE will review proposed layout prior to final approval.
1.3.2.4. Reprint Permission of TMF Articles:
The contractor is given authority to respond to requests from other publications for reprint permission of TMF articles. Articles may be reprinted at no charge as long as TMF is credited with month and year of publication. AMC/SE retains all data rights.
1.3.3. Photographic Services:
The contractor shall perform all photographic services. Photos may be obtained from any commercial or Government source available to the contractor or taken by the contractor. The Government will not pay to reprint copyrighted photos. Photographs will be relevant to the article topic and captioned appropriately, to include names, aircraft types, units, bases, and states as applicable.
1.3.4. Initial Draft/Arrangement/Layout:
Articles/captions will be edited for grammar, spelling, continuity, and other technical accuracy to a degree that requires minimal or no correction by AMC/SE. AMC/SE reserves the right to remove and/or replace articles or other content as required for substitution of unexpected events, accuracy, professional image, etc. Initial Draft/Arrangement/Layout shall be delivered IAW CDRL A001.
1.3.5. Final Draft:
The contractor shall provide final draft to AMC/SE for final approval no later than three weeks prior to distribution date. AMC/SE will return the approved version to the contractor in sufficient time for the contractor to send to the printer. The magazine shall be published/distributed by the first day of each month of publication (i.e. Winter edition will be published by 1 Dec). Upon approval by AMC/SE, contractor shall provide reproduction-ready (“saved for provider”) files in native page layout application form to the Government Printing Office/Printer. Final Draft of TMF shall be delivered IAW CDRL A001.
1.3.6. Media:
All drafts shall be provided to AMC/SE electronically.
1.3.7. Preparing for Distribution:
HQ AMC/SE will provide initial distribution list. Contractor oversees and is responsible for updating magazine mailing list, identifies new areas for distribution and coordinates with HQ AMC/SE to identify and adjust areas of distribution.
1.3.8. Mailing Lists:
Contractor shall maintain a mailing list to include all updates as received from HQ AMC/SE and other sources.
1.3.9. Web Publishing:
A Section 508 Compatible File of TMF shall be delivered IAW CDRL A001. The contractor shall be capable of obtaining a Common Access Card (CAC) with assistance from the COR, to perform the following functions: post individual articles to the website that can easily be shared through social media, manage and archive past editions and articles, and electronically transfer large files or photos to and from the AMC/PA office. AMC/PA will upload/manage any content published to AMC websites and/or social media platforms.
1.3.10. Deadlines:
All deadlines prescribed by the Production Schedule attached to this document will be met by the contractor, except when necessary for extraordinary circumstances. Deadline extensions will require prior approval from AMC/SE.
1.3.11. Information Rights:
AMC/SE retains the rights to all content included in draft and final versions of TMF.
1.3.12. Data Deliverables:
The Data Deliverables will be reviewed for timeliness, accuracy and format. If a deliverable due date falls on a weekend or holiday, the Contractor shall submit the deliverable on the last work day prior to the due date.

1.3.13. Data Rights:
The contractor shall deliver data as set forth in para 1.3.17. The Government obtains under this Contract “unlimited rights” to all data developed exclusively at Government expense and delivered to the Government under this Contract. “Unlimited rights” means rights to use, modify, reproduce, release, perform, display or disclose in whole or in part, in any manner and for any purpose whatsoever, and to have the ability to authorize others to do so.

3. GENERAL INFORMATION
3.1 Period of Performance:
Base Period: 1 OCT 19 - 30 SEP 20

3.2 Place of Performance:
Contractor work shall be performed at contractor site.
3.3 Government Quality Assurance:
The Government will evaluate contractor’s performance for compliance with the requirements set forth in this PWS. The Government will monitor the contractor's performance in accordance with FAR Clause 52.212-4, Contract Terms and Conditions---Commercial Items and by performing checks as contained in the Quality Assurance Surveillance Plan (QASP).
3.4 Contractor Manpower Reporting:
The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The Contractor shall completely fill in all required data fields at http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the Contractor Manpower Reporting Application (CMRA) help desk.
3.5 Monthly Production Meetings:
The contractor will participate in monthly production meetings via teleconference. Production meetings are hosted by AMC/SE and generally attended by the contractor, AMC/PA, the Commander’s Action Group, and any other relevant AMC agency. The purpose of these meetings is to discuss currently in-work and upcoming issues, determine which parties will contribute what specific articles/content, the deadline for these items, prospective layout, and any other subjects relevant to production. The expected outcome is for all interested parties to have a thorough, singular understanding of their responsibilities for timely and accurate publication. Production meetings are approximately one hour in length.
3.6 Contractor Travel Commitments:
The contractor shall attend special and/or recurring airlift type events for the purpose of article research, writing, and reporting in upcoming issues. The contractor will be notified of expected attendance for upcoming events a minimum of 60 days prior to the event. For all travel, other than the Monthly production meetings, at the time travel is identified a FFP modification will be executed between the government and the contractor for the travel expenses required. Quantity of trips and approximate dates and locations are:
3.6.1. Leadership Interviews:
The contractor shall conduct leadership interviews as necessary to write leadership perspective articles. Travel for leadership interviews may be to various locations at any time of year. Approximately two interviews will be conducted each year. Interviews are typically a few hours in length, and travel duration is approximately two days.
3.6.2. AMC/SE Conference:
This event is held every two years, in the late summer time-frame. It is held at Scott AFB, IL, and is typically five days in duration.
3.6.3. The Mobility Guardian:
This event is held every two years, in the June/July time-frame, at Joint Base Lewis-McChord, WA unless otherwise directed by the AMC Commander due to operational requirements or restrictions. Travel duration is seven to ten days.
3.6.4. Airlift/Tanker Association (A/TA) Conference:
This event is held in the late fall time-frame. The location varies within US, and the duration is four to five days. The contractor shall remain flexible enough to cover similar events if the A/TA conference does not occur.

3.6.5. Special Events/Operations:
The contractor will potentially attend one special operational event at an overseas AMC location, for a duration of four to seven days. The contractor is required to maintain a valid US passport for overseas travel purposes.
3.7 Section 508 of the Rehabilitation Act:
The Contractor shall meet the requirements of the Access Board’s regulations at 36 CFR Part 1194, particularly 1194.22, which implements Section 508 of the Rehabilitation Act of 1973, as amended. Section 508 (as amended) of the Rehabilitation Act of 1973 (20 U.S.C. 794d) established comprehensive requirements to ensure: (1) Federal employees with disabilities are able to use information technology to do their jobs, and (2) members of the public with disabilities who are seeking information from Federal sources will be able to use information technology to access the information on an equal footing with people who do not have disabilities.
3.8 Air Force Publication Process:
Contractor shall ensure all publications are in accordance with AFI 33-360, Publications and Forms Management.
4. SECURITY REQUIREMENTS
Contractors performing work under this contract shall comply with applicable security requirements.
4.1 Installation Access:
Contractor shall acquire all necessary base passes for contractor personnel with assistance from the COR. Contractor shall provide employee identification badges. The Government will provide security badges. For access to unclassified AF networks only, Contractor shall have a completed verifiable National Agency Check with Written Inquiries (NACI). Contractor shall establish and maintain procedures to ensure this security level is maintained at all times.
4.2 Personnel:
Contractor shall not employ persons to perform under this contract if such employee is deemed or identified by Scott AFB as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel shall consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to LEADS check will be denied access to the installation. Information required to conduct a LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. Contractor shall have this information ready to provide to the Scott Visitor Control Center, if requested.
4.3 Credentials:
Contractor shall ensure their employees and those of their subcontractors have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities.
4.4 Badges:
Contractor shall provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on Government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Contractor’s identification badge will not be used as an entry requirement for installation entry or into any Government designated controlled or restricted area.
4.5 Facility Access:
Access to Government Facilities with Controlled or Restricted Areas for Replacement Contractor. The following scenario (i.e., replacement contractor with an inadequate security clearance) is abnormal. Government will ensure replacement contractors not initially possessing the proper clearances and requiring entry to controlled or restricted areas are escorted continuously. Replacement contractor shall submit paperwork within seven days of being assigned to obtain an approved security clearance or favorable review. Replacement contractor personnel shall obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel shall obtain a “favorable review” prior to having access to a Controlled Area. The above information shall be submitted to 375 SFS/S5 or as directed by Government.
4.6 Contractor Registration of Vehicles:
All Contractor or Contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass that is issued to any Contractor employee(s) shall be surrendered to Security Forces upon demand to positively identify the person’s need to be on the installation.
4.7 Security Clearance:
Contractor is not required to obtain or maintain a security clearance. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the Government to assist Contractor in the performance of their contract shall be surrendered upon termination of employment or the end of the contract performance period.
