SOURCES SOUGHT ANNOUNCEMENT
Communications, Operation, & Maintenance Functions (COM-F)
FA4452-18-R-0037
The 763rd Specialized Contracting Squadron (763 SCONS) is seeking sources for
Communications, Operation, & Maintenance Functions (COM-F) requirement in support of AMC 375th Communication Support Squadron (CSPTS).

INTRODUCTION:
This is a SOURCES SOUGHT to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged
Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small
Businesses and Woman Owned Small Business) to provide the required products and/or services.
The 763rd SCONS is seeking information for potential sources for COM-F. The 375th
Communication Support Squadron (CSPTS) provides command and control, communications, and computer (C4) support to DoD, USTRANSCOM, AMC, and worldwide aerial and water ports. The 375th CSPTS also operates and maintains the
Systems supporting the 618th Air & Space Operations Center’s (618th AOC) global mission. The 375th CSPTS, augmented by a contractor providing Communications, Operations, and Maintenance Functions (COM-F) services, is AMC’s answer to meeting the challenges of providing operational support and maintenance of the Systems in a timely, effective, and efficient manner.
The Systems are in a constant state of change as hardware is replaced/upgraded, software versions and patches are fielded, and the entire computing and network environments evolve from a thick/thin client, system centric client server environment to an
Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) construct. AMC has begun implementing hardware and software in the enclave environment to support virtualized operations. This process will continue as systems and applications capable of operating in virtualized environments are fielded. The entire operation will evolve over time from a system-centric perspective to an enterprise perspective, with a large proportion of the workload shifting to managing the virtual environment. In addition, all applications are scheduled to be migrated to the USTRANSCOMs instance in the
GovCloud. The future products for support in the modernization and cloud remain unknown at this time.

CONTRACT/PROGRAM BACKGROUND:

List Anticipated Time Frame: This contract expires 30 Nov 2019
It is anticipated that the period of performance will be a one-year base period, with four one year option periods. Additionally, there is currently no timeframe for potential RFP release. The current contract is expected to end on 01 Dec 19.
This requirement includes 2 main functional tasks: Program Management and
Operation and Maintenance Support Services
REQUIRED CAPABILITIES: The Contractor shall provide resources in staffing necessary to meet the performance standards of the performance work statement (PWS), the Systems Availability Thresholds (Appendix 1), systems Original Equipment
Manufacturer (OEM) maintenance standards, and the System operational reporting criteria.
The scope of the contract includes systems for which operations and maintenance (O&M) support is provided by 375th CSPTS.
The supported Systems currently include the following:
• Air Carrier Analysis Support (ACAS)
• Advanced Computer Flight Plan (ACFP)
• Consolidated Air Mobility Planning System (CAMPS)
• Dynamic Mission Replanning (DMR)
• Global Air Transportation Execution System (GATES)
• Global Command and Control System (GCCS)
• Global Decision Support System (GDSS)
• Operational Risk Management (AvORM)
• Mobility Air Forces (MAF) C2 Enclaves and Enterprise Services
• Mobility Air Forces (MAF) Automated Flight-Planning Service
(MAFPS)
• Mobility Enterprise Information Services Version 4.x.x (MEIS4)
• Trouble Ticket Tracking System (TTTS) (currently “Remedy”)
• USTRANSCOM Distributed Enclave
Specifically, the support services captured in the document encompass all workload associated with the Systems’ production environments unless specifically excluded by the government. The production environment is the software, hardware, and appliances, placed into operation for use by end users. It includes virtual machines and virtual infrastructure. “Production environments” in this context include exercise and training environments but do not include test or development environments (aka C2 Support Enclave).
It also includes all sub-systems, modules, and applications within the Systems and all future modifications, modernizations and projects of the Systems.

Notice Draft PWS. You must identify the percentage of the task that your company can accomplish and include supporting information which demonstrates your capabilities to meet that percentage. Supporting information shall not reiterate the language of the tasks provided in the Draft PWS, but rather, it shall provide details regarding your company's capabilities to execute these tasks. The Cross-Reference Matrix below is requested to link the Draft PWS tasks to the supporting information provided. SPECIAL REQUIREMENTS:
-Personnel will require Secret Clearance
-Requires 24/7 Help Desk, System Administration, Network Administration, and
Database Administration Support
-Requires IAT Level II Certification as defined in DOD 8570.01M and AFMAN 33-285 for System, Network, and Database Administration
- The support services are provided by individuals having the required expertise and experience on the supported systems. Relevant certifications in Oracle, UNIX, Cisco, Red Hat and Microsoft Operating Systems (OS) are required for personnel directly supporting these technologies in addition to the mandated DoD 8570 certification requirements. The services are provided based on unique system performance and availability requirements of each COM-F program.
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE:
The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541513, with the corresponding size standard of $27.5M.
To assist 763 SCONS in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein.
This includes responses from qualified and capable Small Businesses, Small
Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.
In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.
Responses must demonstrate the company’s ability to perform in accordance with the
Limitations on Subcontracting clause (FAR 52.219-14).

3) Name of company representative, business title and email;
4) Large or Small Business Size and Type of Small Business (if applicable);

7) Subcontracting Agreement (if Applicable)
8) Interested businesses should submit a brief capabilities statement package demonstrating ability to perform the services listed in the attached PWS.
9) Please submit any comments, concerns, or potential performance issues in reference to the PWS.
10) Completed Vendor Capabilities matrix
11) Statement of intent regarding submitting a proposal in response to any resulting
RFP.
12) Submit PWS comments/concerns, and/or any potential performance, schedule, and risk issues you would like the Government to consider via the Attachment 4, Q&A Matrix.
13) Identify any major performance, schedule, or cost risk anticipated
