About this file
This is a Questions and Answers document for a federal contract opportunity to supply custom museum display cases for Travis Air Force Base, Building 80.
The document clarifies 18 specifications and requirements for the display cases. Key technical requirements include: acrylic panels must be solvent-welded or epoxy/silicone-welded at seams (not framed); mannequin cases require welded aluminum top and bottom frames, not wood alternatives; cases must achieve 98-100% UV filtration with an air exchange rate of ≤0.33 per day and be sealed as tightly as possible to protect museum artifacts; and the base/frame color should be "cream" and interior deck "oatmeal" or equivalent, with color swatches available from the Gaylord "Metro" series. REACH compliance is not required. Reasonable dimensional tolerances will be accepted for custom manufacturing. Photographs of previously completed comparable cases supplemented by shop drawings or renderings are acceptable; manufacturer product photographs and technical literature matching SOW descriptions also satisfy documentation requirements. The contractor bears full responsibility for inside delivery, final placement, assembly, and removal of all packaging materials at Building 80, where no loading dock or material handling equipment is available; contractors must be self-sufficient in unloading and moving cases to final location. Delivery and assembly are preferred on Tuesdays and Thursdays from 0900-1100 hours but other times can be coordinated. Delivery personnel require base access sponsorship and escort unless they already hold base passes. No maximum weight or transportability requirements apply.

Questions and Answers Museum Display Cases
1. Does the Contracting Office require the acrylic to be welded together at seams of panels (solvent-welded or epoxy/silicone) or can the panels fit within a picture frame of metal or wood at the corners?
Answer: Welded together at seams of panels (solvent-welded or epoxy/silicone)
2. Is the acrylic required to be REACH compliant?
Answer: No
3. For all pedestals and cabinets, is a specific stable paint requested for the oatmeal and cream colors? Is there a specific color code required for the paint?
Answer: The SOW requires the base and frame to be a "cream" or equivalent color and the interior deck to be an "oatmeal" or equivalent color. It does not provide specific color codes. The term "or equivalent" suggests that standard manufacturer finishes that closely match these colors would be acceptable. If a precise match to existing cases is necessary, providing physical samples for comparison would be advisable.
4. For the mannequin cases, can the requested aluminum top and bottom frames be joined and glued wood frames?
Answer: No, the SOW explicitly requires a "Welded aluminum top and bottom frame" for the Mannequin Exhibit Case. A wood frame would not be an acceptable substitute.
5. Are there specific requirements for gasket material or performance? Or is the general requirement to simply limit air exchange?
Answer: The requirement is to limit air exchange and isolate the items inside the case from the outside elements as much as possible. Museum Artifacts are going in the case, so the case must meet be sealed as tightly as possible.
6. Is there a max weight/ transportability requirement?
Answer: No
7. Would the museum consider laminated safety glass over UV acrylic?
Answer: No
8. Will the museum be willing to wait for laminated glass cases?
Answer: No
9. Are specific color codes or physical samples available for the required “cream” base/frame and “oatmeal” interior deck?
Answer: The color swatches from the “Metro” series of display cases at gaylord.com was used for color selection.
10. Will reasonable dimensional tolerances be accepted for custom-manufactured cases?
Answer: Reasonable, yes.
11. For the required photographic evidence, will photographs of previously completed comparable display cases be acceptable, supplemented by shop drawings or renderings of the proposed cases?
Answer: Yes
12. Will the Government provide an escort for delivery and assembly personnel, or must the prime contractor provide an authorized escort?
Answer: For access to Travis AFB, delivery personnel would require coordination for base access, which may include sponsorship provided by the point of contact. This should be clarified prior to delivery.
13. Will any loading dock, forklift, pallet jack, or other unloading assistance be available at Building 80?
Answer: No loading docks or any material handling equipment at the delivery address.
Contractors should plan to be self-sufficient and equipped to unload and move the cases from their vehicle to the final location within the museum.
14. Please confirm whether the contractor is responsible for inside delivery, final placement, assembly, and removal of all packaging materials.
Answer: Yes
15. Are there specific days or operating hours during which delivery and assembly must be completed?
Answer: This should be clarified prior to delivery. Tuesdays and Thursdays, 0900 to 1100 are preferred, but other times can be coordinated.
16. Is there a required UV-filtration percentage for the acrylic or an air-exchange standard for the airtight display case?
Answer: 98–100% UV filtration. Case should be well-sealed with an air exchange rate of ≤ 0.33/day.
17. For cases manufactured to the required specifications, will manufacturer product photographs, technical literature, drawings, or renderings satisfy the photographic evidence requirement, or are photographs of the exact completed models required with the quotation?
Answer: Yes, as long as it matches the descriptions in the SOW.
18. For a one-time delivery and assembly, will the delivery personnel be sponsored and escorted onto the installation, or will individual base passes and an Entry Authority List be required?
Answer: Unless delivery personnel have base access, they will need to be sponsored and escorted onto the installation.
