Appendix F – Points of Demarcation

FOR OFFICIAL USE ONLY

The contractor shall be responsible for maintenance and repairs of the utilities (excluding security and telecommunications lines) for Air Base buildings 460, 461, 464, 466, 468, 469, 473, and 479 as follows:

Exterior domestic (potable water) lines and system as follows:

Water supply lines from the shutoff valve to the building or five feet from the building if no valve exists, will be the responsibility of the Contractor.

Water supply from the shut off valve or five feet from the building to the source main will be the responsibility of the Base Civil Engineer (BCE).

If no shut off valve exists, the Base Civil Engineer (BCE) will assist with isolation and the five-foot rule will take effect.

Exterior sewage (CHT) lines and system as follows:

From the building clean-out to the building or five feet from the building if no clean-out exist, will be the responsibility of the contractor.

From the clean-out to the sewer main or five feet from the building if no clean-out exists, will the responsibility of the Base Civil Engineer (BCE).

Electric lines as follows:

The contractor shall be responsible for the main distribution breaker(s) and all components downstream in each facility.

The contractor shall be responsible for all exterior lighting from the base of the pole to the fixture or bulb.

All underground electrical lines, electrical components upstream from the main distribution breaker, and transformers shall be the responsibility of the Base Civil Engineer (BCE).

All underground electrical lines from the main distribution breaker panel to the base of the pole for exterior lighting shall be the responsibility of the Base Civil Engineer (BCE).

Natural gas lines and systems as follows:

Everything downstream from the meter and/or regulator shall be the responsibility of the contractor.

The meter, regulator, and everything upstream shall be the responsibility of the provisioning entity.

Chilled Water distribution lines and systems as follows:

The chilled water line from the primary shutoff valve in the Chilled Water Plant (CWP) to the isolation valve inside of each serviced facility shall be the responsibility of the Base Civil Engineer

(BCE).

The chilled water line and systems in the chilled water plant shall be the responsibility of the contractor for everything upstream of the primary shutoff valve.

Chilled water lines and systems downstream from the facility isolation valve shall be the responsibility of the contractor.

The entirety of chilled water systems for facilities not tied into the CWP shall be the responsibility of the Contractor, excluding all portions of chilled water lines that are underground, which shall be the responsibility of the Base Civil Engineer (BCE).
