FA445219RA003 – Joint Exercise Program (JEP)
PWS
1. Paragraph 1.2 Objectives. For the purpose of this requirement, the term “exercise” refers to
Joint/Combined Exercises and Air Force Level CAXs and support is defined as 24 hours a day/7-days a week (24/7) during execution.
Question: Will the contractor be required to support AMC sponsored (MAJCOM level) events (Ultimate Focus, Mobility Guardian, others)?
A - The only true AMC sponsored events are Green Flag Little Rock and Mobility Guardian…the JNTC portion of the contract will support GFLR to various levels as required. At this time there is no MG support. On a side note, Ultimate Focus is the name given to AMC’s play in JEP efforts (ie, Global Thunder and Ultimate Focus) so it’s easy to delineate AMC objectives/credits in Joint exercise tracking systems. Paragraph
1.3 Scope. This paragraph describes what the contractor shall support and there is no specific reference to supporting JNTC Live Fly Events which has been a major support requirement under these contracts.
2. Paragraph 1.3 Scope. This paragraph describes what the contractor shall support and there is no specific reference to supporting JNTC Live Fly Events which has been a major support requirement under these contracts.
Question: There is a task to conduct JNTC exercises in Paragraph 2.1, does the Scope include a requirement to support JNTC Live Fly Events?
A - Support to JNTC events is limited primarily to the rotation planning and scenario development. This happens at the D-180 conference, D-90 conference and the D-45
TELECON.
3. Paragraph 1.4 Surge. The decision of whether or not the work to be performed is chargeable to Surge Hours rests solely with the Government. The COR not approving Surge Hours shall not be construed by the contractor as being a reason for an excusable delay or providing the basis for failing to provide the services required by the contract.
Question: Based on the wording of this paragraph, does the government expect the contractor to work without compensation?
A - No. The Surge CLIN is designed to allow USTRANSCOM support for an emerging CCDR requirement which would be over and above the already agreed upon support.
Due to global situations, if a CCDR asks USTRANSCOM to add support requiring MAF activities, we want to be postured to support. Per the PWS, the contractor would be asked for a surge cost estimate, then the COR and KO would work to put the agreed upon funding on the Surge CLIN.
4. Paragraph 2.1.1 Entering data into JTIMS: We are under the impression that this is not a contractor requirement.
Question: Is this a contactor requirement or only conducted by government personnel?
A - Per 2.1.1, some data entry will be required. All data will be gov’t personnel approved prior to JTIMS entry.
5. Paragraph 2.3.1 Subtask 1 – Provide AMC C2 Modeling and Simulation Data. The contractor shall coordinate operational requirements to technical planning efforts. Create AMC/C2 modeling and simulation data; prepare exercise documentation; participate in exercise planning conferences as directed by AMC/A3Y and troubleshoot execution issues of a technical nature, documenting results. The contractor shall coordinate with USTRANSCOM/J3-TR (USTC/J3- TR) on C2 requirements and provide AMC/C2 modeling and simulation data for AMC participation in Joint and Air Force exercises 30 days prior to exercise start. (A011) Question: Does this task include developing systems requirements documentation, beta testing, pre-exercise connectivity, software acceptance, and other ancillary hardware/software compatibility testing requirements?
A - Developing systems requirements documentation - yes, beta testing – no Pre-exercise connectivity – no, but they will ensure AMC/A6 has established connectivity. Software acceptance – yes – UAT – (User Acceptance Testing) at the direction of AMC/A3Y and ICW AMC/A6.
Other ancillary hardware/software compatibility testing requirements – yes, at the direction of AMC/A3Y ISO of USTRANSCOM DESS Thread Test (DTT) and twice annually Data Base Refresh testing with AMC/A6.
6. Paragraph 9.2 Email Encryption: The Contractor is required to have company email encryption to allow for documents and information with Personally Identifiable Information (PII) to flow between AMC/A3Y and the contractor in a secure manner. Examples of documents with PII would be LOIs and CAC card information.
Question: Does email encryption need to be in place at the commencement of the contract?
A - Encryption is required to be in place prior to LOI’s and CAC information being emailed. Based on need and past practices, would expect that to happen within a week of contract commencement.
FAR 52.212-1
1. Section II. Volume Organization A. General **Each page shall be counted except the following:
blank pages, cover pages, table of contents, tabs, glossaries, and resumes of key personnel.
This states the cover page will not be counted but # 3 below in the same section states that the page limitations include any cover page, charts, graphs, drawings, diagrams, supporting illustrations, spreadsheets, etc., but excludes and table of contents or list of acronyms (if utilize).
Question: Does the Cover Page count against the Page Count?
A – No, the cover page will not be counted against the page count.
2. Section II. Volume Organization A. General **Each page shall be counted except the following:
blank pages, cover pages, table of contents, tabs, glossaries, and resumes of key personnel.
Question: This section indicates that resumes are not counted against the page count. Are resumes required to be submitted for Key Personnel?
A – Resumes are not required.
3. B. Communications: This paragraph discusses the exchange of source selection information.
Question: Does the government consider that the submission of our proposal documents falls under this paragraph which would require us to submit our proposals using the rules for encrypted emails?

4. II. Volume Organization, A. General: Volume 1 Completed RFP.
Question: Should the page limit now be 64 per the RFP document released?
A – Yes, the page limit should be 64.
5. II. Volume Organization, A. General: Volume 1 Completed RFP. *Limit past performance volume to five pages per contract reference submitted and no more than three contracts for prime contractor and two contracts for each significant subcontractor.
This conflicts with D. Volume III, Past Performance which allows the space on the PPIS to be expanded so that the filled-in PPIS for each relevant contract covers no more than both sides of three 8 ½ x 11 inch pages.
Question: Are the PPIS used to complete volume III, Past Performance limited to 5 pages or to no more than both sides of three 8 ½ x 11 inch pages (six pages)?
A – The page limit for the PPIS is five pages.
6. Past Performance Questionnaire. Exert your best effort to ensure that at least two POCs per relevant contract submit a completed Present/Past Performance Questionnaire directly to the Government not later than the date established in the RFP for receipt of proposals.
Question: Is the government requesting that two (2) past performance questionnaires from two separate references be submitted for each past performance?
A – Yes, the Government requests that the offeror put forth their best effort to obtain two questionnaires from two separates references for each past performance, if possible.
7. Past Performance Information Sheet.
Question: Is it acceptable to remove the title and introductory paragraph or other NOTES from the PPIS and only submit the necessary Past Performance information being requested?
A – It is acceptable to remove the introductory paragraph and any instructions to the author of the document, but not the title.
8. Section II. Volume Organization D. Volume III, Past Performance. 4: Key Personnel.
