2. This is a combined synopsis/solicitation for services in accordance with the format in Federal

Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Additionally, the Government will utilize simplified procedures in accordance with FAR Part 13.

3. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ) with solicitation number listed above.

Services (Sep 2023)

Offeror shall include a statement specifying the extent of agreement with the terms, conditions, and provisions included in the solicitation. Quotes shall also contain all other documentation specified herein. The government reserves the right to evaluate the quotes and award without interchanges. Offerors are able to submit an Alternative Line Item structure than the format listed above (see FAR 52.204-22 for additional details that apply).

Offerors shall provide a statement from their financial institution or responsible official confirming the offeror has sufficient resources to fulfill the required effort. Offerors shall provide specifications or additional information as required sufficient enough to assess the technical capability for the required effort. Please see attached Contractor Responsibility

Verification for more information.

Provide a detailed description of service of the proposed item(s). The information submitted must be sufficient for the Government to assess the technical capability of the proposed service to fulfill the required effort. Quotes shall provide all other required documentation specified herein. Offers received after the established response date/time will not be accepted. If you do not receive an email confirming receipt/acknowledgment of your quote, please contact the POCs above to ensure your quote was delivered.

Request for Quotation (RFQ) shall contain the following information: RFQ NUMBER; TIME

SPECIFIED FOR RECEIPT OF OFFERS; NAME; ADDRESS;CAGE CODE; TELEPHONE

NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; ANY DISCOUNT

TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable), PAST PERFORMANCE INFORMATION.

Quotes must indicate quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quotes shall also contain all other documentation specified herein. Supporting documentation shall not exceed 20 pages. The government reserves the right to evaluate the quotes and award without interchanges.

Addendum to FAR 52.212-1(c), Period for Acceptance of Offers. The paragraph is tailored as follows: “The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers.”

Specific Instructions:

To assure timely and equitable evaluation of offers, offerors must follow the instructions contained herein. Offerors must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of two (2) separate parts, Part I – Technical Approach and

Part II – Pricing.

Addendum to FAR 52.212-2, Evaluation – Commercial Products and Commercial Services

(Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Technical Capability: Technical solution offered to meet the Government requirement in accordance with the Performance Work Statement. The vendor shall provide a detailed description and specification of the items included in the quote. The information submitted must be sufficient for the Government to assess the technical capability of these items to fulfill the same or similar end results as the solicited specifications.

(ii) Price. The quoted price will be determined by the total price provided in the pricing schedule.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the

Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Addendum to FAR 52.212-2(a), Evaluation - Commercial Products and Commercial Services

Price: Evaluation of price will consider the total of the annual prices for all contract years (base plus all options) with each year’s price evaluated as the sum of the prices of all contract line items (CLINs) for that year. Each CLIN price will be evaluated as the quantity multiplied by the unit price, rounded to the nearest cent.

Technical: The offeror must submit their technical approach that clearly demonstrates how they are able to meet/accomplish all the requirements in the Performance Work Statement (PWS).

Unacceptable The offeror did not provide a complete and reasonable plan IAW PWS.

The Government will begin its evaluations with the lowest priced proposal and proceed upward until an Acceptable Technical Capability rating reached. That quote will represent the best value to the Government and award shall be made to that Offeror without further consideration of any other offers. Each response must meet the minimum requirements of the solicitation. Unless requested from the Contracting Officer, quote revisions received after the solicitation close date/time will not be accepted. Responses should contain your best terms and conditions. Failure to meet a requirement may result in an offer being determined technically unacceptable.

Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror

Representations and Certifications -- Commercial Items (May 2024), Alternate I (Oct 2014), with their offer, or the offeror shall complete paragraph (b) of FAR 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov.Vendors must be actively registered in the System for Award Management

FAR 52.217-8 Option to Extend Services. (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months.

The Contracting Officer may exercise the option by written notice to the Contractor within _ days.
