About this file

This is a Questions and Answers document for federal contract solicitation FA441826Q0014 regarding sound services for the 2026 Charleston Airshow.

The government has confirmed budget availability for this procurement. The prior award (FA441824P0023) was valued at $22,589, with the Statement of Work attached for comparison purposes. The contractor will provide audio/visual services and independent power/backup power services during the airshow event scheduled for April 30 through May 3, 2026. The public address system will operate on a daily timeline of 0850-1710, with gates opening at 0900 and closing by 1700. The government will provide two non-smoking rooms with dual occupancy capacity for contractor personnel; however, contractors are permitted to utilize their own off-base lodging at no cost to the government. Daily coordination meetings with government agencies are required each morning. The Contract Line Item Numbers (CLINs) 0003 and 0004 descriptions have been updated for informational and planning purposes only and will not factor into the award decision; only costs to be incurred on or before March 22 or April 1, 2026 should be included in pricing. The previous certification requirement in Statement of Work Section 1.2 has been removed from the updated SOW, eliminating the need for team members to hold specific industry or technical certifications.

Questions and Questions 2026 Charleston Airshow Sound

FA441826Q0014

1. Kindly confirm whether there is a budget allocated for this project.

Yes, funds are currently available.

2. Additionally, if available, could you please share the approximate expenditure for the previous Air Show event? It would also be helpful to know whether the scope of that event was similar to the current requirement or if there were any significant changes in scope.

Prior award, FA441824P0023 @ $22,589. SOW attached for comparison purposes.

3. Section 2.1 of the SOW states that the government will provide two (2) non-smoking rooms. Could you please clarify the maximum occupancy for these rooms? Specifically, will these be double-occupancy (allowing for a crew of 4) or single-occupancy?

Dual occupancy should not be an issue. We will just need to make sure that goes on request and is something we can support.

4. Is it a strict requirement that the contractor team stay in the provided lodging "on or near" Joint Base Charleston? If a vendor prefers to utilize their own off-base lodging at no cost to the government, is that permitted, or must the team be immediately available on-site for security or rapid-response reasons?

No. Contractors are free utilize their own off-base lodging at no cost to the government.

5. Section 1.4 mentions that the contractor must meet with agencies "each morning." To help us plan crew shifts and fuel requirements for the generators, could you provide the expected "start" and "finish" times for the public address system each day (April 30 – May 3)? Specifically, what time are the gates expected to open for the public, and what time do the daily announcements conclude?

Gates will open at 0900 and gates will close by 1700. So timeline of operation I would say 0850-1710.

6. Regarding the Termination Costs in CLIN 0003 and 0004, does the government intend for these fees to cover the entire scope of work (both the AV services and the independent power/backup power services), or are they specific to CLIN 0001 only?

CLIN descriptions updated. These CLINS are informational/planning purposes only and will not be part of the award decision. Include only costs, if any, to be incurred on or before 22 Mar or 1 Apr 2026.

7. Regarding SOW Section 1.2, which requires team members to be "certified," could the government clarify which specific industry or technical certifications are required?

Additionally, does this requirement apply to all on-site staff or only lead technicians?

SOW updated; certified no longer included.
