ENVIRONMENTAL MANAGEMENT (628 CES/CEIE) &

ENVIRONMENTAL RESTORATION (AFCEC)

PRE-CON BRIEFING INFORMATION

(Rev. 12 FEB 2019)

Environmental Management Systems: (POC Damarys Irizarry, 843-963-1454)

Joint Base Charleston (JB CHS) has implemented an Environmental Management System (EMS); in order to become more fully aware of the adverse environmental impact of our facility and our activities with the focus on reducing or eliminating those impacts, to reduce the amount and cost of resources by eliminating wasteful practices, and to comply with Executive Order 13834. ISO 14001 is the framework on which JB CHS choose to base the EMS. Currently, JB CHS’s significant environmental aspects are Tanks and Energy. If a supplier or contractor is supplying goods or services associated with our significant environmental aspects, it is our expectation that the supplier or contractor take action to implement applicable procedures to mitigate, minimize, or otherwise control the potential environmental impacts associated with those significant environmental aspects.

Stormwater: (W.S. POC Kurtis Evans, 843-963-1483: A.B. POC Earle Folger, 843-963- 1439)

Contractors are required to complete a Notice of Intent (NOI) for stormwater discharges from construction activities (DHEC Form 2617 dated 10/2012) in accordance with the requirements from the National Pollutant Discharge Elimination System (NPDES) General Permit SCR10000

[Construction General Permit (CGP)]. The Municipal Separate Storm Sewer System (MS4)

NPDES permit, SCR030000, addresses construction and requires submittal of the NOI DHEC

Form 2617. The NOI form and other storm water related forms can be found at:

https://scdhec.gov/environment/water-quality/stormwater/applications-and-forms-stormwater.

The Project Owner/Operator from Sections I. Project Information and Section VI Signatures and

Certifications of the NOI are defined in the CGP as the party having “operational control over construction plans and specifications” or the party having “day-to-day operational control [of

SWPPP activities.]” In some cases this will be the contractor.

NPDES land disturbance coverage and Coastal Zone Consistency Certification are required if one of the following conditions are met. Total calculated acreage disturbance for the project is

1.) equal to 1 acre or greater or, 2.) between 0 (zero) and 0.5 acres AND is within 0.5 miles of

Turkey Creek, Popperdam Creek, Cooper River, Goose Creek, Back River, Foster Creek, or

Ashley River.

After package submittal and Coastal Zone Consistency determination, the land disturbance permit (if required) by SCDHEC requires a minimum of 7 calendar days for review and issue.

Notice of Termination is required for all permitted projects after final stabilization has been completed.

Plans must be kept on site and adhered to at all times. Sites may be subject to a SCDHEC unannounced inspection.

Wastewater: (POC Kurtis Evans, 843-963-1483)

Any releases to the sanitary sewer or dewatering operations shall be approved by 628 CES/CEIE prior to being discharged.

In accordance with South Carolina Regulation R61-67.300A facilities needing a construction permit include: Main Sewers, Wastewater Collection and Transmission Systems, Pump Stations and Force Mains, Wastewater Treatment Facilities, and Components. Activities not requiring a construction permit include replacement of a component (same or similar), as long as there is no change in capacity, routine maintenance, and the construction of buildings. However, for all other modifications, including relocation of sewers and revisions to existing construction permits

DHEC shall be contacted through 628 CES/CEIE for a decision on whether or not a construction permit is required.

Drinking Water: (POC Kurtis Evans, 843-963-1483)

In accordance with South Carolina Regulation R.61-58.1B, before the construction, expansion or modification of any public water system, application for a permit to construct shall be made to, and a permit to construct obtained from DHEC. Piping associated with a service connection will not require a construction permit for the conditions described in R.61-58.1.B (11)(a)-(d).

For all permits, the Contractor shall fill out permit application and route through CEIE for Commander’s signature.

Recycling (POC Alan Moyer, 843-963-1456)

The contractor is required to recycle all recyclable material, not to financially overburden the Contractor. Primary recyclable materials include but are not limited to any concrete, asphalt and metal. Also, the Contractor should submit monthly (submitted with progress schedule used for invoicing) and annual/final Disposal and Recycling Reports for 628 CES/CEIE records (see attached form). The Disposal and Recycling Report shall include type of material recycled, recycled material tonnage, and tonnage of material disposed of in a landfill. This report shall be signed by the contractor prior to submittal. According to DUSD (ES) Letter, 13 May 98, New DOD Pollution Prevention Measure of Merit, sets the diversion rate requirement for non-hazardous solid waste as greater than 50% by recycling C&D Debris, while ensuring integrated non-hazardous solid waste management programs provide an economic benefit. AFI 32-7001 states, increase solid waste diversion rates where economically preferable. Recycling C&D Debris includes waste building materials, packaging, and rubble resulting from construction, remodeling, and demolition of building and structures. Additionally, ensure that the FAR document incorporates the tonnage of the solid waste that went to landfill and the tonnage recycled in the contract for the ESORT criteria.

Green Procurement (POC Alan Moyer, 843-963-1456)

"Green Procurement" (formerly known as Affirmative Procurement) is the purchase of environmentally preferable products and services in accordance with one or more of the established Federal "green" procurement preference programs. The mandatory Green

Procurement program elements are:

Recycled content products on the EPA Comprehensive Procurement Guidelines (CPG) list

Energy Star® products and energy efficient standby power devices

Alternative fuel vehicles, alternative fuels, and fuel efficient vehicles

Biobased products as defined by United States Department of Agriculture (USDA)

Non-ozone depleting substances

EPA Priority Chemicals

The "Guide to Green Purchasing" was updated in January 2005 to reflect the full scope of the GPP. GPP was originally authorized under the Resource Conservation and Recovery Act

(RCRA), which requires federal agencies to “give preference in their purchasing programs to products and practices that conserve and protect natural resources and the environment.”

Executive Order (EO) 13101, Greening the Government Through Waste Prevention, Recycling, and Federal Acquisition, was written to improve the program for the use of recycled-content products, and to include other environmentally preferable products and services. The 2002 “Farm Bill” requires us to purchase biobased products. The Energy Policy Act and EO

13123 require us to purchase energy efficient products and AFVs. The Federal Acquisition Regulations (FAR) Subparts 23.2, 23.4, 23.7 and 23.8 support these requirements. GPP applies to commodity purchases, construction contracts, service contracts, items bought from base supply stores, items used for in-house construction and services, and everything else purchased by Air Force personnel and their contractors.

Green Procurement is mandatory for JB CHS contracts. Work performed by this specification under contract with a Federal Agency constitutes the Contractors acceptance of this requirement.

Items included on this list of green procurement items include (but are not limited to): building insulation products, carpet, carpet backing/cushion, latex paint, floor tiles, various paper products, non-paper office products, pallets, sorbets, industrial drums, traffic barricades, signage, and mats. The Environmental Protection Agency (EPA) promulgates this product information via the Federal Register and the Worldwide Web/Internet <http://www.epa.gov/cpg/products.htm>.

Green procurement is mandated, except when the Contractor can show in writing that the product with recycled content does not meet intended specifications, has excessive cost, or cannot be delivered in time to support the schedule of the contract. The Contractor is required to provide the Contracting Officer with monthly (to be submitted with progress schedule for invoicing) and annual/final reports of the Contractor's efforts concerning affirmative procurement (see attached form). The reports shall include type of recycled/recovered material purchased, the percent content of recycled/recovered material in product purchased, and the quantity purchased. This report shall be signed by the contractor prior to submittal.

Pesticides/Herbicides (POC MSgt Melynda Winter, 843-963-5268)

Organizations and workers under contract to the AF are subject to the same Environmental laws, regulations, and Executive Orders as the AF. DODI 4150.7 and AFI 32-1053 require the

Command Pest Management Consultant review and approve all Statement of Work or performance work statements for pest management contracts. The Statement of Work will include the type and approximate quantity of pesticide intended for use. Approval must be obtained prior to any pesticide application.

Contractors are required to coordinate all pesticide application with the base entomologist. This includes: providing the base a current Material Safety Data Sheet for (MSDS) the product being used; breaking the seal of unopened containers and mixing the pesticide in the presence of the base entomologist or the Quality Assurance Evaluator (QAE); and, reporting the amount and type of pesticide used each month. Previously opened and mixed pesticide products will not be accepted for use on base. Additionally, all pesticide applicators must be certified by the State of

S. C.

Asbestos (POC: Kurtis Evans, 843-963-1483)

In accordance with South Carolina Department of Health and Environmental Control (SCDHEC) regulation 61-86.1, asbestos surveys must be performed prior to any repair, renovation or demolition work. If more than three years have elapsed since the most recent inspections, the inspection shall be confirmed and verified by a person licensed as a building inspector. All state, federal and OSHA regulations must be followed at all times when asbestos work is being performed. All asbestos abatement and demolition projects require SCDHEC notification and/or permit prior to project commencement. The contractor should allow at least three weeks from the time the notifications are provided to SCDHEC until asbestos containing material abatement and demolition is allowed to begin. Personnel performing asbestos work shall have the appropriate training and asbestos certifications. The asbestos POC shall be provided a copy of the project permit and asbestos survey prior to project commencement. Asbestos waste manifest forms for all asbestos waste disposed of from project site must be sent to the asbestos POC, once they are received, so that it may be filed with the project permit and asbestos survey.

Lead-Based Paint (LBP) (Kurtis Evans, 843-963-1483)

Individuals conducting LBP activities in target housing or child occupied facilities must be trained and EPA certified in accordance with 40 CFR 745, "Lead Requirements for LBP Activities in Target Housing and Child Occupied Facilities". Structures built in 1980 and before are required to have a lead based paint survey performed if painted surfaces are to be impacted.

Individuals conducting LBP activities in commercial or industrial buildings must receive training mandated by OSHA in accordance with 29 CFR 1926 "Lead Exposure in Construction".

A copy of all employee lead training/certification shall be provided to the Environmental Office to be kept on file.

Hazardous Materials (POC Earle Folger, 843-963-1439)

The contractor shall submit a JB CHS Transient Organization Hazardous Material Inventory

Form listing all hazardous materials to be used on-site for the performance of this project. The inventory listing shall be accompanied by the Safety Data Sheets (SDS) for each hazardous material. All hazardous materials that are stored on-site shall be in approved containers and storage areas, as delineated in a written Hazard Communication (HAZCOM) Plan. At the end of the contract, the contractor will report actual hazmat usage quantities on the JB CHS Transient

Organization Hazardous Material Inventory Form.

Hazardous Waste (POC Tommy Hardin, 843-963-2727 or Julie Legg, 843-963-1472)

When disposing of soil a hazardous waste determination must be made. This can be done one of two ways. 628 CES/CEIE shall make this determination either through base knowledge or sample analysis. Potentially petroleum contaminated soil shall be sampled at a minimum for

Total Petroleum Hydrocarbons (TPH) and Benzene, Toluene, Ethylbenzene, and Xylene

(BTEX). Toxic Characterization Leachate Procedure (TCLP) metals may also be required at CEV’s request.

Hazardous Waste - All hazardous waste generated within a project shall be handled and disposed of at the projects expense in accordance with federal, state, local and Air Force regulations, with coordination of 628 CES/CEIE for manifest signatures. The contractor must also provide a completed JB CHS “Contractor Waste Stream Characterization Process Document” with copies of analytical results to the base Environmental Element. The Waste Stream Characterization

Process Document will be provided upon request. The Waste Stream Characterization Process

Document must be provided well in advance of shipment to allow time for review and concurrence by 628 CES/CEIE. The Waste Stream Characterization Process Document identifies the source and composition of the waste.

Universal Waste (POC Tommy Hardin, 843-963-2727 or Julie Legg, 843-963-1472)

All universal waste (lamps, batteries, mercury thermostats, pesticides) generated during project shall be disposed of at the projects expense per applicable regulations, with coordination of 628 CES/CEIE. All universal waste disposals must be manifested through 628 CES/CEIE for approval and final release signature.

Polychlorinated Biphenyls (PCBs) (POC Tommy Hardin, 843-963-2727 or Julie Legg, 843-

963-1472)

It is JB CHS policy to test all transformers for PCB's. Testing and disposal of transformers and other PCB waste shall be at the projects expense. Other areas of concern for PCBs include fluorescent light ballasts manufactured before 1978. If the light fixtures are not verified as manufactured after 1978 or stamped as PCB Free, the ballasts are required to be collected separately and handled as PCB waste. For this process, collect all PCB potential ballasts in a suitable waste storage container with a PCB label (note date removed from service). All transformers and PCB waste disposals must be manifested through 628 CES/CEIE for approval and final release signature. All PCB wastes generated are required to be coordinated through 628 CES/CEIE for disposal within 90 days of removal. In addition, all new ballasts are required to be

PCB Free.

Air Compliance Requirements:

CAUTION: SCDHEC permits and exemptions may take up to 90 days to receive; please plan accordingly.

Boilers/Heating Units/Curing Ovens (POC Earle Folger, 843-963-1439 or Sharon Bunch, 843-963-1437)

All boilers, radiant heaters, space heaters, water heaters, curing ovens, or stationary units using natural gas or fuel, must be reported to 628 CES/CEIE before being brought on base to be installed. Environmental Restoration Program (ERP) Sites and ERP Monitoring Wells (Air Force

Civil Engineer Center (AFCEC) POC Air Base-Dana Holsclaw, 843-963-2701 or WS-Hayes

Patterson, 843-963-2708)

If the project/work site is located within an ERP investigation/cleanup area, it may be necessary to contain excavated soil and/or dewatering fluids for potential processing and off-Base disposal as hazardous or non-hazardous waste. Contact AFCEC ERP Remedial Project Managers (RPM) with details concerning the worksite location and scope of work. Normal contaminated soil handling methods include removal under controlled conditions, including personal protective equipment (PPE), storage out of the weather, sampling/analysis from multiple sites in the pile, and proper off-Base disposal. Additionally, if worksite is within an ERP investigation/cleanup area and work requires displacement/disposal of groundwater, PPE may be required for handling the water, and sampling for proper disposal may also be required.

All project-generated hazardous waste from within an ERP site shall be properly handled and disposed of at the projects expense, and in accordance with federal, state and Air Force regulations, with coordination of 628 CES/CEIE (POC Tommy Hardin, 843-963-2727 or Barry

Lewis, 843-963-1470) for manifest signatures. The contractor must also provide a completed JB

CHS “Contractor Waste Stream Characterization Process Document” (WSCPD) with copies of analytical tests results to 628 CES/CEIE and the AFCEC ERP RPM. The WSCPD identifies the source and composition of the waste, and must be provided well in advance of shipment to allow time for review and concurrence by 628 CES/CEIE.

If groundwater monitoring wells are located in the vicinity of the project, every effort should be made to ensure these wells are not damaged or destroyed. If these wells are damaged or destroyed, AFCEC POCs must be notified immediately, so the contractor can, at their expense, properly abandon, replace, and develop the well(s) using a SCDHEC-certified well driller, and survey the new well(s) (e.g., top of well casing, top of concrete pad, and ground surface) utilizing a registered land surveyor.

Natural Resources (POC Keith Thompson, 843-794-7335 or Terrence Larimer, 843-794-

7951)

If the project involves removal of trees, shrubbery or landscaping, a mitigation plan must be generated that will replace the trees etc. in-kind. In other words if a project will take down ten 2-inch trees, then the mitigation plan should replace those trees with ten 2-inch replacement trees

(hardwoods preferred). However, if replacing larger trees, the replacement becomes cost prohibitive and therefore larger trees should be replaced with a greater number of smaller trees.

For instance, a 30-inch oak could be replaced with ten 3-inch oaks, fifteen 2-inch oaks, etc. The project should be designed to keep larger trees as is and should ensure that specific plans are in place to prevent damage to those trees during the demolition/construction process. A physical barrier should be constructed at the drip line of trees that are to be preserved to prevent damage to limbs and root systems.

If a project is sited near or may affect wetland areas, 628 CES/CEIE must be consulted prior to work to ensure permitting requirements are addressed. Wetland boundaries should be clearly marked with signs, however, if there is any doubt, please contact the environmental office.

Cultural Resources (POC Keith Thompson, 843-794-7335 or Terrence Larimer, 843-794-

7951)

If items that may be of historical or archaeological significance are discovered or excavated during the course of work, work in the immediate area will be stopped and the procedures outlined in the Cultural Resource Management plan will be implemented. The contracting officer will notify the 628 CES/CEIE (843-794-7335 or 843-794-7951) who will investigate the site and inform the contracting officer when it is acceptable for the Contractor to resume work.

All items discovered will be considered to be the property of the government.

If you have any questions concerning environmental aspects of the project, please call 628

CES/CEIE at 843-963-1470 or AFCEC at 843-963-4978/2708 (ERP questions only) and you will be directed to the proper person to answer your questions.
