Hunley Park Stormwater Replacement DKFX 13-1048

Solicitation Number: FA441820R0011

Contractor Questions

1. If structurally independent liners are preferred, how will that be enforced? Will a PE stamp on the design thickness be required? Or will a letter from the manufacturer accompanying a calculated design thickness suffice?

ANS: A letter from the manufacturer accompanying a calculated design thickness would suffice for structurally independent liners.

2. Quantity estimates for polyurethane injection are subjective, since we do not have x- ray vision and do not know the size of the subterranean voids or the level of existing compaction. Can we assume our proposals will be compared based on unit price? Or can there be a quantity agreed upon and proposed by all offerors?

ANS: Follow specification section 33 01 99, 3.1.

The estimated quantity for grouting materials is included in the base bid. Please do not include it as a separate line item with unit price.

3. Will chosen prime contractor be responsible for providing a separate 100 percent design on top of the design that is already provided?

ANS: The prime contractor is to use the design that has been provided with the solicitation package. A separate 100 percent design is not required.

4. Is the intent to build a structurally independent, new pipe? Or is the intent to prolong the lifespan of the existing structure?

ANS: The intent is to prolong the lifespan of the existing structure.

5. Is there a pipe lining rehabilitation method that is preferred by the Government in order to ensure all offerors bidding the same process?

ANS: Please follow specification section 33 01 99, 1.1

6. There is a section about compaction and backfilling. It pertains to compacting fill via earth moving and filling in lifts around an open cut. To achieve equivalent compaction and stabilization of fill trenchlessly, polyurethane grout is injected around a subterranean structure. Should we assume this is expected here? There are many different polyurethane grouts of various strengths - most exceed the “1000 psi after 24 hours” requirement for grout. Would a different value be prescribed to polyurethanes that achieve much more strength than that much more quickly? Or should we propose to use the least expensive one that meets that 1000psi after 24 hours standard?

ANS: Please follow specification section 33 01 99, and bid per plan/specification.

7. Quantity estimates for polyurethane injection are subjective, since we do not have x-ray vision and do not know the size of the subterranean voids or the level of existing compaction. Can we assume our proposals will be compared based on unit price? Or can there be a quantity agreed upon and proposed by all offerors?

ANS: See response on #2.

8. If structurally independent liners are preferred, how will that be enforced? Will a PE stamp on the design thickness be required? Or will a letter from the manufacturer accompanying a calculated design thickness suffice?

ANS: See response on #1.

9. Will lay down yard be designated by Government? If so, where is it being proposed?

ANS: The lay down yard will be designated by the government. A laydown request has to be completed. CES/CEN works with Contractor to select a site and notifies units if any are affected. CES/CD approval required.

10. Will alternate products and methods be considered other than supplying steel reinforced HDPE for the lining of the 9-foot CMP portion of the project? Is Centrifugally Cast Cement Pipe another option that the government would accept in offerors proposals?

ANS: The alternate products and methods will not be considered instead of supplying steel reinforced HDPE.

Please follow the design drawings and specifications.

11. On design sheet C-101 it states “repair/realign disjointed 24-inch HDPE, construct reinforced concrete collar around joint, backfill and compact eroded areas around concrete junction”. Will the government accept a newly lined cured in place pipe (CIP pipe) or does that particular 24-inch HDPE pipe have to be excavated and replaced with a new joint of pipe in that location where it is separated? CIP pipe industry standard is a 50-year warranty.

ANS: Please follow plan and specifications.

12. Section 33 01 99 (3.1.3) Will obstructions (foreign materials that cannot be vacuumed out of manhole) be dealt with on a case by case scenario and considered unforeseen site conditions since contractors were not allowed to enter the pipe to assess what may be an unmovable obstruction? There is no way to tell whether a point repair will be sufficient or if another means of repair should be used.

ANS: Materials such as debris and sediment can not be considered for unforeseen site conditions. The obstructions in gigantic sizes can be dealt with a case by case scenario.

13. Are all pipes coming into the 9’ area to be lined identified on the provided drawings?

ANS: Yes, all pipes coming into the 9’ area to be lined are identified on the provided drawings.
