9. Does the contractor employee(s) need to travel to attend training/seminar overseas? If so, who will cover the cost(s)? How many days the training will be (e.g. how many days in a year)?

No overseas training is required for this position.

10. Is the resume due at submission?

Yes. To be deemed technically acceptable, a resume must be included with the submission.

11. Section 2.4 states that in the event of an absence, the invoiced amount shall reflect the absence accordingly and that payment shall be made for actual hours worked and/or Federal Holidays and Wing Family/Down Days. As this effort appears to be a Firm Fixed Price contract where the annual price is divided into 12 equal amounts for each month, this requirement for payment according to hours worked is in conflict with a Firm Fixed Price Monthly amount. Please deconflict by either removing the content of section 2.4 or by changing the Combined Synopsis Solicitation document to reflect Units as HRS and Quantity of 2000 per CLIN for a Firm Fixed Price Labor Hour type effort. The latter reflects the most advantageous to the government ensuring the government only pays for actual work it receives.

This is a firm fixed price contract, but you will only be paid for the hours the employee works.

12. *Section 5.1 states that the submitted resume in proposal submission will include work related references from individual proposed candidates. Personnel references are only used in hiring decisions between employer-employee relationships. This inclusion would imply that this is a Personal Services Contract as defined under FAR 37.104. If this is meant to be a Personal Services Contract, please include language associated in order that industry understands the implications associated with a Personal Services Contract or remove the requirement for personnel references to deconflict that the government does not intend to be involved in the administration of the hiring process as this will then be a Nonpersonal Services Contract and that resumes with no references should be sufficient for determining the vendor's ability to staff to the requirements of the solicitation.

This is a Non Personal Services contract. A resume must be included to determine that an acceptable candidate can be provided as a part of determining technical acceptability. Personal References will not be required and the PWS has been updated to reflect this change.

13. With the inclusion of Attachment 2 - Wage Determination Revision No 23.pdf, it is assumed that Service Contract Labor Standards apply to the solicitation, however relevant FAR clauses were not listed in the Solicitation Document. Please include FAR 52.222-41 Service Contract Labor Standards as well as FAR 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment (Multiple Year and Option Contracts) as well as FAR 52.222-62 Paid Sick Leave Under Executive Order 13706.

The clauses and provisions have been updated to include FAR 52.222-41, FAR 52.222-43 and FAR 52.222-62

14. Column A has two rows, Sick Leave (hours) (Rows 7,8) and Vacation (hours) (Rows 23,24) that are notated as dollar amounts in the 5 Periods of Performance columns, while the row notation is for hours. Can the government please provide clarification by removing the dollars designation in columns B through K as it known that the rate for sick leave or vacation leave is identical to the labor hourly rate provided in rows 4,5. These should be changed from a dollar figure to just a number so the vendor can show how many annual hours the vendor plans to provide to the employee. The formula will also need to be adjusted as well.

Attachment 6 – Compensation Plan has been adjusted.

Sick leave and Vacation should be calculated by:

Sick leave hours allotted multiplied by hourly rate = Total Amount (in dollars)
Vacation leave hours allotted multiplied by hourly rate = Total Amount (in dollars)

That amount should be entered into the Compensation Plan under the Sick Leave or Vacation rows.

The total number of hours that this contract will provide is 1920 hours.

17. Is this position classified as an SCA Contract? If yes, which Health and Welfare category is to be used? $4.98 or $4.57 an hour?

Yes, this is a SCA Contract. The Wage Determination has been attached.

18. What is the GS equivalency for this contractor position?

Since contract award will be based in part on personal qualifications; the Contractor must provide (prior to placement) M&FRC and the Contracting Squadron with the replacement employee’s resume to ensure the substitute is equally qualified."

While we understand the requirement for submitting resume as mentioned in the Instruction to Offerors, the directive regarding the submission of the replacement employee's resume prior to placement is somewhat unclear. Could you kindly provide further clarification on this aspect?

For clarification, the word ‘replacement’ has been removed from the Attachment 1 – PWS section 5.1. The resume of qualified employee (which could include the incumbent) must be submitted prior to placement.

27. Are the 3 Volumes to be submitted as 3 separate files or 1 combined file in 3 parts?

There are no requirements on how the files are submitted as long as all required documentation is received.

28. Why is this solicitation being released at this time?

This solicitation is being released at this time because the current contract is coming to an end. We still have a need for this position.
