Questions

Question # Solicitation Page # Section # Reference Question Justification for

Question Column1

1 PWS Pg 11 & DD254

7.1 of PWS & 1a of

DD254

What is the classification level?

DD254 call for Secret FCL, but PWS requires that 2 contractor personnel have Top Secret

Per the DD254, the required level of facility security clearance required is secret. A TS is required to be maintained by two contractor employees in case there is a tasking by USTRANSCOM to support an exercise using a higher classified plan.

2 PWS Pg 11 & DD254 #7 of PWS & 1a of

DD254

If Top Secret is the classification, will customer accept every 6 years for SSBI/T5/T5R?

PWS requires SSBI/T5/T5R every 5 years. In 2017, DSS moved PRs for SSBI/T5R to six years, and it has not changed yet

Six years is acceptable per USECDEF DDI memo dated 17 January 2017.

T 3 PWS Pg 9 & DD254 #4 of PWS and 1b & 8a of DD254 Is safeguarding required of the contractor. If so, when is it required, by proposal submission or by award?

PWS require the contractor to have Secret safeguarding facility. DD254 has no safeguarding in 1b, and performance at customer site in 8a.

Also, 11a of the DD254 is checked

The DD254 has been amended to read SECRET in block 1b.

4 33 FAR Clauses

FAR 52.222-17-

Nondisplacement of Qualified Workers

Will a WD be provided since FAR clause for SCA is incorporated unto this contract?

No. This requirement is excempt from SCA; therefore, a wage determination is not required.

5 3 Travel CLIN

Can the Government please clarify the costing requirements for travel? Can the government please allow travel to be an ODC and provide a "plug number"?

Travel related costs can change over the next 5 years and a firm fixed price could involve considerable risk.

Because this will be a firm-fixed price contract, there will be no ODC's. To project travel cost, please reference the table at 4.D. in the PWS to identify anticipated travel locations and number of travelers.

Performance,

4. Key Personnel

Addendum to FAR 52.212-1 – Instructions to Offerors – Commercial Items

Section states: "Offerors and joint venture members, if applicable, that are newly formed entities (in existence less than three years from the issuance date of this solicitation) who either have no prior contracts or do not possess relevant corporate past performance, but have key personnel with relevant past performance while employed by another company, may demonstrate the performance of such key personnel by submitting PPIS for three of their most recent and relevant contracts under which such key personnel performed the same role currently being proposed on the instant acquisition and this performance occurred during the past three years from the issuance date of this solicitation. Note however, that the quality of the key personnel’s performance under the submitted contract must be able to be verified by the Past Performance Team in order to be considered in the assessment of confidence.

Question: If a company has been in existence less than three years from the issuance date of this solicitation, and propose using key personnel with relevant past performance while employed by another company. Can the government waive the requirement for submitting three PPIS for each key personnel and instead, require resumes detailing their most recent and relevant experiences?

Clarification of wheter proposed key personnel require three PPIS references.

The Government will not accept resumes in lieu of contract information for past performance.

1 Pages 3,4,5 Section B CLIN X007

Are offerors required to provide a price quote on the referenced surge CLINs at this time? According to the PWS, surge pricing is to be determined at a later date, if necessary. Please confirm that no price quote is required at this time.

No pricing is required for the surge CLINS (X007). This will remain an unpriced CLIN until surge is needed, IAW the PWS.

The travel CLINs are identified as FFP. Should these instead be classified as cost-reimburseable CLINs; and would the government consider providing not-to-exceed plug numbers for Travel?

No. IAW with guidance received from the Air Force Installation Contracting Agency and IAW 41 U.S.C. § 3307(e)(4), use of cost-type contracts is prohibited for commercial items/services. This also applies to the use of cost reimbursable CLINs of any type when the contract is commercial in nature and the predominant contract type is firm-fixed price.
