FA4418-20-R-0009

Questions and Answers 14 July 2020

1 – Reference Solicitation Document Standard Form 1442, page 1, block 10 – Please confirm the project magnitude for this opportunity is between $1,000,000.00 and $5,000,000.00.

Answer: $5,000,000 - $10,000,000…this was amended in the Solicitation.

2 – Specification Section 01 35 23, paragraph 1.3.h states “Ensure prompt submittal through the airfield operator of Form 7460-1, 7460-2, and NOTAMS for the purpose of conducting an aeronautical study of contractor equipment… The FAA encourages online submittal of forms for expediency.” Additionally, Drawing Sheet G201 states “Contractor shall submit to the FAA, for approval, all necessary 7460-1 forms a minimum of 45 days prior to the start of any construction activities.” Historically, submitting an FAA Determination Request via their online portal has taken upwards of 6 months for review and determination – has the review and approval time of the FAA been accounted for in the document titled “Attach 3 – Performance Time” and the 230 calendar day period of performance?

Answer: The time for filing has been taken into account. For most projects the FAA has made a determination in 45 days or less. Contractor is encouraged file as soon as contract is awarded.

3 – Does the security access requirements highlighted on Drawing Sheet G201 still apply if the entire work zone barriers will be required on this project?

Answer: Yes.

4 – Due to the quantities of asphalt to be delivered to meet the compressed, 140 calendar day schedule, will base security access requirements be modified to allow asphalt deliveries? Considering each load being perishable, we’re concerned about having a significant amount of truck loads being delayed at the inspection gate along Aviation Ave increasing the risk of rejecting a load due to specified requirements.

Answer: SFS will work with the project to try to expedite trucks passing through the inspection area.

5 – Drawing Sheet G201, “Project Duration” Note 5 states, “all work within a work zone shall be complete prior to being granted access to the subsequent work zone.” Additionally, Drawing Sheet G200, “Work Zone Notes” states, “Work Zone 1 construction activities shall be intermittently concurrent with Work Zone 2 & Work Zone 3 construction activities.” Which of these notes are correct?

Answer: Both notes are correct. Bottom of Project Duration Chart refers you to Sheet G200 for the exception. Work Zone 1 (WZ1) can be concurrent with WZ2 or WZ3, but it must be prior coordinated.

WZ3 is subsequent to WZ2 and will not start until all work in WZ2 is complete.

6 – Specification Section 01 35 13, paragraph 3.1.8 states “Provide necessary battery powered portable radios, including one radio for the tower.” Are we to provide radios to the tower for communication with the contractor, or are we to provide radios that are already UHF programmed with the existing tower communications?

Answer: Contractor will not be required to supply radios to the ATC Tower.

7 – Reference Drawing Sheet G200, Work Zone Layout, Please confirm that a double-row of barriers are required between the vertical line delineating Work Zone 1 from 2 & 3, and a double-row of barriers are required between the horizontal line delineating Work Zone 2 & 3 (See picture below):

Answer: A double row of barriers is not required. This is representing the individual work zones and a single row will be required around each zone when work is being accomplished in that zone.

8 – Reference Specification Section 32 12 15.13, paragraph 1.5.4.2.2., “Profilograph Testing” - Is this testing to be performed by the Government (or approved Title II Service) or is the Contractor going to be required to perform this test?

Answer: Profilograph testing will not be required on this project.

9 – Reference Solicitation Document, Section L, #3 “Past Performance Information” paragraph “a” states “Quality & Satisfaction Rating for Contracts Completed in the Past Three Years.” Subsequently, paragraph “b” states “Provide a list of no more than three (3) of the most relevant contracts performed for Federal agencies and commercial customers within the last five (5) years from the issue date of this solicitation.” Does the past performance information need to be within the last three (3) years or within the last five (5) years?

Past performance within 5 Years of the solicitation’s posting date will be considered recent. This was amended in the Solicitation.

10 – Specification Section 01 57 19.00 31, paragraph 3.3.3 states “Provide sedimentation prevention and erosion control Best Management Practices, as indicated on the drawings, or as specified in the approved Construction Stormwater Pollution Prevention Plan (SWPPP)” Will the Government provide the SWPPP on file for this project? What erosion control or storm water pollution prevention measures will be required for this project? The civil drawings do not indicate any SWPPP measures to be performed.

Answer: Paragraph 3.3.3 is applicable to Temporary Protection of Erodible Soils. Since this project will not expose any erodible soils, there are no BMP’s indicated on the drawings and no land disturbance permit SWPPP was required.

Also, 01 57 09 00.31 Paragraph 3.4 requires prevention of construction runoff into storm drains and protection accordingly.

11 – Reference Solicitation Document, Section I – Contract Clauses, 5352.242-9000, “Contractor Access to Air Force Installations 11/1/2012” states “The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make visit to or perform work on the Air Force installation(s) cited in the contract.” Additionally, Specification Section 01 14 00, paragraph 1.2.1 states “It is incumbent on the Contractor to ascertain the current security and base access requirements appropriate to the project location and incorporate the cost, if any, for compliance to said requirements into Contractor’s proposal.” Will JB Charleston be able to support the significant amount of asphalt trucks hauling for this project within the constrained period of performance time without experiencing delays at the Aviation Avenue inspection gate? Will a separate contractor/Security Forces managed gate be provided just for asphalt deliveries for this project?

Answer: SFS will work with the project to try to expedite trucks passing through the inspection area.

Private security contractor will be required for duration of constructions per notes on G201.

12 - Specification Section 01 35 26, paragraph 1.5.1.2. states “The Contractor Quality Control Person can be the SSHO on this project.” Additionally, Specification Section 01 45 00, paragraph 1.5.1.1. states “The QC Manager may not perform the duties of project superintendent.” Just to clarify, this project requires a minimum of (2) Individuals correct? One Superintendent & one Quality Control Manager/SSHO.

Answer: Correct.

13 –Specification Section 32 12 15.13, paragraph 3.6 states “prior to full production, place a test section for each JMF used. Construct a test section consisting of a maximum of 250 tons and two paver passes wide placed in two lanes, with a longitudinal cold joint.” Considering this project is not located on the runway surface, will this test section be required? Additionally, will Paragraph 3.6.1 be required for sampling and testing of the above-mentioned test section?

Answer: Test section will be required per specifications.

14 – Specification Section 32 12 15.13, paragraph 2.3 states “Provide asphalt cement binder that conforms to AASHTO M320 Performance Grade (PG) 64-22 or PG 76-22.” Which one is required for this mix – 64-22 or 76-22?

Answer: Contractor may use PG 64-22 or 76-22.

15 – Specification Section 32 12 15.13, paragraph 2.4 states “Develop the mix design. Perform JMF and aggregates testing no earlier than 6 months before contract award.” Is the contractor expected to perform JMF testing prior to being notified as the successful awardee?

Answer: No. The point of this statement is to ensure that the JMF is not too old. If you submit a JMF that meets all specification requirements it would not be approved if the JMF had been developed more than 6 months prior to contract award.

16 – Specification Section 32 01 29.61, paragraph 2.1.11.1 states “Prepare two sets of three 2-inch cubes cured at 73-degrees F for seven days. Measure and weigh the specimens before submerging the test solvent, JP8 fuel at 150 degrees for 24 hours in accordance with ASTM C267 one set of three specimen.”

Will the Government provide the JP8 for this chemical resistance test or is the contractor required to provide the JP8 fuel?

Answer: Government will not supply JP8.

17 – Specification Section 32 01 29.61, paragraphs 2.1.11.1, 2.1.11.2, 2.1.11.3, 2.1.11.4, 2.1.11.5, &

2.1.11.6 appear to be excessive test samples for the application of the product. Specifically, paragraph

2.1.11.5 states “Expose the composite specimens to five freeze-thaw cycles, each cycle consisting of exposure to -6 Degrees F for 24 hours then 73 Degrees F for 24 hours.” Considering the geographic location of this contract, freeze thaw may not be a necessary sample test. Please confirm that paragraphs 2.1.11.1, 2.1.11.2, 2.1.11.3, 2.1.11.4, 2.1.11.5, and 2.1.11.6 are required under this contract.

Answer: Bid per specification except replace paragraph 3.1 in its entirety with the following:

3.1 Patch Material Selection

Use Portland cement concrete (PCC) or an approved proprietary product for all spall repairs.
