PERIMITER FENCE QUESTIONS
Presently, the existing crash cable system deadman terminations (as defined in Attachment 4 UFC Design Drawings UFC-713 Detail B1) are thimble, 18" cable turnback, with cable clamps.
Can we utilize the UFC-713 Detail B1 in lieu of the swaged eye end?
A: Only use drawing UFC-713 detail B1 for deadman terminations.
Per drawing sheet "Attachment 2" Deadman Detail the footings are 3'X3'X18". Will a 3' diameter cylindrical footing achieve the desired structural integrity?
Yes.
Will concrete sampling be required for every truck delivered?
Refer to specs 3-33-00
Are we providing the service approved biologist? If we are do we need to provide the biologist for 2 years after restoration plan?
Yes, the Contractor provides the Service approved Biologist for any pre-construction work, including surveys, biological monitoring during the project, and the post-construction survey. A pre-construction and post construction survey report as well as weekly biological monitoring reports get submitted to the Base.
No, the 2 year restoration monitoring will be done by the Base Natural Resources Team.
The qualifications for the Service-approved Biologist (SAB) are below. Qualifications should be sent to the Base Natural Resources Manager for review and will be sent to FWS by the Natural Resources Manager:
Service-approved Biologist
• Bachelor’s Degree in the Biological Sciences or suitable natural resource science
• Professional experience with species and habitats that are potentially affected by the project to include the following:
o Species-specific workshops, symposia, and courses on the species being affected by the project.
o For CTS, the biologist must have seen and handled an adult
CTS.
o For vernal pool crustaceans, the biologist must be able to accurately identify the species with potential to occur in the project area.
o For Contra Costa goldfields, the biologist must be able to positively identify the species and differentiate it from other vernal pool species occurring in the project area.
o Wetland/vernal pool workshops, symposia, and courses; these can be more general, covering the habitat for the listed species (crustaceans, Contra Costa goldfields).
o For projects near wetlands, the biologist must be able to identify vernal pool/wetland plants and vernal pool species habitat.
• Professional experience with biological monitoring and specifically with all species that are potentially affected by the project
Are we installing crash bollards? And if we are what kind, 4”, 6”, 8”, schedule 40, or 80, Painted and stripped or just galvanized, Filled with concrete or not?
No.
Where the new dead men occur are, we are installing new 4” schedule 40 posts per ufc-711 to try to meet a K4 rating. And if we are, we removing existing line post or are we offsetting the new post? If we do install 4” post are we following ufc-713 C2 detail for that portion of work?
Need to follow both 711 & 713. Use existing posts.
On page 36 amendment 5 it says we must use steel plates to traverse 2300 linear feet, but we would have to set and remove every day and hand dig approximately 20 holes. There is not enough time in a day to accomplish these actions, please advise how to proceed.
This refers to work in wetlands or vernal pools. If vehicles need to drive through wetlands or vernal pools the metal plating will need to be installed prior to accessing these areas. Prior to digging the anchor holes in wetlands or vernal pools, the top 3 inches of soil within the 3 foot diameter area where the anchor holes will be dug should be removed and isolated prior to excavating the 4.5 foot holes. Excavated soil for the holes will not be placed in wetlands or vernal pools and should be removed from the site. Once the anchors are in place, the isolated soil (top 3 inches of soil within the 3 foot diameter area) should be replaced back in the area where it was removed.
Can we spread extra soil in place, or does it have to be removed from the site?
Extra soil must be stockpiled onsite and characterized in accordance with Section 3.9 of the Environmental General Requirements (Section 01 56 00) before being spread, reused, or transferred to another location.
Excess soil should not be placed in wetlands, vernal pools, drainage ditches, or small mammal burrows.
On fish and wild life service document biological opinion page2, it mentions All vehicles will be equipped with pneumatic tires, No track equipment will be allowed? It also mentions large gaps will be repaired by securing additional fencing between the bottom of the fence and the ground, please clarify.
Correct, no equipment with track tires should be used to complete the project.
Our understanding is that areas of the boundary fence that require repair due to large gaps would be repaired in such a way that no ground disturbance/soil penetration will take place as part of these repairs.
For high security fence, the gap shall not be larger than 1” (one inch).
Are we providing CTS exclusion barriers around all work sites or just within 250 ft of vernal pools?
The purpose of the exclusion barriers would be to prevent CTS access to worksites where they can become trapped. Depending on where on the Base the Contractor laydown/storage/staging area is designated, a CTS exclusionary barrier may need to be installed (if located in Medium or High Risk CTS areas of the Base). Other instances when a CTS exclusionary barrier would be installed is around any pits, or excavated areas that would be left overnight, unless they can be covered or provided with earthen escape ramps. Per the project Biological Opinion, page 5 item 4, the Service approved Biologist will mark vernal pools and wetlands in the field so that they can be avoided when accessing the project sites.
What is the exact specification of the ¾” cable that is to be used on this project?
Ref. UFC 710
Who will be in charge of locating the wetland areas?
Refer to attachment 7.
If wetland areas have excavation within their boundaries is the contractor allowed to use mechanical means of excavation.
Refer to attachment 1, 9, and Environmental specs.
If a contractor wants to submit an optional engineered and tested cable barrier design what steps and/or forms are required to accomplish this.
Submit Material Submittal Approval for approval as long as material meets specs.
At the pre-bid meeting we noticed all the existing turn buckles were manufactured in China, is this project made in America only, and if so, what percent of the product has to be American made.
Refer to “Buy American Act”.
What will be required of the employees to be able to get badges to work on site?
No badge needed. Just need to pass background check to get long term base pass.
On the gate location drawing you have located gates in areas where cable barrier already exists, do these gates need cable barrier or is it already in place.
Contractor should verify site conditions and propose upgrade if needed.
Are we limited to the number of Deadman holes we can excavate at one time?
No limited as long as no violation of environmental rules/regulations.
If a Tiger Salamander or other protected species is located how much of a delay in work can be expected and will we be able to add that to the 180 days of the contract.
There should be no delay as you should estimate the PoP based on the known factors such as SOW and environmental specs. Refer to BA and environmental specs for known protected species in the areas.
Can the concrete trucks drive up to the area of the pour, and if not, by what means would be required or allowed to deliver concrete to the pour?
Refer to environmental specs and BA.
Will we be required to have traffic control or security at gates that will be getting new cable barrier?
End of day, the openings on the perimeter should be closed.
Are these existing gate panels/leafs already fitted with crash cabling systems to where we only need to install cable system up to gate posts?
There should be no gate fitting problems. Refer to gate details.
We did not visit the gates so are unaware of the gate post sizes at existing gates.
We did visit one of the “crash gate” near DGMC.

Are existing gate posts sized properly for crash cable implementation or do they need to be replaced? If unable to answer, can someone examine the posts and report back their findings?
They are supposed to be sized properly. It is not part of the scope unless they are broken and have to be replaced. Contractor should find broken ones during site visit and propose repair.
Detail C4 on page UFC-711 what is the bollard and footing size & type.
Bollard are not part of scope.
Is there any rebar in the deadman or post footings.
Refer to attachment #2 for deadman anchor. Refer to #1 for posts.
What is the height of the fence?
Refer to chain link specs 32 31 13.
Attachment 5 & 6 were not downloaded on fbo.gov site. They refer to them in the SOW could someone download them.

Please clarify that hand digging will only be needed when located in vernal pool vicinity?

Please confirm a service approved biologist must be onsite at all times, flag access routes, must train all personal onsite, must perform pre and post surveys, everyday monitoring of fenced exclusion zones, silt fence/barriers, trenches, excavations, etc… Refer to specs 01 56 00 and Attachment 5 EA
Ground Disturbance within Vernal Pools will require Restoration plan and 2 years of monitoring please confirm.

Is a fulltime Superintendent, Quality Control and SSHO required on this project? Are 3 separate hats required?

Will work need to take place during the wet season? Can job be scheduled during the dry season?

Are we to use the entire Cable Brace and Pull Post System every 200’ foot interval- see Figure 3A. or is the desired effect to be just the Dead Man Anchors (x2)- see figure 3B. , at every 200’ foot interval without the brace system?
Please provide figure 3A and 3B. Provided SOW, Drawings, and Attachments got all details needed for the work in this scope.
Are we to wait until the full cure time of the concrete before we proceed running cable and completing the Cable Barrier, if so, what comprehensive strength is needed.

Are all areas accessible with a Concrete truck? Are we able to use hand mix in instances where a Concrete truck will not or cannot be used?
Not all areas accessible to concrete trucks. See specs 01 56 00 Env. Specs and Attachment 5 EA
Concrete Testing is 1 sample per 100 yards is this rule correct?

Padlocks for the cable fence, what brand and model # are we to provide? Assumed they would be keyed alike?
New padlocks shall match existing ones with the same key.
Is there an estimated quantity for the following: Concurrent with cable installation, the contractor would repair any large gaps (large enough for a human to slide under) ---- No estimated quantity. No gap larger than 1” (one inch). Repair large gap is not part of scope.
RFI government if you found any needed to be repaired.
(What size human did we have in mind?)? by wiring additional fencing between the bottom of the fence and the ground surface? What type of wire will we need to use here and what is the method of attachment?

Is there an expectation of remediation for areas where soil is disturbed due to construction?

On civil drawing page UFC-711 detail C1 it shows the pull and anchor posts in line with the existing fence. Will the contractor have to remove three of the existing posts and replace with the new 4” posts?

Is there any soil exploration report of the project area available for contractor?

There is a significant difference of prices between USA made and imported material. Is there any requirement for the buy American Made product only?

In order to confirm the strength of deadman anchor and cable reinforcement per UFC 4-022-01, UFC4-022-02, and UFC 4-022-03, is contractor required to make any structural calculations?
Is there any 3rd party pull test/tension test required other than concrete compression testing?
