1. Will the government allow font size of 8 for graphics and tables?
A – Yes, we will allow for a font size of 8 in graphics and tables.
2. In over 20 years of RFP experience as consultants we have not seen a 10 month standard for past performance. What is the importance of 10 months for relevancy? The standard is 12 months of experience, and we are confused by the arbitrary number of 10 months. Will the government please move the relevance up to 12 months?
A – A request was submitted in response to the draft solicitation posted to FBO from 16 Nov 18 to 7 Dec 18. A prospective offeror requested we allow for performance of 10-months to be considered. In consideration of competition for this effort, the Government agreed to the request to change the requirement from 12-months to 10-months.
3. Due to unexpected surges, and unpredictable COCOM travel, will the government provide (historical) plug numbers for travel in order to maximize competition under FFP?
A – For anticipated amount of travel and locations, please reference the table at 4.d. in the Performance Work Statement. This table provides the number of trips required on an annual basis, as well as the number of travelers.
4. Will the government provide an ODC plug number for pricing? As we know Bldg 1600 is under renovation, this number could be significantly higher or lower for each contractor, and a plug number would maximize competition.
A – this is a firm-fixed price contract and there are no ODC’s associated with the requirement.
5. Surge is unstable and at times unpredictable, thereby extending large risk to a offeror to bid an FFP surge without knowing historical levels or expected levels. In order to price surge competitively, will the government provide a threshold of hours or % of labor to be set as the standard, as there is no way to guess at the surge numbers.
A – The surge CLINS (X007) are non-priced option CLINS (offerors are not required to submit pricing). In accordance with Section 1.4 of the PWS, should the determination be made that surge is required, the Government will request the contractor submit a quote for the effort at that time.
