About this file

This is a Questions and Answers document for a VTE (Vertical Transportation Equipment) Repair solicitation at Travis Air Force Base.

The Q&A reveals that repair hours were determined based on cost estimates per labor hour and available funds, not on diagnosed repair needs. The elevators are currently under a preventive maintenance contract, but repairs are not included in that scope. While there is an incumbent contractor providing preventive maintenance, there is no active repair contract. Bidders will not need to provide financial statements with their solicitation responses but must submit a CAGE code to verify small business status. Any repairs exceeding the specified hours will need to be negotiated independently due to funding limitations.

VTE Repair Q&A

1. How did y'all come up with those specific hours for repairs?

A. The specific hours were determined based on our cost estimates per labor hour and the funds available.

2. Was it already diagnosed and that's how many hours they stated it'll take to fix everything?

A. No, it was based on our cost estimates per labor hour and the funds available.

3. Also what if we go over those hours to complete all repairs?

A. We are limited to the funds available; each repair will have to be negotiated independently.

4. Is there anything currently down and are y'all already under a current maintenance plan?

A. No. The elevators are in a preventive maintenance contract, but we do not have repairs available in it.

5. Also most importantly is there an incumbent for this request that y'all are already working with?

A. We have a current contractor providing the preventive maintenance, but we do not have an active repair contract.

6. Will you be requiring any other bidders to provide certified financial statements and/or other verification that they meet the requirements?

A. Financial statements will not be required with submittal of a solicitation, but they will be required to submit a CAGE code for their company so we may verify that they meet the requirements for a small business.
