About this file

This is a Site Visit Questions & Answers document for federal contract opportunity FA441826Q0079, TC Dock Fender Repair. The document addresses clarifications requested during the site visit regarding fender repair procedures and specifications.

The fenders to be repaired are Seaguard 4x17 (SG 4.0 x 17.0) units measuring 17 feet in length with a 4-foot diameter and weighing approximately 2,000 pounds each. For the first fender located on the Southwest end of the dock near fuel lines, the Contractor must provide water/boat access to perform repairs due to fuel line constraints. For all remaining fenders, the Government will provide dockside movement and lifting assistance using a forklift, though Contractor use of water access is discretionary. The Contractor must provide 24 hours' advance notice to the Contracting Officer's Representative (COR) to coordinate Government removal and replacement of fenders and avoid conflicts with ongoing dock operations. The contract scope includes items specified in the Statement of Work (SOW), with one modification reducing the quantity of 1-1/2" HDG Bolt-Type Shackles from 44 sets to 32 sets. No chain replacements are required beyond those specified in the SOW.

TC DOCK FENDER REPAIR

1. Will the fenders be removed and removed and repaired by a floating crane/tugboat on the water or hoisted by a forklift and repaired on land. If a hybrid of these means is required, please specify in detail.

Answer: The Government will aid in all dockside movement and lifting of fenders with the exception of the first fender to be repaired, located on the Southwest end of the dock, by the fuel lines. The KTR is required to have water/boat access to make repairs to this fender due to the fuel line location on the dock. For all remaining fenders, the use of a boat or water access is at Contractor’s discretion. To deconflict with ongoing dock operations, the Contractor must provide 24 hours' advance notice to the COR to coordinate the Government's removal/replacement of fenders .
