(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) The Request for Quotation (RFQ) number FA441823Q0018 shall be used to reference any written quote provided under this RFQ.

(iii) The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04 effective June 02, 2023.

(iv) This is a 100% Small Business set-aside. The associated NAICS code is 561210 with a $47M size standard.

(v) Contractors shall submit a quote in reference to the attached Performance Work Statement (PWS) and price schedule for Air Base (AB) Dormitory Facility Preventive Maintenance, Inspection & Repair Services. All responsible sources may submit a quote, which shall be considered.

(vi) The contractor shall provide preventive maintenance, inspection (PMI), and repair service contract for eight facilities encompassing over 291,000 square feet of interior and covered spaces including six dormitories, minor supporting structures (covered bicycle racks, pavilions), a dining facility, and a chilled water plant on Joint Base Charleston-Air Base (JBC-AB).

(vii) Place of Performance: Joint Base Charleston-Air Base (JBC-AB).

Period of Performance is as follows:

a. Base Year: 01 Oct 2023 - 30 Sep 2024

b. Option Year 1: 01 Oct 2024 - 30 Sep 2025

c. Option Year 2: 01 Oct 2025 - 30 Sep 2026

d. Option Year 3: 01 Oct 2026 - 30 Sep 2027

e. Option Year 4: 01 Oct 2027 - 30 Sep 2028

(viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition, and is amended as follows:

The offeror agrees to hold the prices in its offer firm for 120 calendar days from the date specified for receipt of offers.

The response will consist of four separate parts:

PART I - The RFQ consists of a cover page that is signed and includes the authorizing point-of-contact. Also include any signed amendments that were issued. In doing so, the offeror agrees to the contract terms and conditions as written in the SOLICITATION, with attachments. The cover letter may state any delineating exceptions taken to the RFQ terms and conditions with accompanying rationale. However, offerors are cautioned that any noncompliance with the terms and conditions of the RFQ may cause their quote to be determined not eligible for award. Offerors shall ensure that all clauses and provisions that require "fill in" information are appropriately completed.

PART II - PRICE - Submit one (1) electronic copy of the completed AB Dormitory Facility Maintenance and Repair Services Price Schedule (electronic copies must be compatible with Microsoft excel).

(a) All empty cells highlighted in GREEN within AB Dormitory Facility Maintenance and Repair Services Price Schedule must be filled in.

PART III - PAST PERFORMANCE

Only references for same or similar type contracts are desired. Provide at least three references of "Recent" and "Relevant" projects. "Recent" is defined as projects within the past three years. "Relevant" is defined as performance effort involved essentially the same magnitude of effort and complexity this solicitation requires. The evaluation of past performance information will consider past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. Furnish the following information for each contract referenced:

1) Company/Division name

2) Service

3) Contracting Agency/Customer

4) Contract Number and Contract Type (e.g., Firm Fixed-Price, Time & Materials, etc.)

5) Contract Dollar Value (Initial, final and an explanation of the difference)

6) Period of Performance

7) Verified, up-to-date name, address, email, and telephone number

8) Contracting Officer Representative's name, address, telephone & email

9) Brief summary of the requirements

10) Comments regarding compliance with contract terms and conditions

11) Comments regarding any known performance deemed unacceptable to the customer, or not in accordance with the contract terms and conditions PART IV – TECHNICAL (Mission Essential Service Plan). Technical capability is evaluated as pass/fail. The contractor must submit a Mission Essential Services Plan to include the required elements IAW DFARS provision 252.237-7024, Notice of Continuation of Essential Contractor Services.

General Information Site Visit Information: Prior to submission of quotes, parties interested in responding to this RFQ are highly encouraged to attend the SITE VISIT CURRENTLY SCHEDULED FOR 27 July 2023 @ 0900 EST. No other Site Visit opportunities will be available. Attendees are limited to two (2) personnel per firm. Registrants shall submit company name, contact information, name of attendees and a completed Base Application Form-111 (Attachment 10) to Roger Crews, Contract Specialist, via email (roger.crews@us.af.mil) no later than 20 July 2023 by 3pm. Upon registration, Vendors will receive meeting location and itinerary information for the Site Visit.

To access JBC-AB, registrants MUST be a U.S. Citizen. If a registrant was born outside the U.S., they MUST prove they are a U.S. Citizen and will need to ALSO provide a copy of either 1) U.S. Citizen Born Abroad Birth Certificate, 2) U.S. Passport Card OR 3) U.S. Passport.

Request for Information (RFI): Questions received, in writing, and subsequent answers will be posted to Sam.Gov. Offerors are encouraged to submit in writing all questions and requests for clarifications no later than midnight EDT, 28 July 2023. The decision whether to respond to questions and requests for clarification made after this time shall be at the sole discretion of the contracting officer. Failure of a prospective offeror to submit any questions will be construed to mean that the prospective offeror fully understands all requirements of the solicitation. INFORMATION REGARDING SUBMISSION OF QUOTES: Quotes must be emailed electronically. The solicitation number (FA441823Q0018), and the name of the offeror must be in the subject line. Emails with a time stamp after the solicitation has closed will be late quotes and will be processed in accordance with FAR 52.212-1(f).

Please note that .zip files are not an acceptable format for the Air Force Network and will not go through our email system.

All companies must be registered in the System for Award Management at https://www.sam.gov to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.

(ix) FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition and is amended as follows:

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

1) PRICE

2) TECHNICAL

3) PAST PERFORMANCE

Technical and Past Performance when combined are significantly more important than price.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the government may accept an offer (or part of an offer), whether there are negotiations after its receipt or not, unless a written notice of withdrawal is received before award.

This is a competitive best value acquisition following simplified acquisition procedures IAW FAR Subpart 13.5 in which competing offerors past performance history and technical capabilities will be evaluated on a basis significantly more important than price. By submission of its offer in accordance with the instructions provided in clause FAR 52.212-1, Instructions to Offerors, the offeror accedes to the terms of this model contract and all such offers shall be treated equally except for their prices and performance records. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows:

Price Evaluation. The Government will evaluate offers by adding the price of CLIN’s for all options to the price for the basic requirement in order to determine the total quoted price for each offer (Base + 4 option years); see ATTACHMENT 09 - AB Dormitory Facility Maintenance and Repair Services Price Schedule. Please read the notes tab within the attachment.

Offerors will then be arranged according to price, from lowest priced offer to the highest priced offer. The Government may determine an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

Technical Evaluation. Technical capability is evaluated as pass/fail. The contractor must submit a Mission Essential Services Plan to include the required elements IAW DFARS 252.237-7024, Notice of Continuation of Essential Contractor Services.

Past Performance Evaluation. Of the offers, having passed the technical evaluation, the government will begin evaluating past performance starting with the lowest priced offeror. Evaluation of the offerors past performance is subjective and will result in a rating of (See table below) Substantial, Satisfactory, Neutral, Limited, or No Confidence (See table below). Offerors who do not have recent and relevant past performance relating to this requirement will receive a rating of Neutral Confidence.

Neutral Confidence
No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence
Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

The Government will evaluate past performance for recency and relevancy (see table below). Recency is defined as performance of similar services withing the past three (3) years from the issue date of the solicitation. Relevant performance includes performance of efforts involving facilities maintenance services similar in scope and magnitude of effort and complexity as this solicitation requires. The purpose of the past performance evaluation is to allow the government to assess the offeror’s probability of meeting the solicitation requirements based on the offeror’s demonstrated past performance.

If the lowest priced offer, having passed the technical evaluation receives a Substantial Performance Confidence Rating, that offer represents the best value for the Government and the evaluation process stops at this point; an award shall be made to that offeror without further consideration of any other offers. In the event the lowest priced offeror, having passed the technical evaluation does not receive a Substantial Performance Confidence Rating, the evaluation process will continue with the next lowest priced offeror until an offeror receives a Substantial Performance Confidence Rating or all offers are evaluated.

The Government intends to award a contract without interchanges with respective offerors. The Government, however, does reserve the right to hold interchanges with one, some, none, or all offerors.

(x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, or complete electronic annual representatives and certifications at http://WWW.SAM.GOV.

(xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services (Dec 2022), applies to this acquisition and is amended as follows: None.

52.217-8 Option to Extend Services (Nov 1999) As prescribed in 17.208(f), insert a clause substantially the same as the following: OPTION TO EXTEND SERVICES (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days of end of the period of performance. (End of clause)

52.217-9 Option to Extend the Term of the Contract As prescribed in 17.208(g), insert a clause substantially the same as the following: Option to Extend the Term of the Contract (Mar 2000)(a) The Government may extend the term of this contract by written notice to the Contractor within 15 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months. (End of clause)

52.222-42 Statement of Equivalent Rates for Federal Hires.

As prescribed in 22.1006(b), insert the following clause:

Statement of Equivalent Rates for Federal Hires (May 2014) In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor ( 29 CFR Part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C.5341 or 5 332.
