Use/Relationship: The Mobility Forum (TMF) magazine will be used to deliver the Air Mobility Command (AMC) Commander’s strategic leader messaging, risk management, and mishap prevention information to Mobility Air Force (MAF) personnel and their families through expanded electronic readership and controlled and targeted printed copy placement.
a. This one-time Data Item Description (DID) contains the format, content, and intended use information for the data product resulting from the work task described by 5.3.2 of Air Force Instruction (AFI) 91-202, The US Air Force Mishap Prevention Program . (Copies of the AFI can be found at: https://www.e-publishing.af.mil/.)
b. This DID contains the specific product requirements for TMF magazine in support of the United States Air Force (USAF) – Headquarters (HQ) AMC/SE (Safety Office), and it is for use only on the single solicitation FA4452-19-R-A008 for TMF contract.
c. The specific deliverables defined in this DID will be used by the Government Contracting Officer Representative (COR) and the Program Manager (PM) for AMC/SE in managing deliverables and overall performance through the life cycle of this contract.
Requirements:
1. Reference documents. The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
2. Format. Format for the deliverable shall be in the following:
a. Platform: PC or contractor commercial equivilent
b. Software: Adobe InDesign software. Bleeds are provided. Color builds are indicated by Pantone number. Adobe PhotShop are in TIFF or EPS, linked into design. Note: Versions may be upgraded during the term of the contract.
c. Font: Furnished by contractor.
d. Length: 40 pages in length
e. Article Support: Each TMF issue can consist of up to approximately 40% of line, halftone and 4-color process illustrations. Some pages will consist of a combination of flattones, halftones, and 4-color illustrations with some reverse type.
3. Delivery Method. The contractor’s electronic format is acceptable.
4. Content. Each TMF magazine shall contain the following:
a. Cover Page
b. Table of Contents
c. Commander’s or Director’s Corner Article
d. Flight Safety Article
e. Operational Risk Assessment Management Systems (Ops RAM) Articles
f. AMC, Current Operations, Article
g. One (1) Featured Article, which shall be related to the overall theme of the magazine.
h. No less than two articles that compliment or highlight how AMC is meeting one or more Command priorities.
i. Ad Hoc Articles: Topics shall include leadership interviews or ghost writing; perspectives on the risk management and safety culture; aviation mishap trends, challenges, events, and investigations; enroute operations and events; and global and domestic events involving executive airlift, air refueling, aeromedical evacuation, or contingency response.
j. Flying Hour Milestones: A list of Flying Hour Milestones names and awards will be provided to the contractor by HQ AMC/SE Executive Services (AMC/SEE). This information is provided to AMC/SEE by various organizations in various formats and will be compiled and standardized by the contractor in an AMC/SE-approved format.
k. Quickstoppers: A short story or collection of short mishap excerpts, which can be humorous, about people who get into trouble because of their non-use or misuse of accepted or common sense safety practices. These articles shall come from the United States (US) Navy or US Air Force Safety Center, AMC/SE, etc.
l. Safety Awards: A variety of Safety Award winner lists and stories capturing winners’ accomplishments, including: Annual Air Force and AMC Awards, Aviation Spotlight Awards, and other special awards as required by AMC/SE. The Safety Awards lists and stories shall include award winners’ contact information. This contact information can be obtained from AFMC/SEE [insert address/POC information].
m. “A Day in the Life” Spotlight: A one-page spotlight including a photograph and descriptive caption addressing a specific individual, unit, or AMC operation that shows a mission detail or component of daily AMC life.
4.1 Each TMF Winter Edition magazine shall include:
a. Cold Weather Operations Article(s)
b. Aircraft Icing Article(s)
c. Fiscal Year Mishap Statistics – An Analysis. The fiscal year mishap statistics can be obtained from the AMC Flight and Occupational Safety divisions [insert address/POC information].
d. AMC Commander’s Holiday Message. The AMC Commander’s Holiday Message can be obtained from AMC/SE [insert address/POC information].
e. Holiday Safety Article(s)
4.2 Each TMF Spring Edition magazine shall include:
a. Annual Safety Award winners list
b. Individual Safety Award winners list. The individual safety award winners list shall include pictures and short stories detailing winners’ accomplishments.
c. Motorcycle Safety Article(s)
d. Outdoor Activities Article(s)
e. Safety Office of the Year Award winners list
f. Article on severe weather (eg., thunderstorms, wind shear, and tornadoes, etc.)
4.3 Each TMF Summer Edition magazine shall include:
a. A Critical Days of Summer Kickoff Message or Story
b. Summer (recreational) Activities (e.g., Swimming, boating, etc.) Article(s)
c. Travel or Vacation Planning Safety Article(s)
d. Motorcycle Safety Article(s)
4.4 Each TMF Fall Edition magazine shall include:
a. Fire Prevention Week Article(s)
b. Fall Safety Article
c. Motorcycle Safety Article(s)
d. Back to School Safety Article(s)
5. Graphics:
a. Each article shall have supporting graphics or photographs.
b. All scanned photographs shall have a minimum of 300 dpi (600 dpi preferred).
c. All screen illustrations shall be 150-line screen or finer. Screened prints and veloxes are unacceptable for the illustrations.
6. Card Stock Pull Out:
a. Periodically, AMC/SE may request specific information designed as a pull out for the reader. This information will be incorproated into the magazine design as required for printing purposes.
