About this file
This document is a Questions & Answers file for Solicitation FA441825Q0068 for a Surveillance Camera System Upgrade. The project involves replacing and upgrading an existing camera system, which currently has eight FLIR cameras and will be expanded to thirteen total cameras. Key requirements include installing a new Network Video Recorder that supports seven existing FLIR cameras, one new FLIR camera (replacing a non-operational unit), and five new Avigilon cameras. The cameras will have 4K resolution and continuous motion recording with a 14-day storage capacity. The new system must use CAT 6/6e cabling, be installed approximately 16 feet from the ground in specific locations, and operate with a single, non-subscription client software. The Network Video Recorder will be located in the Comm Room, with power available from existing power switches, and no conduit installation is required for the project.

FA441825Q0068 – Surveillance Camera System Upgrade Questions & Answers
1. Does the existing non-operational FLIR camera need to be replaced?
Yes, the scope of work has changed to include a replacement FLIR camera for the Tool Room. It was discovered during the site visit that one (1) of the eight (8) existing FLIR cameras is broken and needs to be replaced. The SOW & Floorplan document labels the location of the camera needing replacement. The camera replacement must be a FLIR camera (P/N: N357V8) OR EQUAL.
2. What are the recording specifications other than 14-day storage capacity. Frame rate, resolution, continuous or motion recording?
Continuous motion recording for all the cameras.
Avigilon (P/N: 32C-H5A-4MH) OR EQUAL: Resolution – 4K, Frame Rate – 17/16.
Avigilon (P/N 9C-H5A-3MH) OR EQUAL: Resolution - 4K, Frame Rate – 24/20.
FLIR (P/N: N357V8) OR EQUAL: Resolution - 4K, Frame Rate – 15fps.
3. Can you please verify the FLIR N357V8 is NDAA Compliant?
NDAA compliance is not applicable to this requirement since the cameras will never be connected to the LAN.
4. Is it the intention of the base to have all 13 cameras on the same video management system?
Yes.
5. Where will the new Network Video Recorder be located?
The NVR shall be installed in the Comm Room labeled on the SOW & Floorplan document.
6. Is it expected that the FLIR NVR and the Avigilon server to work together to display all of the cameras on the same VMS in the command center room?
The expectation is that the contractor will quote one (1) new Network Video Recorder that can support the current seven (7) FLIR cameras, one (1) new FLIR or equivalent camera, and the five (5) new Avigilon or equivalent cameras without reducing the functionality of the current system. The current NVR will be replaced by the new one.
7. The SOW states “Avigilon Unity or approved equivalent.” Please confirm that Avigilon Unity is also the CCTV/VMS system currently installed at the facility.
The current system in use utilizes FLIR cameras and NVR.
8. Please confirm if a dedicated telecom/data closet is available for ACS controller and UPS equipment.
Yes, the Comm Room labeled on the SOW & Floorplan document is where the rack and NVR will be located.
9. Is “game changer” cable authorized?
No. CAT 6/6e must be used.
10. If only CAT 6/6e cabling is authorized, is there enough power capability in the hanger to extend the power supply?
Yes, contractors can utilize the power switches located in both Comm Rooms labeled on the Statement of Work & Floorplan document.
11. Is a DD254 required?
No.
12. What are the current camera recording settings?
Recording:
Type: Continuous Compression: H.264H Super H.264/5: Disable Resolution: 3840x2160
FPS: 15
Bit Rate Type: CBR Bit Rate (kbps): 8192 Audio Encode: G.711A Sampling Rate: 16
13. Is there rack space in the Comm Room or will the contractor need to provide a rack?
There is rack space in both Comm Rooms.
14. Will the base offer storage for conduit during installation?
15. Can existing conduit be utilized for this project?
16. Is conduit required?
17. Is FlipsLink compliance required?
18. What height do the four (4) 270-degree cameras need to be installed at?
Approximately 16 feet from the ground. This change is reflected in the updated SOW.
