Construct Cryogenic Facility
15 Apr 2019
1. What is the material-type of the existing manholes shown on Drawing Sheet C-504, Detail 3 (i.e. precast concrete, brick, cast in place)? Different material-types affect pricing of the Raven Epoxy 405 application.
ANSWER: The existing SS manhole material is hand-laid brick.
2. Specification Section 01 35 26, paragraph 1.5.1.1.1. states “The Contractor Quality Control Person cannot be the SSHO on this project.” Additionally, Specification Section 01 45 00, paragraph 1.5.1.1 states “The QC Manager may not perform the duties of project superintendent.” Just to clarify, this project requires a minimum of three (3) separate individuals – Project Superintendent, Quality Control Manager, & Site Safety & Health Office (SSHO), correct?
ANSWER: Due to the size of this job, and at the contractor's discretion, one person will be allowed to serve as the Project Superintendent, Quality Control Manager, & Site Safety & Health Office (SSHO) so long has that person meets all the qualifications for each.
3. Where is the location of the “downstream manhole” indicated on Drawing Sheet C-504, Detail 3, Note 1?A/ ANSWER: The downstream manhole is located approximately 200 LF SW of the receiving manhole.
4. Drawing Sheet S-301, Detail 1 & A-501, Detail 3 have conflicting wall details. Which wall detail is correct for this contract? (See Below) ANSWER: The notes circled in item 4 are not in conflict. Every note in the details cited is correct and should be followed.
5. Drawing Sheet S-301, Detail 1 & A-201, Detail 6 shows two different bases under the concrete slab. Sheet 301 shows 4” graded granular fill & Sheet 201 shows 2” rigid insulation prior to the 15-mil vapor retarder. Which detail is correct for this contract? (See Below) ANSWER: the rigid underfloor insulation is to be placed on top of the granular fill. Otherwise every note in the details cited is correct and should be followed
6. Is there a contingency budget for unforeseen site conditions?
ANSWER: No
7. Is the 141-day Period of Performance inclusive of subcontractor buyout time, submittal review periods, concrete cure times, & lead times on non-typical materials (i.e. Pre-Engineered Metal Building)?
Additionally, does the 141- day PoP include the cure time of 28 calendar days before an epoxy coating can be applied to the new concrete floor per Specification Section 09 67 23.13, paragraph 3.1.3.1? Also, does the 141-day PoP include the cure time of 30 days before painting the masonry walls per Specification 09 90 00, paragraph 3.4.1.a?
ANSWER: The total Period of performance is 261 calendar days. Contractor has 90 days for mobilization, submittal approval, and securing PEB. 141 days is allocated for construction to include inclement weather. There is 30 days for contractor closeout submittals (As-builts, O&M, etc.)
8. During the site visit, it was mentioned that the building footer was to be continuous throughout the slab.
Drawing Sheet S-301, detail 2 shows a 3’-6” wide footer at the columns, and detail 1 shows a 1’-4” wide footer everywhere else. Does the Government prefer one continuous 3’-6” footer throughout or varying widths as shown on the details?
ANSWER: Bid per plans and specifications.
9. Drawing Sheet A-601, Finish Schedule states the Floor Material to be “CONC-1”, but there appears to be a flooring mark of “EF-1 & EF-2” in the Legend above. Is it the Government’s intent to epoxy-coat the finished floor with Dur-A- Flex, Slate Grey with a 1-ft wide bright yellow stripe? (see below) ANSWER: In the finish schedule should read CONC-1, EF-1, EF-2. It is the government’s intention to have a yellow strip as indicated on sheet A-101 and a gray coating plan south of this yellow stripe and finished concrete plan north of this yellow stripe
10. Specification Section 23 05 93, paragraph 1.3 states “Conduct DALT and TAB of the indicated existing systems and equipment and submit the specified DALT and TAB reports for approval.” Does the Government require DALT & TAB to be performed on the existing system prior to demolishing the facility?
ANSWER: DALT and TAB not required to be performed on existing facility. There is no HVAC in the existing building.
11. Specification Section 01 14 00, paragraph 1.2.1.2. states “Furnish a completed Employment Eligibility Verification form for all personnel requesting badges.” Just to clarify, does this mean the General Contractor is required to submit an USCIS Form I-9 “Employment Eligibility Verification” with EVERY individual pass application for this contract, including subcontractors?
ANWER: Contractor will need to submitted completed Joint Base Charleston Worksheet for Base Access for each individual requiring access.
12. Specification Section 01 57 19, paragraph 3.4.1. states “The Contracting Officer has obtained a Land Disturbance Permit from SCDHEC and an approved Storm Water Pollution Prevention Plan (SWPPP). A copy of this permit and approved SWPPP will be provided to the Contractor after award.” Are there additional SWPPP requirements in the permit that are not-identified in Drawings for this project?
ANSWER: There are no requirements beyond the drawings and specifications. A SWPPP was not required for this project because it disturbs less than 1/2 acre.
13. Specification Section 01 57 19, paragraph 3.4.1 states “Retain the services of a Professional Engineer registered in the State of South Carolina to oversee erosion control systems and to provide final certification at the end of the project, in compliance with the General Permit.” Is the registered
Professional Engineer to be included in the pricing for this contract? Will the obtained Land Disturbance
Permit be provided to contractors in order to price a registered Professional Engineer’s services accurately?
ANSWER: A Professional Engineer is not required on this project. A SWPPP was not required for this project because it disturbs less than 1/2 acre.
14. During the site visit, it was noted that an asbestos and lead based paint survey was conducted on the facility to be demolished. Will the report be published to contractors prior to bidding?According to the report, will anything need to be abated prior to demolition?
ANSWER: Asbestos report will be provided. Lead testing was performed in-house. No abatement is required for either.
15. Specification 01 30 00, paragraph 1.3. states “provide monthly, and within one month of the completion of work, digital photographs, 1600x1200x24 bit true color 5 Megapixel minimum resolution in JPEG file format showing the sequence and progress of work. Take a minimum of 20 digital photographs each week throughout the entire project.” Will Security Forces or Public Affairs be required to review all photographs prior submitting to the Government each week?Additionally, will this be required to be submitted via
Submittal Form AF3000 or will an email each week suffice?
ANSWER: Photos do not require review and email submittal is acceptable.
16. During the site visit, a disconnect serving Existing Panel LD1 was found half-way between LD1 & Existing
Panel LD. Does the Government prefer this disconnect be demolished as well?
17. While the manholes are being lined with the Raven Epoxy 405 application, can the lines be plugged during this work or will the contractor be required to provide temporary bypass pumping?
Answer: Contractor shall provide temporary bypass pumping as required.
18. Drawing Sheet C-503, Detail 6 indicates the new 1” Copper line to be saddle-tapped to an existing water line.
What is the type & size of this existing water line (i.e. 6” Transite)? (See Below) ANSWER: Existing water main to be saddle-tapped is a 10" Transite line.
19. Is the 141 day contract completion time discussed at the Prebid meeting the construction time after the 45 day submittal time?
ANSWER: Contractor has 90 days for mobilization, submittal approval, and securing PEB. 141 days is allocated for construction to include inclement weather. There is 30 days for contractor closeout submittals (As-builts, O&M, etc.)
20. Is the total contract time negotiable? The lead time for the pre-engineered metal building is approximately 12 weeks which would require additional contract time.
ANSWER: No
21. On sheet E-001 there is reference to a 35A, 208-Volt, 1 phase receptacle. What is the NEMA configuration required?
ANSWER: This receptacle is for clothes dryer. Electrical contractor to confirm receptacle configuration requirements with end user equipment.
22. On sheet ES-101 there is notes to “demolish existing underground conduit and cables to panel LD1”. Do the conduits need to be completely removed or can the conductors be removed and the pipe cut off at or just below ground level?
ANSWER: Preference of JBC but CEMS recommends complete removal of conduit and conductors.
23. Based on the size of this project, do you recommend that QC/SSHO/PM/ can be same person? Is the super also included and can be same?
ANSWER: Due to the size of this job, and at the contractor's discretion, one person will be allowed to serve as the Project Superintendent, Quality Control Manager, & Site Safety & Health Office (SSHO) so long has that person meets all the qualifications for each.
24. Can the QC and AAHO be the same person?ANSWER: Yes
25. Is the Geotech report available?
ANSWER: Yes
26. Is Asbestos report avalable?
ANSWER: Yes
27. Clarification of the term “insulated metal panel”. The plans call for a liner panel at the roof and walls, which will serve the purpose of providing a clean, interior hard surface.
Insulated metal panels infer a factory manufactured insulated sandwich panel. There is the exterior metal and interior metal panels with a rigid foam core which provides the insulation. Our PEMB representative believes the intent is to provide concealed fastener wall panels, vinyl faced fiberglass insulation and then the interior liner panels at the interior side of the secondary structure (girts) at walls. The roof will be a standing seam roof system over vinyl face fiberglass and unfaced fiberglass blankets and then the liner panels at the underside of the secondary structure(purlins). This achieves “insulated roof and wall systems”. It is a fraction of the cost of the factory manufactured insulated sandwich type rood and wall panels. If sandwich panels were desired, there would no use in the specified liner panels.
ANSWER: The government requires continuous air, vapor and thermal envelope for this building; vinyl faced insulation at the walls and roof does not provide this and insulated metal wall and roof panels do. The government also requested liner panels at the interior walls and ceiling for a uniform appearance. The drawings were prepared based on this direction. Any deviations should be approved by the government.
28. Cant provide 22 gauge panels. Will the government be willing to use 20 gauge instead?
ANSWER: As long as all the performance properties of 20 gauge equal or exceed those of 22 gauge it would seem the alternate would be acceptable.
29. Is a mass fire alarm system required, and if so, what type?
ANSWER: A fire alarm system is required IAW FA001, FA101, and specification Section 28 31 76. The system is Monaco.
30. Can Air-Sheild LSR be used as a non-permeable air barrier?
ANSWER: Bid per plans and specifications.
