The work scope includes hardware replacement (swivel-eye end assemblies, shackles, and cotter keys), recovery and reinstallation of four (4) fenders currently staged out-of-water, and project superintendence to maintain safe, clean, and orderly work site conditions. All new materials must be suitable for marine environments and fully compatible with existing chains (proof load 247,000 lbs., break load 352,000 lbs., galvanized finish). The period of performance is 30 calendar days from contract award, encompassing material ordering, base access processing, and installation. The contractor bears responsibility for all labor, materials, tools, equipment, final inspection scheduling with Civil Engineering Squadron and the 841st Transportation Battalion, and remediation of any damage caused by contractor activities.

Base access and security coordination is required with designated government contacts for badging, port operations, and ship conflict scheduling. Work must comply with USACE Safety and Health Requirements Manual (EM 385-1-1), require hot work permits from Fire Prevention inspectors, and involve coordination with the Environmental Element Chief for material disposal and recycling prior to removal from government property.
