62. In the Q&A's that were released for FA441823Q0018 question #42 asked for a complete inventory of all electrical components at the facility. The question's answer stated that all electrical equipment needing PM was included in Appendix A. However there are no panels, sub panels, nor transformers listed. According to the PWS 2.a.19 "Electrical Low Voltage to include secondary side of main distribution panel and all components downstream" are part of the scope. In-order to be compliant with NFPA 70B an annual infrared inspection shall be performed. There is also a 3-year electrical inspection requirement.
All items requiring PMI are identified in Appendix A. Although the PWS 2.a.19 identifies Electrical Low Voltage to include secondary side of main distribution panel and all components downstream as being in scope, the contractor would only be responsible for repairs as PMI is not a standard practice on this equipment as Air Force policy.
NFPA 70B is a standard, not a mandatory code. The Air Force has not adopted this standard.
Transformers are precluded from the contract per the PWS 2.0.c.10.
